Location: Kingdom of Saudi Arabia – Project Based We are looking for a proactive HSE Engineer to lead and monitor Health, Safety & Environment performance on a major commercial complex construction project in KSA. You will work closely with project management, construction, and subcontractors to ensure a safe, compliant and incident-free site.Key ResponsibilitiesDevelop, implement and regularly update the Project HSE Plan, procedures, risk registers and emergency response plans in line with company and client requirements.Ensure compliance with applicable KSA regulations and authorities (e.g. Civil Defense, HCISS) and project HSE standards.Prepare and review risk assessments, method statements, permits to work (hot work, working at height, lifting, confined space, energised systems, etc.).Conduct routine HSE inspections and audits of work areas, equipment, scaffolding, lifting operations, housekeeping, and welfare facilities, and follow up on corrective actions.Lead toolbox talks, safety inductions and focused trainings (PPE use, lockout/tagout, electrical safety, working at height, confined space, fire safety, etc.).Monitor and enforce proper use of PPE, safety tagging and signage for all critical operations and energised systems.Investigate incidents, near misses and unsafe conditions, prepare reports (root cause analysis, corrective/preventive actions) and share lessons learned.Coordinate with QA/QC, construction, planning and subcontractors to integrate HSE requirements into day-to-day activities and look-ahead programs.Support safe execution of testing & commissioning and handover activities.Prepare regular HSE statistics and reports (KPIs, trends, compliance status) for project management and client.Qualifications & SkillsBachelor’s Degree in Engineering, Occupational Safety, Environmental Science or related field.5–8+ years HSE experience on building / commercial / mixed-use construction projects (KSA/GCC experience preferred).Solid knowledge of construction risks and controls (structural works, MEP, finishing, lifting, work at height, confined space, hot works, energised systems, traffic & logistics).Familiarity with international HSE standards and best practices (e.g. ISO 45001 / OHSAS, relevant NFPA/ANSI/OSHA-type requirements) and local authority requirements.Strong skills in risk assessment, incident investigation, reporting and training.Confident communicator, able to challenge unsafe behaviour and influence all levels from labour to senior management.Computer literate (MS Office); experience with HSE reporting tools/systems is an added advantage.Relevant HSE certifications (NEBOSH IGC, IOSH, OSHA, or equivalent).
