JOB PURPOSEThis vital senior role is responsible for providing Health, Safety (personal & process safety) and Environmental (HSE) leadership for the company. This includes the definition and deployment of the HSE strategy, and the in-year HSE improvement plans. Lead the design and implementation of all HSE policy and procedures for the organisation. Provide operational leadership of all HSE matters, driving high standards of performance across all aspects of the business, including domestic and international operations and facilities.KEY RESPONSIBILITIES: Facilitate and perform the development, update & implementation of corporate HSE policy, processes and procedures, and guidelines to support the company’s corporate HSE management system and ensure compliance with appropriate rules and regulations.Monitor and report on HSE performance, with supporting insights to drive continuous improvement.Support the various assets & functions of the business and lead the development & implementation of project & asset specific HSE plans and activities.Act as a critical contributor to developing an HSE culture. Provide technical advice, coaching, guidance and mentoring to managers, employees & HSE professionals on safety initiatives and necessary changes across both personal and process safety whilst modelling HSE leadership behaviours.Perform risk based audits and surveys/inspections and prepare written reports of findings and recommendations for corrective and preventative measures as required. Review and evaluation of implementation and embedding of all new measures.Ensure compliance with timely reporting, as required by regulations and statutes.Identify best practices and lead continuous improvement initiatives to reduce work process risks, raise safety awareness and improve safe and effective control of work practices.Provide review and challenge to HSE systems operated by partners or contractors working on behalf of RAK Gas.Oversee and support the development and application of employee HSE training & competency programs across the business in support of the HSE management system.Support business functions in the management of contractor HSE performance management.Ensure the development, deployment and testing of effective emergency response plans & crisis management activities.Direct and manage risk assessments, hazard assessments and HAZOPS.Lead and oversee the investigation of significant incidents and ensure the full value of lessons learnt from all incidents is realized. Ensure that recommendations are implemented.Provide effective review of all incident reports and investigations to ensure the correct level of quality and effective root causes identification to prevent reoccurance.Perform other related duties and responsibilities supporting the business on a case-by-case basis.COMMUNICATIONS & WORKING RELATIONSHIPS:Internal: CEOManagement team and employeesExternal:AuthoritiesQUALIFICATIONS, EXPERIENCE, & SKILLS:Educational Qualifications:Bachelor’s Degree in an Engineering or Science related subject.Professional QualificationsProfessional HSE qualifications and certification from an internationally recognized body.Advantageous certifications: Auditing, investigations/root cause analysis, quality management and risk assessment tools.Years of ExperienceAt least 15 years of experience working at management level in technical functions within an Oil & Gas, Petrochemical, or Industrial environment with a corporation with a strong reputation for a proactive HSE culture.At least 10 years working in HSE management roles in a high-risk environment with a strong HSE culture. Exposure to an Oil Major in an HSE context is considered an advantage.Experience as both a practitioner and developer of HSE and Quality Management Systems, with a thorough working knowledge and application of applicable international codes and standards (ISO, OHSAS, OSHA, NFPA etc.)Other requirementsDemonstratable knowledge and experience across a broad range of upstream and downstream Oil & Gas operations including production operations, onsite fabrication & construction, drilling & workover both onshore and offshore & seismic acquisition both onshore and offshore.Ideally has worked previously in an HSE Manager role in a Middle Eastern working environment.Demonstrable experience of structured incident reporting, investigation and root cause analysis.Knowledge and experience of risk assessment and application of appropriate supporting tools and methods.Trained and proficient in structured emergency response and crisis management processes.Personal AttributesStrong & demonstratable ability to lead through influence, operating in an environment with no direct line reports.Excellent interpersonal skills at all levels of the organization. The incumbent must be able to engage at the leadership level and represent the company in dealings with regulators whilst also being able to engage with staff at an operational level.Proactive and self-motivated individual, with attention to detail and problem-solving skills.Excellent written/oral communication skills, able to communicate effectively with all stakeholders.History of credibility in mentoring and forging positive working relationships with the business unit team, divisional staff, and corporate leadership.Must be willing to be “on-call” for emergencies when necessary
