The role is responsible for supporting the financial planning, budgeting, forecasting, and cost management of Dubai Holding IT function, covering both central IT and Vertical technology budgets across the Group. This involves overseeing a highly complex consolidated budget structure, managing chargeback models to Verticals with demonstrable units of measure, and ensuring cost transparency.The role is responsible for the accurate tracking of CapEx and OpEx spend, anticipating resulting operational costs, and capturing benefits realization over multiple years. Beyond financial rigor, the role requires building trusted relationships with IT, Finance, and business leaders to align technology investments with strategic priorities and provide actionable insights for senior management decision-making while ensuring compliance with group-wide policies, governance, and reporting standards.If you are ready to embark on a dynamic journey where your talents are valued, and your contributions make a real impact, we would like to hear from you.Key Accountabilities:Financial Planning & BudgetingLead the preparation of the annual IT budget in collaboration with IT Leadership and Corporate FinanceDevelop rolling forecasts and monitor financial performance against approved budgets, highlighting variances and risksTrack multi-year spending trends, including anticipated CapEx to OpEx impactsProvide analysis of CapEx and OpEx spend, comparing against benchmarksCost Transparency & ReportingMaintain chargeback and cost allocation models for Verticals, ensuring accuracy, transparency and clear units of measurePrepare dashboards, management reporting, and senior leadership presentationsAnalyze spend categories to support forward-looking insights and strategic reportingBusiness Partnering & Investment SupportSupport IT Leadership in developing robust business cases for new technology investmentsConduct ROI, cost–benefit, and payback analyses to assess technology investment feasibilityPartner with Procurement and sub functions within IT to track vendor spend, contract commitments, and invoicing accuracyGovernance & ComplianceEnsure adherence to Dubai Holding’s financial policies, DOA, audit requirements and statutory reporting standards (as defined by Corporate Finance)Co-ordinate with Corporate Finance on reconciliations, accruals, and group-wide reporting requirementsProactively monitor and mitigate financial risks linked to IT operations, projects, and/or transformationContinuous ImprovementIdentify opportunities to optimize IT spend and improve financial management processesBenchmark IT financial practices against industry peers and best practicesRecommend automation, reporting enhancements and process improvements to strengthen budget tracking and transparencyWho we are looking for:8-10 years of experience in IT Finance, FP&A, and/or technology cost management in large, complex organizationsProven track record in managing multi-entity IT budgets, chargeback models, and cost allocationsStrong exposure to technology investments, cost transparency and benefit realizationExperience in shared services or multi-business unit environments is preferredEducation / Professional Certifications:Bachelor’s degree in finance, Accounting, Economics, or related fieldProfessional accounting qualifications preferred (CPA, ACA, ACCA, CMA)Advanced degrees preferredCompetencies / Capabilities:Expertise in financial planning, analysis, and forecastingDeep understanding of IT cost structures (CapEx/OpEx, Cloud, Infrastructure, SaaS models, etc.)Strong command of chargeback methodologies and financial modellingProficiency in ERP and budgeting tools (Oracle Fusion, SAP, Hyperion or equivalent)Data analysis and visualization skills (Excel, Power BI, Tableau, etc.)Behavioural CompetenciesBuilds strong cross-functional relationships and demonstrates credibility with senior stakeholdersAbility to interpret and clearly communicate complex financial dataStrong influencing and stakeholder management skillsHigh attention to detail, accuracy and compliance orientationProactive problem-solver who identifies opportunities for efficiency and improvementOwnership mindset with ability to deliver under tight deadlinesAs much as we would be delighted to entertain all applicants, due to the high volumes of applications, only successful applicants will be contacted within 14 business days.This job description is not all inclusive.
