Qiddiya Investment Company is looking Senior Manager - Development for our Commercial Office BU, reporting to the Development Director, the Senior Manager - Development is responsible for managing the project planning, design, and delivery of Corporate Office Developments through all stages of the development lifecycle — from early feasibility and pre-concept design through to procurement, construction delivery, and operational handover.The role focuses on ensuring each office development aligns with the Office BU strategic objectives, governance standards, and operational requirements. The Senior Development Manager will work closely with internal stakeholders and external partners to ensure projects are designed and delivered on time, within budget, and to the highest quality and sustainability standards.The ideal candidate will combine strong technical capability and development experience with excellent coordination, communication, and stakeholder management skills.Key Responsibilities Development Management & DeliveryManage the end-to-end delivery of office development projects, ensuring alignment with scope, time, budget, and quality targetsOversee all project phases, including feasibility, design, approvals, procurement, construction, fit-out, commissioning, and handoverCoordinate and manage the performance of external consultants, designers, project managers, quantity surveyors, and contractorsSupport the Development Director in monitoring project progress, reporting key milestones, and resolving delivery issuesWork closely with key departmental stakeholders including Corporate Workplace, IT, ESG, and Smart Building teams to ensure development solutions meet business needs. Project Governance & Reporting Development of detailed Stage Gate documentation deliverables, with particular focus on Stage Gates 2 through 5; Development Brief, Concept Design, Schematic Design and Dedtailed Design. Provide detailed input across Office BU internal reporting streams including N-1 Reporting, Stage Gates, DevCo and PCG reportingSupport the development of internal reporting materials, including progress, risk, and financial updates. Planning & Design CoordinationDevelop and manage project briefs, ensuring they reflect functional, design, and operational requirementsFacilitate design coordination between architects, engineers, and specialist consultants to achieve design quality and complianceReview and manage design deliverables across all stages, ensuring they meet cost, time, and constructability objectivesSupport the procurement of contractors and consultants, ensuring compliance with corporate and governance requirements. Financial & Governance ManagementAssist in the preparation of feasibility models, project budgets, forecasts, and business cases for approvalMonitor project expenditure and ensure strong cost control, transparency, and reportingSupport the development of internal reporting materials, including progress, risk, and financial updates. Ensure all development activities comply with governance, probity, and value-for-money principles. Stakeholder & Communication ManagementCoordinate with internal stakeholders to ensure alignment between office development projects and broader organizational objectivesMaintain clear communication across departments and act as a key liaison between internal teams and external partnersBuild strong working relationships with consultants, contractors, and key internal stakeholdersRequirementsEducationTertiary qualifications in Development, Construction Management, Architecture, Engineering, or a related disciplineProfessional certifications in project or development management (e.g., PMP, RICS, PRINCE2) are advantageous but not essentialWork ExperienceBachelor degree in Real estate development, Commerce (Finance) or any related engineering field7-10 years' relevant experience managing commercial office or mixed-use developments (corporate office projects preferred)Demonstrated experience across all project phases — feasibility, design management, procurement, and construction deliveryExperience and exposure to large-scale integrated development programs highly regardedKnowledge of ESG and sustainability frameworks (LEED, Green Star, BREEAM, etc.) requiredKnowledge of Smart Building Technologies in relation to Office Buildings will be advantageousTechnical AcumenStrong understanding of commercial office building design, services strategy, and delivery processesExperience managing project budgets, schedules, risks, and procurement activitiesKnowledge of sustainability, technology, accessibility, and health and safety standardsKey CompetenciesLeadership & CollaborationProven ability to coordinate multidisciplinary teams and manage multiple stakeholdersStrong communication and presentation skills, with the ability to engage across all organizational levelsExecution & DeliveryHands-on development management capability, ensuring disciplined control of time, cost, and qualityAnalytical and problem-solving skills to manage risks and resolve technical challengesProfessional AttributesIntegrity and accountability in financial and operational decision-makingResilience, adaptability, and ability to manage competing priorities in a dynamic environmentA collaborative, people-focused approach that fosters teamwork and trustWorking ConditionsPrimarily Riyadh / Qiddiya City based with regular attendance at project sites, consultant offices, and workshopsMay require business travel within the GCC region and other international destinations (subject to project requirements)Requires flexibility to engage cross-functional teams across various stages of planning and implementation and consultants who may not be within the region.
