Job Description

PURPOSETo develop, monitor, and control project budgets for all civil works, ensuring financial accuracy, cost efficiency, and timely project delivery. The role focuses on cost estimation, budgeting, rate analysis, and variance tracking across structural, architectural, and finishing works while collaborating closely with design, project, and procurement teams.KEY ORGANIZATIONAL RELATIONSHIPSReports to: VP – DesignReporting Roles: NAInteracts with: External - Consultants, Contractors, Vendors, Cost Advisors, AuditorsInternal - Design, Projects, Procurement, Finance, Operations, ContractsKEY RESPONSIBILITIESDrive Operational ExcellencePrepare detailed budgets and cost plans for structural, architectural, and finishing works across hospitality and project sites.Ensure cost accuracy through validation of BOQs, drawings, and technical specifications.Standardize costing formats and maintain an updated cost database for benchmarking and forecasting.Track and report cost variances against approved budgets and recommend corrective actions.Strategic Cost Planning & OptimizationConduct rate analysis, cost comparisons, and value engineering to optimize project costs.Support tendering and contract finalization through accurate budget inputs and commercial insights.Evaluate cost-saving opportunities through design and material alternatives.Review project estimates against market benchmarks to ensure competitiveness and efficiency.People ManagementGuide and mentor team members in cost estimation, rate analysis, and project budgeting practices.Ensure cross-functional learning between design, procurement, and costing teams.Build team capability in using advanced costing tools and software.Business and Financial AcumenDevelop, monitor, and control project-level and consolidated budgets.Ensure alignment of budget forecasts with project timelines and organizational financial goals.Prepare variance analyses and recommend cost control measures for management review.Provide cost insights for feasibility studies, tender evaluations, and project planning.LeadershipServe as a cost advisory partner to design and project leadership.Support decision-making by providing reliable cost data and analysis.Drive standardization of budgeting and cost reporting processes across projects.Promote collaboration between cost control, design, and site execution functions for financial discipline.Compliance & Risk ManagementEnsure adherence to financial governance, DOA limits, and organizational cost control protocols.Validate cost assumptions and maintain transparency in reporting and documentation.Identify and mitigate potential cost risks through early trend analysis and proactive recommendations.Support audits and ensure compliance with all statutory and internal financial controls.Occupational Health & Safety ResponsibilitiesEnsure OH&S compliance in procurement of materials and execution of civil works.Verify that contractors and vendors adhere to site safety and environmental regulations.Integrate safety considerations within project budgeting and cost approvals.QUALIFICATIONS Graduate / Postgraduate in Civil Engineering or Construction ManagementWORK EXPERIENCE 10–15 years of experience in budgeting, costing, or quantity surveying within the real estate, hospitality, or infrastructure sectors.
