Organizational Setting and Reporting Relationship The position of Senior Operations Assistant is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SD2-AFNR) within Sectors Department 2 (SD2). SD2 aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB's strategic agenda in the region. SD2, which is comprised of the Agriculture, Food, Nature, and Rural Development Sector Office, the Water and Urban Development Sector Office, and the Digital Sector Office: delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with ADB's developing member countries (DMCs); and ensures ADB's technical leadership internally and externally.SD2-AFNR leads policy development and dialogue; project and technical assistance (TA) processing, quality assurance, and administration; knowledge management; and analytical work in the agriculture, food, nature, and rural development sector. You will be based at ADB Headquarters in Manila, Philippines.You will report to the designated international staff and officer (senior/principal/lead, as applicable). Your Role As a Senior Operations Assistant, you will provide high-level administrative and operational support to Senior Sector Director and relevant international staff at SD2-AFNR. You will support the Senior Sector Director in ensuring smooth day-to-day functioning of the SD2-AFNR office contributing to ADB strategic operations and goals. You will also assist in various operational activities including administrative, statistical, and analytical requirements for project/TA processing and administration.You Will Ensure that all correspondence and documents for your supervisor are correctly typed and prepared in compliance with ADB's standards. Independently compose and send out routine letters. Draft more complex correspondence for signature of supervisor. Ensure the effective coordination of your supervisor's schedule including arranging appointments, meetings, business travel, and accommodation as specified by the supervisor and in accordance with ADB procedures. Track the flow of documents with the use of databases for effective monitoring to meet deadlines. Manage a database of peer reviewers and update the SD2-AFNR peer review process and related requirements. Manage reviews of documents, including those related to projects, ADB-wide policy papers, knowledge products, evaluations reports, and submission of consolidated inputs to ADB Management, as needed. Assist junior administrative staff, consultants, and contractors, if any, in the application/interpretation of work area procedures, guidelines, and formats, as needed. Assist International/RM Staff in processing projects and TAs, specifically in preparing Board documents (project concept notes, Reports and Recommendations of the President including annexes and supplementary documents, technical assistance reports, project, and technical assistance completion reports), and ensure that the documents are in accordance with the latest ADB templates and Handbook of Style and Usage. Assist in the administration of TAs and SD2-AFNR budget, as needed, including recruitment of consultants, resource persons, contractors, and processing of payments to consultants, contractors, and service providers, among others. Assist in the preparation of project / TA completion reports. Collect, compile, and analyze relevant information and data related to the supervisors' work to produce routine and/or ad hoc statistics/reports, as instructed. Facilitate knowledge sharing and learning, and knowledge management activities. Assist in managing SD2-AFNR's calendar of knowledge events and training programs. Serve as focal for supplies, and alternate knowledge and publications focal of SD2-AFNR, as needed Coordinate various activities such as meetings and other planned events under the supervisor's guidance. Assist in managing the SD2-AFNR group mail account used to facilitate communications with internal and external partners and stakeholders. Perform other duties as may be assigned and reflected in the incumbent's workplan. You will need: Bachelor's degree in finance, business administration, public administration, or other fields combined with relevant experience. At least 5 years of relevant professional experience in multilateral organizations. Advanced computer skills with sound knowledge of common word processing, spreadsheets and familiarity with computer system used generally in ADB and similar multilateral organizations, and proficiency with computer-based applications. Good interpersonal and cross-cultural skills with ability to liaise and work effectively with individuals from different professional and cultural background. Sound understanding of ADB, and similar multilateral development banks procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance. Retirement plan (if applicable) Medical and health benefits Paid leave (including parental) Life and other insurance plans Staff development Additional Information This appointment is open to internal and external applicants.This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment. Multiple positions may be filled from this opening.
