Together, we’re building what’s next.Chemonics is expanding our footprint, and we are inviting Senior Project Managers located in either Bulgaria and Romania who have relevant experience within the international development sector to express your interest in joining our team as we look to establish a new Technical Support Hub to strengthen delivery across our EU, GIZ, and new business programmes.This is a unique opportunity that will help shape and strengthen our delivery of EU, GIZ, and other donor-funded programmes that will drive excellence across our business portfolios.PLEASE NOTE :This is a non-confirmed opportunity at this stage—an Expression of Interest only—as we build our talent pipeline for future technical leadership in the region.We are looking for professionals with a strong track record within the international development sector and have experience or previous roles within technical project management, new business development, and donor engagement.Key Responsibilities:Project Leadership & Technical OversightLead and support the design, start-up, and implementation of multi-sectoral development programs across diverse geographies.Oversee contractual and financial aspects of project implementation.Ensure quality control of contract deliverables.Coordinate and contribute to the development of technical deliverables and content.Supervise and support our project teams to ensure timely, high-quality resultsApply Agile methodologies and PMP principles to manage project lifecycles, ensuring timely delivery and quality outcomes.Integrate AI tools and digital solutions to enhance project efficiency, monitoring, and reporting.Financial & Contract ManagementOversee project budgets, financial reporting, and forecasting in line with donor and internal requirements.Review and manage contracts, ensuring full compliance with donor regulations and mitigating legal and financial risks.Team & Stakeholder ManagementManage cross-functional and multicultural teams, providing leadership, mentorship, and performance oversight.Coordinate with internal departments and external partners to ensure cohesive project delivery.Facilitate stakeholder engagement and communication across all levels of project implementation.Donor Engagement & New Business DevelopmentSupport, Develop and manage relationships with key donors including EU and GIZSupport proposal development and bid submissions, ensuring alignment with donor priorities and compliance standardsQualifications & Experience:Minimum 5–7 years of experience in international development project management, with direct experience working with EU, GIZ, EIB, World Bank, and regional donors such as BCCI, BPID, and ROAID.Willing and able to travel internationally to regional programs as business needs requireProven success in technical project delivery, proposal development, and donor compliance.Strong knowledge of Agile project management, PMP certification preferred.Experience with AI tools for project planning, data analysis, and reporting.Excellent communication and negotiation skills; fluency in English required, strong French highly desirable.Degree in International Development, Engineering, Public Policy, or related field (master’s preferred)How to apply:If you would like to express your interest in this exciting opportunity in the first instance, please submit your application via the apply route on LinkedIn Only applicants who apply through this channel will be considered.Any specific questions please reach out to our Chemonics UK Recruitment team via: UK_Recruitment@chemonics.comPlease note: Due to the high volume of Expressions of Interest we anticipate receiving, our recruitment team will only be able to contact applicants who are successfully shortlisted from the initial pool.
