The role We are currently looking for Senior Project Officer for the Child Protection for Preventing and Responding to Child Labour (CPPRCL) - EU based in Luang Prabang Province. Role PurposeThe CP Senior Project Officer supports the Preventing and Responding to Child Labour ( PRCL) project manager in terms of coordination with partners, technical support, planning, and implementing all assigned projects’ activities to ensure that each project meets its goal, purpose, objectives, outputs, and associated indicators within a given timeframe.The Senior Project Officer supports all projects under the Child Protection and Adolescent Program in technical areas such as EU child labour, WISER any new projects. This position will work closely with the PRCL project Manager in the planning, coordinating, and providing technical support to all projects under CP, including government counterparts, and Civil Society Organizations CSOs to ensure that the technical knowledge is delivered in high quality. She/he works with the Sinoir MEAL to gather technical information in order to contribute to report writing and any monitoring and evaluation tasks.Additionally, the Senior Project Officer will provide support to the WISER project in Vientiane for campaigns or major events, as needed.In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.KEY AREA OF ACCOUNTABILITYChild SafeguardingEnsure he/she fully understands the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.Conduct in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.Familiar with the project documentation (which should include but not limited to):Projects & PlanningInvolve the project team and government partners in activities planning to provide the technical parts. Developed and revised the training guideline and other materials for the EU child labour project. Responsible for maintaining the project files, both hard and soft (electronic) versions, ensuring all relevant projects’ documentation is kept on file and regularly updated.Develop monthly activity plans and budgets together with the other CP staff and GoL partners. Ensure that planned activities and methods will deliver measurable outcomes.Submit monthly or quarterly plans (narrative and budget) to the CP project Manager.Support the MEAL team in providing technical on logical Framework, update the IPTT. Working closely with the project manager to update PRIME systems. Implementation And MonitoringImplement activities together with project staff and partners as per the work plan on time and meeting minimum quality standards, including child safeguarding planning and risk assessment for those activities directly engaging children.In collaboration with the project Manager and other project staff, implement project monitoring and evaluation activities to provide regular information on progress towards objectives and assess the impact of the project.Provide technical support, coaching, and supervision to project staff, CSOs, local facilitators, stakeholders (teachers, mentors, village volunteers, and the head of the village), and partners. Working with the CP technical advisor and consultant to develop and review the curriculum and training materials relevant to projects. Review and provide feedback during the mid-term and project evaluation in the case of CP. Technical assistance to the CSOs that received subgrants to guarantee that the activities are implemented properly. Work with the CP technical advisor and project manager to provide the information for the new concept note. Gathering all learning and lessons learned from project implementation to consult with the line manager to make ongoing quality improvement of implementation and monitoring, prepare the success story, and case studies. Identify obstacles and challenges to project implementation and inform the line manager. Actively participates in training and planning meetings with SPQI team members and contributes to designing new projectsReportingRegular field visit update to the line manager and regular monthly meeting with the CP team to ensure that all team members are regularly updated and share information among the team.Support the project Manager in providing data and qualitative information for the donor report to the Child Protection and Gender Specialist.Support the project manager in preparing the government report.FinanceWorking with the project manager to prepare the monthly budget planning and expenditures tracking.Review and certify the cash advance and settlement documents to ensure that project expenditure is coded correctly and consistently. Ensure that advance is cleared timely manner based on the financial policy. Policy And ComplianceEnsure to follow SCI HR policies (e.g., sick leave, working hours, etc.)Ensure to follow strictly security, safety as well and child safeguarding policies/regulationsComply with GoL procedures and policies compliant with the SCI Laos mission and vision as well as with donor contractual obligations and the need to ensure project quality.Undertake all areas of responsibility in a professional manner and in a way that enhances the reputation of the projects and the reputation of SCI in the Lao PDR.RelationshipsEstablishes and maintains excellent working relationships with all SCI Lao staff members. Establishes and maintains positive working relationships with other institutions involved in the projects. This should include regular contracts with GoL partners and other service providers, as per the Partnership agreement and MoU to ensure they are fully and appropriately involved in the projects. Establish local procedures in order to liaise effectively with local government partners in terms of planning, implementing, reporting, budget expenditure and control, monitoring and evaluation Develop, maintain and strengthen relations with other agencies working in the same geographic or technical areas. Actively work in coordination with other staff-members as deemed necessary for performinghis/her duties and for the general development of the SCI Laos offices.AobPerform other tasks and duties that directly relate to his/her function as assigned by the Head of Sector.Qualifications And ExperienceMinimum Advance certificate or bachelor’s degree in development, social science or administration or similar are preferredAt least 5 years’ experience in Child Rights/ Child Protection/ Gender, GBV and Women's Rights. Budget and planning knowledge and/or experienceGood written and spoken English skills;Good IT skills in major applications like MS Office, Internet, etc.DesireableExperience in local or international organizations in a similar positionExperience working with minorities in Laos. Experience working in the field/communities. Experience working with gender and Child Protection Experience working with Adolescents or youth in rural areas.
