Senior Specialist Local Compliance

Job Description

Job Purpose:To assist the Head of Compliance to support the Regulatory Managers with compliance-related decisions; helping local business to build a solid compliance foundation formed on Commerzbank’s global Compliance requirements and with due consideration of any relevant local legislation, with focus on trade finance operations.To be the liaison person with the Head of Compliance to the Compliance Head Office in Frankfurt in relation to all Compliance relevant questions, including risks related to money laundering, terrorist financing, bribery and corruption, fraud, sanctions circumvention, insider list, personal account dealings and LkSG relevant topics covering human rights and environmental protection.To assist Head of Compliance to support business and senior management to build solid, transparent and reliable processes to identify, manage and mitigate financial crime risks and establish and manage appropriate reporting instruments to local and HQ senior management.Key Activities:General / Compliance CultureTo support the Due Diligence Team with all decisions deviating from standard process and not covered by defined decision matrix in connection with the execution of Trade Finance Deals on a real- time basis.Ensuring observance of the trade finance processes relevant local regulations and global Commerzbank internal policies, procedures and process requirements related to AML/CTF/Sanctions/Anti-bribery and Corruption/Fraud Compliance and Market Compliance.To assist Head of Compliance to support local Management and Head Office Compliance with the identification and management of Compliance risks within the trade finance business as well as reporting and, where appropriate, escalating those regularly locally and to FI Monitoring Head in Frankfurt.To assist Head of Compliance to implement measures to prevent money laundering and combat the financing of terrorism agreed with the local management and Frankfurt Compliance. Monitor and access transactional activity from the AML/CTF/Sanctions circumvention point of view.Detect and review conspicuous transactions and report where appropriate suspicions to the regionally responsible Compliance department in the respective countries for decision making process, as well as sharing respective learnings/statistics with GM-CO Trade Finance Monitoring team.Record suspicious transactions and processes, where appropriate, internal reports of suspicious activity to responsible local or global units or review.Performing gap analysis, develop, update and implement internal policies, procedures and checks for all Compliance risk types and controls for the Compliance topics (AML/Sanctions/Fraud/ABC/LkSG/Market Compliance such as Insider List and Personal Account Dealings).Implement globally and locally aligned and locally relevant processes, projects, working instructions and, if necessary, technical guidelines, in accordance with the Group’s Policies and local requirements.Implement agreed measures to prevent fraud and corruption, including measures to build and implement a structured fraud management system.Optimize and implement appropriate organizational and technical security measures to minimize the risk of fraud.To conduct Business Partner Due Diligence for Local Procurement activities and to engage with Local Procurement for any on-going process enhancement.Support Human Resources in conducting assessments for employee background screening where the results are not conclusive and to support HR in the event of any potential misconduct by CGSS employees (where applicable)Ensure understanding of the need for internal instructions, their background and relevance and facilitate relevant training sessions for the location’s employees.Compliance Programs / PlansAssist to analyze on a regular basis the business activities in the location in order to assess the existing Compliance risks.To assist with the Compliance culture programs.Risk ReportingProviding the necessary reports to all relevant stakeholders regarding compliance, reputational and operational risk issues.Formal Education:Bachelor’s/master’s degree, preferably in Finance, Law, IT or Mathematics.Other degrees are acceptable if accompanied with required Compliance skills and experience.Specialist knowledge (work experience, further qualification):Work Experience:Minimum 5 years of experience in Banking or Financial Institutes ideally within the Compliance/AML departmentExperience in Regulatory / AML Policies writing or reviews and Policy ControlsIn depth Trade Finance product knowledge and understanding of the relevant processesAnalytical/Investigation skills, experience in AML Alert adjudication process and transactional monitoringStrong knowledge in KYC/AML/CTF, compliance risk management, sanctions and sanctions circumvention prevention or related projectsExcellent communications skills, attention to detail and ability to react and escalate promptly and to support and assist CGSS employeesWorking in a multi-/international environment require excellent English skills, any other language skills are an advantageFurther qualifications/skillsStrong communication and presentation skillsIdeally CAMS/CCEPCharacteristicsCapacity for teamworkAbility to work in a deadline driven environmentFlexibility to shift-work if requiredInterest to work in a new and developing organizationInterest to develop new processesStrong learnerWillingness to learn on the job
