Overall Job ResponsibilityAs part of the Service Administration Division, you will work with various Social Service Agencies (SSAs) and Government agencies to oversee and manage different disability programmes and services, to ensure that they continue to support and meet the needs of persons with disabilities and their caregivers.The Services team in the Division service manages and supports Government-funded residential and centre-based disability services to meet service standards. Your key job scope will be to oversee the smooth operations and delivery of the services.Duties and ResponsibilitiesService ManagementOversee the operationalisation of the Ministry of Social and Family (MSF) funded disability programmes such as Adult and Children Disability Homes, Day Activities Centres, Sheltered WorkshopsEnsure disability programmes are running effectively to meet their policy intentions and work with service providers to meet programme key performance indicators (KPIs) and service standard requirements (SSR) to ensure quality of support for persons with disabilitiesManage incidents under the MSF Incident Management Framework and SGE’s ERM (Programme Risk component). Work with internal and external stakeholders to review operational issues to support streamlined and efficient service delivery on the groundEngage and partner internal and external stakeholders, including MSF divisions, to review service models and gather ground feedback/input to refine key processes and measurementsDevelop and create Standard Operation Process and operations guidelines to ensure proper knowledge managementProgramme Funding Renewal and Management Work with appointed auditors to conduct annual audit on disability programmes to ensure complianceEvaluate disability programmes for renewal of programme fundingReview programme funding effectiveness and relevanceWork with service providers to develop an action plan and ensure adherence to service standards and achievement of KPIs for renewal purposesActivate exit management process for service providers who failed to meet service standards consistentlyOthersSecretariat duties and any other ad-hoc duties assignedMentor and supervise staff as assignedQualifications, Knowledge And ExperienceA good Degree in any discipline, with at least 5 years of relevant working experience.
