Background and ContextThe Ministry of Health (MoH), Government of Sierra Leone, through its Directorate of Pharmaceutical Services (DPS) and the National Medical Supplies Agency (NMSA), is carrying out a series of strategic actions to strengthen the national health supply chain system under the Global Financing Facility’s Challenge Fund’s “Supplies for Salone” (S4Salone).

These initiatives are guided by the National Health Supply Chain Strategy (NHSCS) 2023–2027, under which t investments in digital health systems that enhance visibility, accountability, and decision-making throughout the public health supply chain continue to be a priority. Specifically, the NHSCS 2023–2027 emphasizes electronic Logistics Management Information Systems (eLMIS) as a key enabler for better inventory management, fewer stockouts, and improved distribution of medicines and medical supplies. Under the Global Financing Facility’s Challenge Fund’s “Supplies for Salone” (S4Salone), the scale up of mSupply and the establishment of a national eLMIS is being supported.

To this end, the World Bank, in collaboration with the Ministry of Health (MoH) of Sierra Leone, DPS, NMSA and the GFF, is seeking a consultant to lead the activities and deliverables described in Sections B and C. SCOPE OF THE ASSIGNMENTTo support the Ministry of Health and its partners with technical guidance and hands-on support for scaling up and sustaining the use of mSupply (desktop and mobile) across all levels of the health system, ensuring its integration with national data systems and alignment with the GFF Challenge Fund roadmap. More specifically, it entails to:

Operationalization of eLMISProvide technical support to NMSA, DPS, and the Implementation Hub to operationalize eLMIS across PHUs and hospitals. Strengthen configuration, user setup, and facility profiles in the national mSupply database. Lead and support capacity-building activities, including training-of-trainers (ToT), district-level trainings, and targeted refresher sessions on msupply software. Develop SOPs, user manuals, and job aids tailored to national standards. Set up and maintain user feedback mechanisms, WhatsApp support groups, and ticketing systems. Coordinate with MoH, NMSA, DHIS2 team, GFF, Project Last Mile, PIH, and LMIS Subgroup and with the NSCWG.

Provide overall support in the roll-out in districts supported by the World Bank-financed QEHSSSP project. Monitoring and documentation: Assess system usage and data quality, and recommend corrective actions. Conduct a stakeholder validation workshop and document lessons learned, best practices, and implementation challenges. Disseminate findings and finalize recommendations. Deliverables and timelineDeliverables will be approved by the World Bank in consultation. Pre-selected candidates will be informed of the various deliverables and timeline during the interview. Qualifications of consultant: Applicants should submit a brief Expression of Interest along with an updated CV. The consultant will be expected to demonstrate the following: 1.

Educational Qualifications: A university degree (bachelor’s or higher) in Public Health, Pharmacy, Logistics, Health Information Systems, Supply Chain Management, or a related field. 2. Professional Experience: Minimum 5 years of professional experience in health supply chain management, pharmaceutical logistics, or health information systems preferably in Sierra Leone or similar settings in Sub-Saharan AfricaAt least 3 years of experience specifically related to implementation, configuration, or user training for mSupply, or similar logistics management information systems (LMIS). Proven experience working with ministries of health, donor-funded health programs, or international NGOs in low-resource settings, preferably in Sierra Leone or similar settings in Sub-Saharan Africa3.

Technical Skills and Competencies: Demonstrated ability to conduct needs assessments, support system configuration, and deliver training and capacity-building for Supply chain staff. Competences in inventory management, data management, and reporting functionalities of mSupply. Experience in integrating mSupply with other systems (e. g. , DHIS2, OpenLMIS, ERP platforms) is desirable. Competency in inventory management, data reporting, and mSupply configuration. Experience with training delivery, dashboard design. 4. Soft Skills, language skills and others Strong interpersonal, communication, and facilitation skills. Ability to work collaboratively with government stakeholders, donors, and partners. Fluency in English (written and spoken) is required.

Knowledge of local languages or Krio is an asset but not mandatory. Willingness to travel frequently within Sierra Leone, including to rural and remote health facilities. Familiarity with Sierra Leone’s health system or prior experience in the country is highly desirable.
