Major FunctionsThe County of Volusia is seeking a Social Worker for the Community Assistance Division. This position will be responsible for determining eligibility for assistance for low-income individuals/families. Specifically, the position will be directly responsible for approving or denying Low Income House Energy Assistance and Emergency Home Energy Assistance Programs.Additionally, the position will be responsible for assisting implementation of other grants as assigned to include all required documents, maintaining files, and adhering to federal and state grant program guidelines and regulations.This is a grant-funded position. The term of the positionmay be time bound if the grant funding ends. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)Screens and interviews applicants for County emergency services.Evaluates income, family status and related information.Makes proper disposition or referral of case, on basis of eligibility.Counsels with applicants for assistance to determine eligibility under existing laws and regulations.May occasionally make home visitations.Performs casework services directed toward the returning of participants to self-support and self-care.Acts in a liaison capacity with medical personnel. Interprets policies.Consults with and makes referrals to specialists as may be necessary.Advises clients on a wide variety of social and financial problems arising in conjunction with available social services.Confers with supervisors on difficult assignments.Prepares reports with correspondence on assigned cases and maintains related status records.Minimum RequirementsBachelor's in Social Work, Sociology or related fieldand one (1) year of experience in social work or related area.A comparable amount of education, training, or experience may be substituted for the minimum qualifications.Experience in a social service office or non-profit agency with high volume contact with the public/clients preferred.The preferred candidate should have strong organizational and mathematical skills, experience with case management in a fast pace/high volume public/client traffic area, as well as, working with federal/state funded programs.Must possess and maintain a valid Florida Driver's License at the time of hire.Knowledge, Skills & AbilitiesKnowledge of the principles and practices of social work and the recognized casework methods and techniques.Knowledge of applicable laws, rules, and regulations relating to providing public assistance and medical care.Able to achieve rapport and to establish effective relationships with applicants, victims, law enforcement officers/agency staff, their relatives, and other interested persons.Able to conduct correspondence and to prepare and submit comprehensive reports.Able to operate a motorized vehicle.Ability to manage multiple priorities.Ability to conduct correspondence and to prepare and submit comprehensive reports.Able to communicate effectively, both orally and in writing.Ability to submit and maintain accurate records and reports.Able to work under stressful conditionsAble to interact effectively with others.Must be able to relocate to other county locations based upon operational needs.AdarequirementsEnvironmental Demands: Inside work. Ability to see, hear, talk; finger dexterity.Visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle.Mental Demands:Ability to read and comprehend technical documents, rules, guidelines, procedures, instructions, manuals, reports, memos, and letters. Ability to perform basic mathematical computations. Ability to apply rules, policy, and procedures to real life situations. Ability to complete forms.
