In-depth knowledge of the role of the Archivist, including its responsibilities and potential for future development within the evolving public service landscape. Good administrative experience at a high level, demonstrating organisational, planning, and decision-making capabilities.

Solid understanding of the structure and functioning of public service organisations in Ireland, especially within a local authority context. Proficient in preparing, managing, and overseeing budgets, with an understanding of financial accountability and resource planning. DutiesThe duties include, but are not limited to the following: The Archivist Will Focus On Three Primary AreasDevelopment and Implementation of a County Archives Plan: This plan should be informed by extensive public and stakeholder consultation, emphasising information gathering, awareness-raising, and best practices for identifying, protecting, and ensuring access to archives. Establishing and Implementing County Council Archive Responsibilities: ThisincludespreparingaworkplantosupporttheimplementationoftheCounty Archives Plan. ReportingThearchivistwillprovideanannualreport onworktotheHeritageCouncilandthe Director of Services within SDCC. County Archives Development PlanPrepare,manage,andimplementaCountyArchivesDevelopmentPlanthatincludes: Anauditofcurrentlocalauthorityarchivalmaterial. Identificationofotherrelevantcollections. Assessmentofexistingarchivalserviceprovision. Collaboration and Partnership BuildingWork with relevant Council departments and advisory teams to develop and deliver the archives service.

Be an active member of the Councils Heritage Team working to enhance the management, conservation,andpromotionofbuilt,natural,andculturalheritageandintegrationofheritage functions across the CountyEstablish and maintain partnerships and professional networks. Standards and ComplianceEnsure that archive services adhere to professional standards for curation, security, and data protection. Develop and maintain relevant policies and documentation to meet these standards. Metrics and Legal ComplianceMaintain accurate service metrics and ensure compliance with all relevant legal requirements. Provide service analysis and compile reports as required. Reporting and Stakeholder EngagementSubmit quarterly reports to SDCC and the Heritage Council. Produce an annual report (for publication).

Liaise regularly with foundational stakeholders to ensure alignment and progress. Advisory RoleProvide expert advice to the Council on archives-related matters, including the Authoritys legalobligations concerning archives. Project FundingApply for and deliver projects funded by the Heritage Council and other available sources. Performance and Service ManagementManage performance and service delivery to meet established targets, plans, and policies. Heritage Forum ParticipationActively participate as a member of the County Heritage Forum. Frontline Archive ServicesOversee the day-to-day operations of public-facing archive services (once operational), including: Professionalarchivistdutiessuchassurveying,processing,andlistingofficial and private collections. Premises maintenance and storage environment managementDisaster preparedness planning for all stakeholders.

Coordination of collection transfers with colleagues. Conservation and DigitisationAssess and select archives for priority conservation and digitisation. Community Engagement and PromotionPlan,organise,andparticipateinprogrammes,exhibitions,events,andactivities. Promote public engagement with archival holdings, local history, and heritage. Coordinate with communities to curate events as part of the annual National Heritage Week. Other DutiesUndertake additional duties of a similar nature and responsibility as required or assigned. Holders of the post may be assigned to work in all appropriate areas in the course of their employment.

Salary /WagesEntry point to a salary / wages scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. InaccordancewithDepartmentalCircularletterEL02/2011,apersonwhoisnotaserving local authority employee on or after 1st January 2011, will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. The salary / wage shall be fully inclusive and shall be as determined from time to time.

The holder of the post shall pay to the Local Authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of the post or in respect of any services, which they are required by or under any enactment to perform.

ProbationWhere a person is appointed to South Dublin County Council, the following provisions will apply - there will be a period after appointment takes effect, during which such a person will hold the position on probation. suchperiodwillbeoneyear,buttheChiefExecutivemay,athisdiscretion,extend such period. suchapersonwillceasetoholdthepositionattheendoftheperiodofprobation unless during this period the Chief Executive has certified that the service is satisfactory. theperiodat(a)abovemaybeterminatedongivingoneweeksnoticeaspertheMinimumNoticeandTermsofEmploymentActs. there will be assessment(s) during the probationary period. Officers who have already completed a probationary period with another Local Authority will not be obliged to serve probation with South Dublin County Council. Inline with this commitment, we operate a Blended Working Policy in accordance with the provisions of the Work Life Balance and Miscellaneous Provisions Act 2023Under this policy, successful candidates may apply to work remotely up to two days per week, provided that the role is deemed suitable for blended working. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 65 years or as determined in accordance with Department Circulars and in line with Government Policy. The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years. The Council may refer staff to a medical advisor at any time to determine fitness for carrying out the duties to which they have been assigned.

Incentivised Scheme for Early Retirement (ISER)It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in DepartmentofFinanceCircular12/09thatretirees,underthatScheme,aredebarredfrom applyingforanotherpositioninthesameemploymentorthesamesector. Therefore,such retirees may not apply for this position. RecruitmentSelectionwillbebymeansofacompetitionbasedonaninterviewconductedbyoron behalf of the Council. Appointment will also not proceed without the Council obtaining two satisfactory references from responsible persons know to but not related to the candidate. A responsiblepersonshouldbeapersonunderwhomthecandidatehasservicedin employment, or in the case of relevant voluntary work a person who has held a supervisory position. At leastone of references must be froma current employer. South Dublin County Council will require persons to whom appointments are offered to take up such appointments within a reasonable period as determined by the Council. If theyfailtotakeupappointmentwithinsuchperiodorsuchlongerperiodastheCouncilin its absolute discretion may determine, the Council will not appoint them.
