Position OverviewAs we prepare to launch our operations in Gibraltar, we are seeking a hands-on HR Manager with a strong focus on recruitment execution to join our growing team. This role will be responsible for personally leading and delivering the fullrecruitment cycle while also supporting basic HR operations such as payrolladministration and employee relations. You will play a key role in building the local team from scratch and laying downessential HR processes to support our business growth. Key Responsibilities• Drive end-to-end recruitment for the Gibraltar office:
role scoping, sourcing, screening, interviews, offers, onboarding• Work closely with HQ and local business leaders to define hiring needs across functions including operations, customer service, content, and tech support• Design and implement recruitment strategies tailored to the Gibraltar talent market• Build and manage a talent pipeline to support future business scaling• Coordinate and manage payroll setup and ongoing payroll operations (in collaboration with HQ and/or third-party providers)• Handle day-to-day employee relations (ER) issues such as onboarding queries,probation follow-up, and offboarding• Ensure compliance with local labor laws and employment practices• Track recruitment metrics and provide regular reports and hiring insights to leadership• Assist in setting up basic HR infrastructure such as employment contracts and policy templatesQualifications• Minimum 5 years of experience in HR or talent acquisition, with proven hands-on recruitment delivery• Experience in building local teams and launching new markets is highly preferred• Familiar with Gibraltar or broader European labor laws and payroll practices• Strong communication and stakeholder management skills, able to work crossfunctionally and cross-culturally• Proactive, self-motivated, and capable of working independently in a fastpaced, startup-like environment• Fluent in English; Mandarin proficiency is a strong advantage but not anessential
