Job Description

The Startup Manager will lead the operational and strategic management of the Gov Challenges project. The role includes identifying public-sector challenges, sourcing suitable startups, coordinating pilot programs, and ensuring effective collaboration between government institutions and tech teams.The manager acts as a bridge between the state and the startup ecosystem, ensuring that innovation is implemented efficiently, transparently, and with measurable results.Key Responsibilities:Coordinate the full cycle of the Gov Challenges program — from problem identification to pilot implementation.Work with ministries, agencies, and local authorities to formulate and structure technological challenges.Scout, evaluate, and onboard startups capable of solving specific government needs.Organize demo days, hackathons, and matchmaking events between startups and state bodies.Supervise the execution of pilot projects and monitor key performance indicators (KPIs).Facilitate mentorship and acceleration tracks for selected startups.Maintain effective communication with stakeholders — government partners, investors, mentors, and the startup community.Prepare analytical reports, presentations, and success stories for internal and public dissemination.Collaborate with international innovation programs, donors, and ecosystem partners to scale successful cases.Qualifications and Experience:Bachelor’s degree in Business, Innovation, Public Policy, or IT (Master’s degree preferred).Minimum 3–5 years of experience in startup acceleration, project management, or innovation programs.Experience working with government organizations or donor-funded innovation initiatives is an advantage.Strong understanding of digital transformation, entrepreneurship, and technology trends.Excellent coordination, stakeholder management, and communication skills.Fluency in Uzbek and English (Russian is an asset).
