About This JobThe Louisiana Special School District (LSSD) is an education service agency who provides services to the Louisiana Special Schools (Louisiana School for the Deaf, Louisiana School for the Visually Impaired and Special School Programs). The schools provide educational opportunities to students with low-incidence disabilities and a variety of unique needs. This position is in the Human Resources Office at the LSSD and is responsible for delivery of unique human resource services that are applicable to local schools and state agency functions.

While compliance is paramount to state laws, rules and regulations, it is just as well paramount to the statutes that govern educational staff and students. We are looking for a Human Resources Specialist who has subject matter expertise for providing benefits administration for employees who fall into education and state agency categories and who are on a variety of employment terms, i. e. , academic year, fiscal year and calendar year.

This is a highly complex and technical position with functions that require vast knowledge in insurance, retirement (Louisiana State Employees’ Retirement System and Teachers’ Retirement System), Deferred Compensation for educators and regular state employees, ADA, FMLA and other benefits subject areas. Experience Substitution:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties: Job Duties and Other InformationReconcile any discrepancies reflected on the Monthly Invoice, Flexible Benefits Reconciliation Report and the agency's Employee Monitoring Report (EMR) by ensuring coverage changes have been recorded, premium amounts have been adjusted accordingly, and billing amounts are correct. Determine the need for adjustments, refunds and/or payments. Determines employee eligibility and ensures proper enrollment into the desired retirement plan and system.

Communicate with OGB and statewide retirement systems, as needed to resolve discrepancies on the OGB invoicing monitoring report. Audit state share health/life premiumsManage the HCM processes for pro-rating insurance premium deductions for 9 and 10-month staff and for making changes due to Annual Enrollment. Reconcile premium deductions owed for the summer months and make deduction changes in HCM to ensure correct premiums are deducted for the year. Administer the FMLA program according to the mandates of the Family Medical Leave Act as stated in the agency policy determining employee eligibility for FMLA and maintaining records for those who qualify.
