Job Description

The Durham District School Board acknowledges that many Indigenous Nations have longstanding relationships, both historic and modern, with the territories upon which our school board and schools are located. Today, this area is home to many Indigenous peoples from across Turtle Island. We acknowledge that the Durham Region forms a part of the traditional and treaty territory of the Mississaugas of Scugog Island First Nation, the Mississauga Peoples and the treaty territory of the Chippewas of Georgina Island First Nation. It is on these ancestral and treaty lands that we teach, live and learn.This statement was co-created in partnership with the Mississaugas of Scugog Island First Nation and the Chippewas of Georgina Island.Reporting to the Director of Education or designate, and as an integral member of the senior leadership team, the Superintendent, People and Culture will provide leadership and oversight for all Human Resources functions, ensuring alignment with board policies and procedures, legislative requirements, and organizational goals.Key ResponsibilitiesStrategic LeadershipDevelop and implement HR strategies aligned with the Board’s Multi-Year Strategic Plan Oversee succession management Organizational DevelopmentEmployee and Labour RelationsManage collective bargaining, grievance resolution and Union/Federation relationships Ensure compliance with employment legislation, board policy and procedure and collective agreementsCoordinate and oversee workplace investigationsProvide guidance on issues related to workplace injury and accommodationOversee Attendance Support ProgramTalent Acquisition Development and RetentionLead recruitment, onboarding and retention strategies for qualified staff. Support professional development and performance management systems. Lead the Workforce CensusPolicy and Procedure OversightDevelop, implement and monitor Human Resources related policies and proceduresEnsure alignment with human rights, equity, and anti-oppression frameworksChampion records management implementation for employee recordsEmployee Well-Being and Engagement Champion initiatives for employee well-being, (incl. joint health and safety)Pursue employee engagement and inclusion Foster a positive and respectful workplace culture External Relationships and ReportingLiaise with Ministry of Education staff, legal counsel and external partnersPrepare reports for Board meetings and for Ministry submissionSecure compliance with legislature and policy expectations Qualifications And SkillsIn-depth knowledge of school board sector and relevant legislation, HR management, employment law, and collective agreementsExperience with HR information systems and data analyticsStrong leadership, communication, and conflict resolution skillsAbility to manage and lead diverse teamsStrategic planning, problem solving and organizational development expertise Strong writing and presentation skills to large groupsDemonstrated ability to work as a member of a team engaged in innovative thinkingProficient in MS Office (especially Excel, Word, PowerPoint), experience with Oracle Fusion would be a plus EducationCHRL/CHRE designation preferredDegree in Human Resources, Business Administration, Law or related field; Masters degree preferredSupervisory Officer certification, or a commitment to obtain within two yearsExperience10 years progressing HR leadership role in a unionized environment, preferably in a school board or public sector setting 5 years labour relations experience. Additional RequirementsProvide a current Criminal Background Check with vulnerable sector screening upon hire.
