This position partners closely with HR Business Partners and business leaders to design and execute proactive talent strategies aligned with organizational goals. The TA Manager oversees the full recruitment lifecycle, optimizes the applicant tracking process, and ensures an exceptional candidate and hiring manager experience.This role also provides leadership to the TA team, develops sourcing strategies to meet current and future business needs, and ensures compliance with internal policies and employment laws. The TA Manager operates with a strategic mindset while being hands-on in managing day-to-day recruiting operations.Travel: Up to 10%Essential DutiesTalent Acquisition StrategyPartner with HR Business Partners and business leaders to forecast and fulfill hiring needs, aligning workforce planning with organizational objectives. Lead the design and execution of enterprise-wide talent acquisition strategies to attract, engage, and retain top talent. Develop sourcing strategies and innovative approaches that strengthen the company’s employment brand and talent pipeline. Analyze labor market trends to inform competitive recruiting strategies. Define and monitor key performance indicators (time-to-fill, cost-per-hire, quality of hire, candidate experience). Partner with Marketing and HR teams to enhance recruitment branding and messaging. Applicant Tracking and Technology LeadershipLead administration and optimization of the company’s HRIS and Applicant Tracking System (ATS). Ensure accurate and compliant data management within HR systems. Partner with IT and HRIS teams to ensure seamless integration, user functionality, and accurate reporting. Develop system training and adoption strategies to improve recruiter, hiring manager, and candidate experiences. Establish data-driven reporting to assess recruiting effectiveness and identify areas of improvement. Operational and People LeadershipLead, coach, and develop the recruiting team to deliver results aligned with organizational priorities. Oversee full-cycle recruitment for leadership, clinical, and administrative roles—including sourcing, screening, interviewing, and offer management. Collaborate with business leaders on role design, competencies, and selection criteria. Facilitate structured interview processes and ensure equitable, compliant hiring practices. Drive recruiter accountability and continuous improvement through performance metrics and ongoing coaching. Partner with the Sr. Director of HR to align TA initiatives with succession planning and internal mobility programs. Stakeholder Partnership and Candidate ExperienceLead and guide hiring teams through the recruitment process, ensuring clarity, alignment, and communication at every step. Deliver a best-in-class candidate experience that reflects FHS’s values and culture. Build and maintain relationships with universities, training programs, and workforce agencies to support pipeline development. Provide market insights, salary benchmarks, and hiring data to assist business leaders in decision-making.Required Knowledge, Skills, Abilities And CompetencesStrong understanding of talent acquisition practices, workforce planning, and talent analytics. Knowledge of HRIS and ATS systems, with the ability to manage optimization and integration initiatives. Proven ability to influence and collaborate across all levels of the organization. Strong analytical and problem-solving skills with the ability to leverage data for decision-making. Excellent communication, interpersonal, and presentation skills. Demonstrated business acumen and the ability to align HR initiatives with organizational strategy. Strong project management and organizational skills, with a focus on efficiency and compliance. Ability to manage confidential information with discretion and professionalism.Minimum QualificationsBachelor’s degree in human resources, Business Administration, or a related field. 7+ years of full-life cycle recruiting experience.3+ years of management experience.Experience with Applicant Tracking Systems and other recruitment tools (e.g., LinkedIn Recruiter, Handshake)Preferred QualificationA combination of corporate recruiting and executive search firm experience is desirable.Experience within healthcare, home care, or multi-entity organizations.Professional certification in Human Resources or Recruitment (e.g., PHR, SPHR, SHRM- CP, SHRM-SCP or equivalent).Master’s degree in human resources, Business Administration, or a related field.Experience with recruitment marketing, analytics, and AI-driven sourcing tools.
