Job Summary :Develops and implements strategic and operational recruitment initiatives across all the environmental centers under the Shared Services Program. The role ensures that hiring strategies, processes, and systems are unified, transparent, and compliant with regulatory frameworks while effectively attracting, selecting, and onboarding top-qualified talent. The Manager plays a key role in consolidating recruitment operations to achieve economies of scale, ensure the efficient delivery of recruitment services across all environmental centers.Responsibilities & Accountabilities :-Develop and implement an integrated talent acquisition strategy that supports workforce needs across all environmental centers under the Shared Services Program.-Establish standardized recruitment policies, processes, and tools that ensure fairness, transparency, and compliance with national HR regulations and internal governance policies.-Coordinate annual and quarterly workforce planning exercises across all environmental centers under the Shared Services Program in collaboration with HR business partners and center directors.-Support in developing recruitment plans aligned with approved workforce budgets and organizational priorities.-Identify talent pipeline needs for critical roles and establish proactive sourcing strategies to ensure business continuity.-Execute end-to-end recruitment operations across all environmental centers — including job posting, sourcing, screening, assessment, and selection — ensuring quality and timeliness of hires.-Develop relationships with universities, professional networks, and external search firms to diversify candidate sources.-Support in designing assessment tools, interview frameworks, and competency-based selection processes.-Maintain e-recruitment systems and digital solutions that automate and streamline recruitment workflows.-Analyze system data to track KPIs (time-to-fill, cost-per-hire, offer acceptance rate) and recommend improvements.-Provide high-quality advisory support to leaders on workforce planning, succession, and recruitment challenges.-Establish productive working relationships with internal and external stakeholders to strengthen collaboration and mutual accountability.-Support in preparing recruitment marketing content, social media campaigns, and digital outreach strategies.-Actively gain market intelligence on compensation trends, candidate expectations, and employer reputation metrics.-Analyze recruitment metrics and dashboards to evaluate recruitment effectiveness, cost efficiency, and process compliance.-Develop periodic recruitment performance reports highlighting progress, achievements, and challenges.-Provide actionable insights and recommendations to improve sourcing, selection, and onboarding outcomes.-Implement lean and data-driven approaches to enhance candidate experience and reduce hiring cycle time.-Contribute to the development of Service-Level Agreements (SLAs) and KPIs for recruitment service delivery.Job Requirements:-Education : Bachelor’s degree in Human Resources, Business Administration, or related field.-Years of experience : +8 years of experience in talent acquisition or recruitment, with at least 3 years in a managerial environment.-Skills :Employee Relations, General Human Capital Knowledge, Information Systems Knowledge, Human Capital Strategy, Recruitment and Selection, Project Management.
