Corus International is seeking a Technical Service Manager, WASH for a new MIHR Project based in Addis, Ethiopia.The successful candidate must have authorization to work in Ethiopia.Project SummaryThe MOMENTUM Integrated Health Resilience (MIHR) Project, led by IMA World Health and funded by the U.S. Government, aims to improve maternal, newborn, and child health (MNCH) and nutrition outcomes in Ethiopia's fragile and conflict-affected areas. In Ethiopia, MIHR implementation is led by JSI Research & Training Institute, Inc. in collaboration with IMA World Health/Corus International. The Activity strengthens health systems and community resilience by expanding access to and utilization of quality, life-saving MCH and nutrition interventions, enhancing facility readiness, and improving health security through strengthened emergency preparedness, disease surveillance, and outbreak response to sustainably reduce preventable maternal and child deaths. MIHR operates across six regional states Amhara, Benishangul-Gumuz, Oromia, Sidama, South Ethiopia, and Tigray and contributes to three key intermediate results: (1) enhanced facility readiness, (2) improved service access and utilization through contextualized delivery models, and (3) strengthened health security and system resilience.Position SummaryWorking closely with the Deputy Chief of Party, the Technical Senior Manager - WASH is responsible for providing strategic and technical leadership in the design, implementation, monitoring, and quality assurance of WASH interventions across health facilities (including hospitals, health centers, and clinics) in both development and humanitarian contexts. The role ensures that WASH services meet international standards and national guidelines, effectively supporting quality health service delivery and infection prevention and control (IPC). The Advisor will lead efforts to improve water supply, sanitation, hygiene practices, and waste management systems to enhance patient and staff safety, environmental health, and facility functionality, including the implementation and institutionalization of the WASH FIT (Water and Sanitation for Health Facility Improvement Tool) approach to strengthen WASH infrastructure, hygiene practices, and facility management systems. In addition, the position contributes to strengthening health systems through capacity building, policy and guideline development, and close collaboration with government counterparts, development partners, and other stakeholders to ensure sustainability and alignment with national WASH and health sector priorities. The Technical Advisor will work with project colleagues within the consortium and other relevant stakeholders to ensure the appropriate integration of WASH facilities and services and approaches consistent with the project objectives. Technical Advisor will build relationships and collaborate closely with the Ministry, Regional, Zonal and Woreda Health officials, as well as with other coordinating partners. The position will be based in Addis Ababa, Ethiopia and will be expected to visit project sites frequently.ResponsibilitiesTechnical Delivery Services, Quality and ImpactProvide overall technical direction for WASH in Health Facilities programming, aligned with national policies, donor requirements, facility accreditation standards and institutional needs.Ensure integration of WASH in facilities with other health / nutrition / MCHN / IPC programming, and build linkages with facility quality of care, patient safety and community outreach. Conduct comprehensive WASH FIT assessments in health facilities, identifying gaps in water supply, sanitation, hygiene, waste management, and environmental cleaning.Facilitate development and updating of WASH FIT improvement plans for target facilities, ensuring realistic, prioritized, and costed actions.Provide technical input for integrating WASH FIT within facility-level Quality of Care and Infection Prevention and Control (IPC) systems.Support the implementation of WASH interventions, including handwashing, safe water storage and treatment, sanitation facility use, and waste management.Capacity Building & Competency strengtheningLead the strategy and develop WASH capacity building approaches for facility-based healthcare workers and community structures to strengthen hygiene promotion and infection prevention practices.Liaise and coordinate with national/regional health authorities, facility management, WASH clusters/working groups, NGOs, donors and other stakeholders to ensure coherence of WASH interventions in health facilities.Advocate for facility WASH investments, champion WASH as a core component of health service delivery and quality of care.Develop or adapt training materials, job aids, and SOPs for facility-level WASH.Organize and facilitate training, mentoring, and on-site coaching on WASH FIT, and IPC.Support health offices to integrate WASH FIT data into HMIS/Quality of Care monitoring systemsService Delivery and Quality ImprovementDevelop, implement and monitor WASH indicators in facilities (e.g., water access, safe sanitation, hygiene practices, waste management, water quality testing) and ensure data is entered into facility/hospital monitoring systems or HMIS, as relevant. Lead and coordinate health promotion, community engagement, and promote healthier practices to improve basic hygienic practices, sanitation, and safe water practices in health facilities and surrounding communities.Conduct regular facility visits, audits, and support supervision of WASH practices, infrastructure operation, and maintenance; identify gaps and drive corrective actions.Document lessons learned, good practices, success stories and knowledge products for replication and scaling.Contribute to the preparation of budgets, work-plans and procurements for WASH in facility components.Provide timely reports to line manager, donors, and partners on progress, results, challenges and budgets.Coordination and PartnershipsWork closely with the Ministry of Health, Regional Health Bureaus, WHO, UNICEF, and WASH/IPC working groups to harmonize approaches and standards and provide technical input to proposals, and support quality implementation.Coordinate with other project components (MCH and Nutrition) to ensure holistic facility strengthening.Represent MIHR project in WASH forums and TWG and contribute to national technical discussions.Maintain regular communication with regional teams and partners, document lessons learned, and represent MIHR Ethiopia in professional forums and learning events on WASH-FIT, IPC and health facility improvementSupervisoryThis position does not supervise anyone directly but will indirectly/technically oversee the work of Service Delivery Specialists.Required QualificationsBachelor's degree in Civil/Environmental/Water Resources Engineering, Public Health, Sanitary Engineering, or related field.A Master's degree is an advantage.Minimum of 7 years of relevant experience in WASH programming, including infrastructure development and/or in-facility WASH (health facilities, schools or institutions) in development and/or humanitarian contexts. Proven experience in designing, supervising and managing water supply, sanitation, and hygiene infrastructure in institutions or health-facility settings.Good knowledge of international WASH standards (WHO, WASHFIT), water quality, waste management, infection prevention & control in facilities.Problem solving and decision making and identifies bottlenecks in facility WASH systems and drives corrective actions.Excellent interpersonal, communication and training skills;
