Tendering & Estimation Manager

Key ResponsibilitiesLeads the tendering and estimation function to ensure accurate and competitive cost submissions.Plans tender strategies in coordination with senior management to align with business objectives.Reviews tender documents, drawings, and specifications to identify scope, risk, and opportunities.Coordinates with engineering, procurement, and construction teams for pricing inputs and technical clarifications.Prepares detailed cost estimates, BOQs, and rate analyses for civil and infrastructure works.Evaluates subcontractor and supplier quotations for technical and commercial compliance.Ensures that all tenders are prepared in accordance with IMS (Integrated Management System) procedures and company standards.Develops cost benchmarks and maintains a database for materials, equipment, and manpower rates.Collaborates with the planning department to align resource estimates and project schedules.Liaises with clients, consultants, and partners during pre-tender and post-tender clarification stages.Monitors tender progress and ensures timely submission of all bid documents.Implements cost estimation procedures and ensures consistency across all project bids.Supports the contracts department in negotiation and finalization of awarded projects.Tracks tender outcomes and provides performance analysis to management.Leads a team of estimators, cost controls, and coordinators ensuring competency and adherence to IMS processes.Qualifications & ExperienceMinimum of 10 years’ experience in tendering and estimation within the civil and infrastructure contracting sector.Demonstrates strong knowledge of UAE infrastructure market conditions, materials, and labor cost trends.Exhibits leadership capabilities to manage cross-functional estimation teams.Shows proven track record in preparing competitive tenders for roads, utilities, and civil projects.Applies advanced understanding of construction methodologies, drawings, and technical specifications.Utilizes cost estimation and quantity take-off software (e.g., Candy, Primavera, AutoCAD, Excel).Communicates effectively with internal teams and external stakeholders.
