General DescriptionServes as an independent and impartial, neutral facilitator to licensees, complainants, and members of the public who may need assistance with the Texas Medical Boards (TMB) complaint, licensing, and disciplinary processes. Ensure compliance with the Texas Medical Practice Act, Texas Administrative Code, and other applicable laws. Will serve as a neutral and confidential resource and the primary point of contact for receiving, reviewing, and resolving complaints, inquiries, and concerns from the public, licensees, and stakeholders while promoting trust, transparency, accountability, and fairness.
This position does not act as an advocate for any party and will ensure that all issues are treated with confidentiality and all individuals are treated with respect and in accordance with all applicable laws, rules, regulations, and agency policies. This position reports directly to the Executive Director andmay perform advanced (senior-level) mediation work. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Qualifications:
PRINCIPAL DUTIES20% Serves as primary point of contact for complainants, licensees, and members of the public seeking information or assistance regarding the agencys regulatory processes in investigations, licensures, and enforcement actions. Receives, reviews, and analyzes inquiries and/or complaints involving potential Medical Practice Act and agency rules and regulations complaints related to agency decisions, services, or procedures. Will prioritize and resolve issues and complaints by initiating investigations, conducting research, and explaining laws, rules, regulations, policies, and procedures. May facilitate informal resol tion of concerns or misunderstandings through communication, clarification, or referral to appropriate agency staff.
May escalate matters to the executive team when systemic concerns or policy gaps are identified. 20% Receives, assesses, composes, and responds to inquiries and complaints related to agency procedures, processes, and decisions. Gives neutral responses by providing explanations and interpretations of applicable statutes, rules, regulations, polices, and procedural options20% Oversee the tracking and documentation of complaint trends to identify opportunities for rule making and/or policy to improve process improvements. May prepare reports and recommendations that identify recurring trends, barriers, or areas of improvement to improve agency services.
May review investigative reports and case files involving potential violations of the Medical Practice Act and agency rules and regulations. May collaborate with general counsel, investigations, compliance and enforcement to protect public health and uphold professional standards. 20% Requests, reviews, and organizers supporting documentation to determine whether applicable information is received. Provides legal interpretations of relevant statutes, rules, and precedents and may provide input in drafting rule amendments and policy recommendations based on recurring trends involving the Texas Medical Practice Act.
20% Advises the Executive Director and agency staff on legal sufficiency of complaints and appropriate enforcement action and ensures timely processing of enforcement actions in accordance with statutory deadlines and agency timelines. Must maintain the confidentiality and neutrality of the requirements of the ombudsman function, while upholding transparency in reporting systemic issues.
