Job BriefLocation: RemoteProgram BackgroundThe SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The consultant will also assist SKALA and its government partners (Ministries/Institutions) in improving software design integration and data interoperability with other national and sub-national entities, including SKALA-supported provinces. This role focuses on building functional, well-designed software solutions that consider user experience principles and incorporate AI features into products.Click on the link or copy paste it to access the full Terms of Reference for this position:https://tinyurl.com/58v47jj8About YouSpecific Responsibilities Provide technical expertise to design and develop SIKD-NG software applications with AI-enhanced features, including its’ integration with other systems. Provide technical expertise to assist use of AI features into UI/UX design and development into government owned systems, particularly SIKD-Otsus. Provide facilitation in consultation for the development of Software Design with MoF-DJPK and other Government counterparts. Support the design and development of a new Integrated system built together by MoF-DJPK, MoHA (Ministry of Home Affairs), and Bappenas. Collaborate with developers, engineers, and other technical teams from SKALA and its Government counterparts, related to the development of the Integrated System to support the Tanah Papua provinces. Perform other tasks required in coordination with MoF-DJPK or SKALA.Other Duties Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.Job Requirements Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. Work may require long, and flexible hours as needed. Travel is based on need.Deliverables Initial Report and Software design plans for new AI-based features to support the SIKD-NG and its’ integration with other Data Systems, including SIPPP (Papua’s Planning Development System) and SIPD ( Sistem Informasi Perencanaan Daerah ). Documented input of the design and development of a new Integrated system built together by MoF-DJPK, MoHA (Ministry of Home Affairs), and Bappenas. Documented input in enhancing the SIKD-Otonomi Khusus and implementing the AI (Artificial Intelligence) features. Documented facilitation and consultation with government stakeholders in the process of software design and development. Documened input on the UI/UX design and development, mock-ups, interactive prototypes to ensure easy-to-use integrated SIKD-NG with other Data systems. Support in facilitating knowledge transfers, including AI features i.e: Documentation of AI feature testing.Relationship ManagementThe role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. Selection CriteriaEssential Bachelor's degree in design, communication, computer science, or related field with at least 5 (five) years of experience. Experienced in supporting the development of government owned systems, including information systems on fiscal transfers and its’ integration with other systems. Experienced with application development using Python, PHP, and other relevant languages. Knowledge of Adobe products, including Photoshop, Illustrator; and having a portfolio using design tools like Figma, Sketch, is desirable. Knowledge of AI concepts and terminology, and working experience with AI APIs (OpenAI, Anthropic, etc.) is preferrable. Excellent interpersonal skills and written and verbal communication skills. Excellent problem-solving skills and ability to work independently and as part of a team to achieve goals.Preferred Experienced working on governance projects involving government and development partners, especially related to data and systems governance.
