SHEBA MANAB KALLYAN KENDRA-SMKK is looking for Upazila CoordinatorJob Description / ResponsibilityDuration: Full-time/ fixed term/ contractDepartment: Project ImplementationReports To: Project Coordinator, SMKKThe Upazila Coordinator will oversee the implementation of project activities within a specific Upazila, ensuring alignment with project goals and timelines. This role involves coordinating with Field Coordinators, local government officials, and community leaders to facilitate effective program delivery. The Upazila Coordinator will also supervise field activities and ensure compliance with project guidelines and standards. S/he will ensure that the technical direction of the activity is geared to achieve the desired impact and program operations maximize value for money and overall management of the project implementation. Also responsible for maintaining liaison with the donor, local government representative, relevant private sector agencies. S/he will provide supportive supervision and capacity building support to project staff for successful project implementationThe Upazila Coordinator will also be responsible for guiding the implementation ensuring comprehensive administrative and financial management systems at different levels. S/he will promote and support the field level staff, so that the field team can work independently and undertake initiatives on their own. S/he will be reportable to the Project Coordinator of SMKK. Please see below the details:Planning and implementation the project interventions following SMKK’s approaches and standards in consultation with the management as well as donor if requiredPrepare implementation plan at the upazila level and budget for the program/project according to proposal and execution.Prepare quarterly implementation plan and budget in accordance with detailed annual activity plan of the project.Ensure effective implementation of the planned activities through effective mobilization of the project team.Develop and implement the intervention for facilitation to capacity building of project participants and other concern stakeholders.Ensure that the project is implemented in a cost-effectivemanner, within the budget framework and project coordinator instructionAssist the Project Coordinator to ensure timely execution of implementation plans with coordinated support from teams and support to Resource mobilization and project development team in development of proposal, Concept note and others necessary assignment.Develop communication strategies with relevant govt. and non-govt. service providers. Coordinate with local level government officials, community leaders and stakeholders.Guide project in flexible operations to ensure quality implementation and manage diverse priorities. Supervise and support field staff including community mobilizers.Introduce and expand innovation in the region in the context of geographical dynamics, action research, documentation, and learning.Oversee any revisions and fine-tuning of the plans as per relevant information from the field, donor feedback, and up-to-date local/regional knowledgeUnderstand the objectives, goal, principles and approaches of the project to achieve sustainable development of the organization.Ensure that all the positions in the region are filled with required skilled staff in a timely manner and are served with adequate guidance.Build capacities of project staff to manage resources and monitor the impact of the project.Monitor field activities and provide timely updates to the Project Coordinator.Liaison, coordinate and nurture excellent relationships with the program/project team,Attend coordination meetings, update progress, and represent the project team as needed.Ensure effective community engagement and mobilization.Guide the project coordinator on how to present project resources with other projects, organizations/ development partners.Support Monitoring and Evaluation team to collect monitoring information following the standard set for the program/project, analyses the data and preserve the data as SMKK’s required.Ensure that the program/project is implemented in a cost-effective manner, within the budget frameworkUndertake regular monitoring visits to project and collect and analyses output data to see if the project runs on track to achieve the intended outcomes.Collect information and prepare a data base of the project team and provide necessary feedback to them as and when required.Support data collection and analysis for baseline, periodic monitoring, case study, special study, and experience capitalization of the project.Plan, initiate, and oversee project evaluations, as required by consortium and/or donors, as well as undertake special assessments as required.Ensure data quality and completeness in a timely manner according to project/donor guidelines, including compiled quality reporting.Communication, coordination and nurture excellent relationships with the concern government officials, donor fand other stakeholders.Take the lead in exploring possibilities of leveraging resources with other projects, organizations/development partners.Ensure attending the DC Office monthly NGO Coordination meeting. progress/ achievement in the meeting of the DC OfficesEnsure a system of communication and branding across the staff, partners, concerned government officials, and communities related to project policies, strategies, and implementation activities established.Sharing Information, Communication to implement project intervention according to project guidelinesHelp to Prepare project progress report regularly in accordance with the financial plan as per the agreement.Assist to Prepare and ensure submission of monthly reports to the concerned DC Offices and bring the annual certificate from DC.Identify and address challenges to project implementation.Support SMKK.s other development work if required.Provide data/ information for project development, documentation and record keeping etc.Upazila Coordinator is overall accountable to Project Coordinator and the head of the organization (Executive Director). S/he is reportable to Program Coordinator. S/he has authority to effective communication and coordination with the donor (if needed), concern stakeholders, partner organizations, concern government officials and local elites for the betterment of the organization and successful implementation of the project.Other Key Relationship:Upazila Coordinator will maintain the relationship with following personnel;Maintain professional relationship with all level of project staff, Finance andAdministration:All stakeholders at the District, Upazila and Union level, especially District Administration, Upazilla Administration and the departmental head of the District and Upazilla.Civil society representative, Journalist, Occupational institutions, Political leaders, LocalGovernment Institutions, Good Governance and Human Rights organizations etc.Condition of Work:Place of posting will be decided by the head of organization (Executive Director).
