India remains second-largest buyer of Russian oil

India retained its position as the second-largest buyer of Russian crude oil in October after China, according to data from a European think tank. The US imposed sanctions on Rosneft and Lukoil, Russia’s largest oil producers, on October 22 to put pressure on Moscow to end the Ukraine conflict. The Center for Research on Energy and Clean Air (CREA) said in its monthly analysis of Russian fossil fuel exports, released on November 13, that India spent $2.9 billion on Russian crude in October, which accounted for 81% of New Delhi's fossil fuel purchases from the country. Russian crude imports by India recorded an 11% month-on-month increase in October, it said. The CREA also cited an 8% month-on-month increase in total imports. While private refiners’ imports constituted over two-thirds of India’s total imports, state-owned refineries nearly doubled their Russian volumes month-on-month in October. The Vadinar refinery in the western Indian state of Gujarat, which was sanctioned by the EU and is partly owned by Rosneft, reportedly increased production capacity to 90% in October. The CREA report said that after the EU sanctions in July, the refinery has been importing crude solely from Russia. In October, its imports from Russia recorded a 32% month-on-month increase to reach its highest volumes since February 2022. Exports from the refinery, however, have dropped to the lowest levels since May 2023. In September, 34% of India’s oil imports came from Russia, according to Kpler data. On average, about 1.8 million barrels of Russian oil reached India a day in October. The US has slapped 50% tariffs on India, including 25% as reciprocal levies and the rest as a punitive measure for the import of Russian oil.

Key factors behind this positive perception include extensive coverage (57%), fast network speeds (53%), a favorable price-to-quality ratio (42%), and reliable service (39%). Although some users indicated room for improvement in contract transparency and service conditions, 67% noted progress over the past three years, signaling ongoing efforts by providers. Demographic patterns show that older citizens, particularly those aged 60–65, are the most critical of the sector, while women, individuals under 40, and those with higher education generally rate services more favorably. Urban residents also reported higher satisfaction, likely linked to better access to advanced digital services. Public trust in operators is strong, with 72% of respondents expressing confidence in their providers. Bulgaria is among Europe’s most digitally active countries. Mobile internet use is nearly universal for people aged 18–65, and 93% own smartphones. Dependence on mobile devices is pronounced, with 70% of adults - and over 90% of young people - saying they would feel uncomfortable without a smartphone even for a single day. Daily mobile internet usage exceeds four hours for 21% of the population. Communication remains the primary function of the internet, with 72% citing it as the main activity. Social media use (58%) and information searches (56%) are also widespread, with women and those under 50 more active on social networks, while men and those aged 40–60 focus more on information retrieval. Among younger people, two-thirds use the internet for entertainment, with only 21% using it for work or education. E-commerce has become a significant activity, with over 60% of Bulgarians shopping online, 86% of them via smartphones. Women are more active shoppers (75%), and age plays a key role - 80% of people under 40 shop online, compared with just 20% of those aged 60–65. Educational background also influences habits, as 80% of university graduates shop online, versus 25% of those with primary education. Online banking usage is also substantial, with roughly half of adults engaging in digital financial transactions, particularly those aged 30–50. When choosing telecom providers, service quality remains the primary factor, with customers prioritizing network stability and speed over promotional offers or advertising. Price remains the leading source of dissatisfaction, especially among older users, who often perceive services as costly relative to their income. Younger, digitally engaged consumers report higher satisfaction, viewing telecommunications as central to everyday life and social interaction. Looking forward, cybersecurity and personal data protection are emerging as critical topics, with consumers expecting greater transparency and proactive communication from operators. Sustainability is also becoming increasingly relevant; 48% of respondents associate telecom companies with contributing to environmental goals through energy efficiency and green technologies. However, compared with the high satisfaction with service quality, public recognition of sustainability efforts remains relatively low, highlighting the need for more visible action and communication in this area.

Nataliia Khodemchuk, widow of Valerii Khodemchuk - the first person to die in the 1986 Chornobyl catastrophe - has been confirmed as one of the victims of the large-scale Russian attack on Kyiv during the night of November 14–15. President Volodymyr Zelensky reacted to the news on November 15, describing Khodemchuk’s death on social media as yet another tragedy inflicted by Russia. She frequently visited the Chornobyl plant site, the memorial dedicated to him, and his symbolic grave at Mytyn Cemetery. She and her husband raised two children, and she leaves behind grandchildren who inherited her photographs, personal stories, and recollections related not only to the disaster but also to the anniversary events she helped sustain. According to the World Health Organization, an estimated 4,000 people have died as a result of the Chornobyl tragedy from acute radiation exposure, thyroid cancer, or radiation-induced leukemia.

Residents say the veterinarian who inspected the first animal immediately suspected a shot from an air rifle, citing a clear entry wound. X-rays taken afterwards confirmed the presence of pellets lodged inside the cats’ bodies. The shooter has also targeted property in the neighbourhood. A security camera mounted on a nearby building was struck multiple times, residents say, with at least five or six visible impacts. The incident occurred in mid-September, damaging the device’s memory card and preventing access to any footage that might have captured the attack. A formal report has been filed with the First District Directorate, and the Sofia Metropolitan Police have confirmed that a case has been opened. For now, however, investigators have not identified the perpetrator. People in the neighbourhood fear the situation could escalate if the suspect is not found quickly. Several residents say their greatest concern is that a person could be harmed next. They stress that such behaviour must not be tolerated and urge anyone with information, even anonymously, to contact the authorities so the attacker can be located before a more serious incident occurs.

The new daytime tariff is now 1.37 leva (about 0.70 euro) per kilometer, while the nighttime rate rises to 1.56 leva (around 0.80 euro). Depending on the tariff, the increase ranges from 18 to 27 stotinki. The starting fee also changes significantly: instead of the previous 0.25 leva (approximately 0.13 euro), it now stands at 0.49 leva (about 0.25 euro), effectively doubling the initial charge. According to Diyan Stanev, chairman of the Taxi Drivers Association in Plovdiv, the adjustment is driven by inflationary pressures rather than the upcoming adoption of the euro. He noted that the conversion itself would only result in a difference of roughly one leva across the overall price, which he does not consider substantial. Stanev added that with the new prices, taxi drivers expect their turnover to rise by around 10%. However, he stressed that turnover should not be confused with net profit, as drivers face numerous operating expenses before any earnings can be considered actual income. The Municipal Council will not need to review or vote on the updated rates, since the new tariffs remain within the maximum thresholds allowed by the local ordinance. Meanwhile, roughly 80 percent of Plovdiv’s taxi fleet already has meters configured to display prices in euros.

Across Central and Eastern Europe, average GDP growth has stabilized at around 2%, though the total turnover of the 500 largest companies fell by 3.7%, mainly due to declines in the petrochemical sector. Meanwhile, average revenue per company rose by 3.1%, signaling a degree of stability and resilience in corporate activity despite broader challenges. Profitability, however, remains under pressure. Average profit margins decreased from 4% to 3.2%, largely because of rising labor and financing costs. Strong domestic consumption and continued inflows of European funds provide support to regional economies, but external risks - including potential stagnation in Germany and global trade tensions - continue to create uncertainty. Poland remains the clear leader, with 178 companies in the ranking employing over 1.2 million people, though its share is gradually shrinking and revenue growth is slowing, influenced by a strong zloty and labor shortages. The Czech Republic is improving its position thanks to recovering domestic demand and monetary easing. Romania, despite being the second-largest economy in the region, remains underrepresented in the Top 500 due to structural constraints. Bulgaria, in contrast, continues to make steady progress, establishing itself as a reliable player in the region. NEW DELHI: Prasar Bharati, India's lumbering state broadcaster, has thrown open applications for two top jobs: director-general of All India Radio (Akashvani) and director-general of Doordarshan, its television network. Both posts, sitting at Level-16 of the pay matrix with salaries ranging from Rs 2.05 lakh to Rs 2.24 lakh monthly, are up for grabs through promotion or deputation for the vacancy year 2026. The hunt targets Group A officers from All India Services or Central Services holding analogous posts, or those with one year in Level 15 or four years in Level 14. Officers from autonomous bodies, statutory organisations, public sector undertakings, universities and research institutions with equivalent experience may also apply—provided they bring a degree and 25 years of experience, including 15 years in senior executive positions in media, mass communication or public administration. Assam Bans Inter-District Movement Of Live Pigs Amid African Swine Fever Outbreak - Northeast Today

Guwahati, Nov 17: The Assam government has banned the inter-district movement of live pigs across the state following a sharp rise in African Swine Fever (ASF) cases, officials said on Sunday. An order issued by the Animal Husbandry and Veterinary Department also prohibits the sale of pork in seven districts reporting a high concentration of ASF cases: Dhemaji, Kamrup, Lakhimpur, Sivasagar, Darrang, Jorhat, and Dibrugarh. The department highlighted that ASF, which has a 100 percent mortality rate among pigs, has severely affected Assam’s piggery sector. Since January, 297 ASF epicentres have been reported across the state, including 84 cases identified in October alone. Citing provisions of the Prevention and Control of Infectious and Contagious Diseases in Animals Act, 2009, the department stated that the ban on inter-district movement of live pigs is effective immediately and will remain in place until further notice to prevent further spread of the disease.

Aizawl, Nov 17: Lawngtlai Deputy Commissioner Donny Lalruatsanga on Sunday visited Kakichhuah, the locality affected by a suspected waterborne disease outbreak. During the visit, he inspected the ongoing response measures and assessed the overall situation on the ground. The Deputy Commissioner expressed gratitude to the Village Council (VC) and residents for their cooperation. He stated that six individuals, three refugees and three local residents have died, describing the situation as deeply concerning. He appreciated the continued efforts being made to prevent further spread of the disease. He reminded the public that a Containment Area has already been declared and stressed that strict compliance with guidelines is essential. He further highlighted that movement across the Myanmar border has been completely restricted for the next two months, and all unnecessary travel is discouraged for public safety. Anyone crossing the border illegally for work or other purposes will face penalties, he warned. He urged the VC, YLA and LWA to assist authorities in maintaining discipline and ensuring full cooperation. The Deputy Commissioner further stated that essential supplies such as ORS, IV drips and other medical items will continue to be provided. Health workers and the medical team have been advised to remain fully alert, respond swiftly, and maintain strict hygiene practices. With LADC election polling parties scheduled for deployment on 1 December, he emphasised the importance of restoring normalcy and ensuring good coordination during this period. Cleanliness, hygiene, and proper implementation of containment guidelines are vital for controlling the outbreak, he added. He also encouraged village leaders to continue supporting residents with food and medical needs. District Hospital Medical Officer Dr. Malsawmtluanga stressed the importance of using boiled or purified drinking water and maintaining food and household hygiene. He urged people to remain alert for symptoms such as stomach pain and diarrhoea, and to immediately consult health workers. The medical team will continue monitoring and providing treatment. Kakichhuah VCP Laltlanchhuaha thanked the Deputy Commissioner for personally visiting the area and appreciated his active intervention in efforts to control the disease. He assured full cooperation from the community in maintaining hygiene and adhering to health guidelines. Health Worker Z.D. Vanlalhruaia, in his brief report, stated that the medical team has been stationed in the village since 11 November. A total of 90 people have been examined, of whom 84 have shown symptoms. Most cases were reported from households lacking proper water sources. Four individuals are currently under medical care. He acknowledged the strong support extended by the Village Council and local NGOs.
