Blast at Tennessee military explosive plant, 19 missing and feared dead

Tennessee: In a shocking incident, a huge blast at a military explosive plant has left 19 people missing and feared dead in Rural Tennessee on Friday. The explosion destroyed a building on the company’s large 1,300 acre campus. According to the reports, the incident took place at Accurate Energetic Systems. The explosion flattened parts of the facility and caused major damage in the area. Further, emergency workers had to wait for hours before getting close because of the burning debris and risk of more explosions. Thick black smoke could be seen rising from the site in aerial footage shared by local news channels. Authorities reportedly confirmed several deaths but did not give an exact number. Trump announces new 100 percent China tariff, threatens to scrap Xi talks

US President Donald Trump announced an additional 100 percent tariff on China Friday and threatened to cancel a summit with Xi Jinping, reigniting his trade war with Beijing in a row over export curbs on rare earth minerals. Trump said the extra levies, plus US export controls on “any and all critical software,” would come into effect from November 1 in retaliation for what he called Beijing’s “extraordinarily aggressive” moves. “It is impossible to believe that China would have taken such an action, but they have, and the rest is History,” he said on Truth Social. Stock markets fell as the simmering trade war between the United States and China reignited, with the Nasdaq down 3.6 percent and the S&P 500 down 2.7 percent. Chinese goods currently face US tariffs of 30 percent under tariffs that Trump brought in while accusing Beijing of aiding in the fentanyl trade, and over alleged unfair practices. China’s retaliatory tariffs are currently at 10 percent. Trump had threatened the tariffs hours earlier in a lengthy surprise post on his Truth Social network that said China had sent letters to countries around the world detailing export controls on rare earth minerals. Rare earth elements are critical to manufacturing everything from smartphones and electric vehicles to military hardware and renewable energy technology. China dominates global production and processing of these materials. “There is no way that China should be allowed to hold the World ‘captive,'” Trump wrote, describing China’s stance as “very hostile”. The US president then called into question his plans to meet Chinese president Xi at the Asia-Pacific Economic Cooperation (APEC) summit later this month. It was to be the first encounter between the leaders of the world’s two largest economies since Trump returned to power in January. “I was to meet President Xi in two weeks, at APEC, in South Korea, but now there seems to be no reason to do so,” he wrote. Trump later told reporters in the Oval Office that he hadn’t canceled the meeting. “I haven’t canceled, but I don’t know that we’re going to have it. But I’m going to be there regardless, so I would assume we might have it,” he said. ‘Lying in wait’ The US president said he did not understand why China was choosing to act now. “Some very strange things are happening in China! They are becoming very hostile,” he said. Trump said other countries had contacted the United States expressing anger over China’s “great Trade hostility, which came out of nowhere.” He also accused Beijing of “lying in wait” despite what he characterized as six months of good relations, which has notably seen progress on bringing TikTok’s US operations under American control as required by a law passed by Congress last year. His outburst comes just weeks after he had spoken of the importance of meeting Xi at the APEC summit and said that he would travel to China next year. China trials ‘energy-saving’ underwater data centres off Shanghai

Power-hungry data centres run hot, so one Chinese company is planning to submerge a pod of servers in the sea off Shanghai with hopes of solving computing’s energy woes. On a wharf near the city, workers were finishing off the large yellow capsule — a foray into alternative tech infrastructure that faces questions over its ecological impact and commercial viability. The world’s websites and apps rely on physical data centres to store information, with growing use of artificial intelligence contributing to skyrocketing demand for the facilities. “Underwater operations have inherent advantages,” said Yang Ye of maritime equipment firm Highlander, which is developing the Shanghai pod with state-owned construction companies. Undersea servers are kept at a low temperature by ocean currents, rather than the energy-intensive air cooling or water evaporation required by centres on land. The technology was trialled by Microsoft off the coast of Scotland in 2018, but the Chinese project, to be sunk in mid-October, is one of the world’s first commercial services of its kind. Projects like this are currently focused on showing “technological feasibility”, said expert Shaolei Ren from the University of California, Riverside. Microsoft never built commercially on its trial, saying after retrieving its pod in 2020 that the project had been successfully completed. Significant construction challenges and environmental concerns have to be overcome before underwater data centres can be deployed on a mass scale, said Ren. In China, government subsidies are helping — Highlander received 40 million yuan (US$5.62 million) for a similar 2022 project in Hainan province that is still running. Technical challenges “The actual completion of the underwater data centre involved greater construction challenges than initially expected,” said Zhou Jun, an engineer for Highlander’s Shanghai project. Built onshore in separate components before being installed in the sea, it will draw nearly all its power from nearby offshore wind farms. Highlander said that more than 95 percent of the energy used will come from renewable sources. The most obvious challenge in placing the structure under the waves is keeping its contents dry and safe from corrosion by salt water. The Chinese project addresses this by using a protective coating containing glass flakes on the steel capsule that holds the servers. To allow maintenance crews access, an elevator will connect the main pod structure to a segment that remains above the water. Ren from UC Riverside said laying the internet connection between an offshore data centre and the mainland was a more complex process than with traditional land servers. Researchers at the University of Florida and the University of Electro-Communications in Japan have also found that sub-marine data centres can be vulnerable to attacks using sound waves conducted through water. Ecological unknowns Technical hurdles aside, the warming effect of underwater data centres on the surrounding water has raised questions about the impact on marine ecosystems. Andrew Want, a marine ecologist at the University of Hull, said the heat emitted could in some cases attract certain species while driving away others. “These are unknowns at this point — there’s not sufficient research being conducted yet,” he said. Highlander told AFP a 2020 independent assessment of the company’s test project near Zhuhai, in southern China, indicated that the surrounding water stayed well below acceptable temperature thresholds. However, Ren warned that scaling up centres would also scale up the heat given off. He stressed that “for megawatt-scale data centres underwater, the thermal pollution problem needs to be studied more carefully.” Offshore facilities can complement standard data centres, Ren suggested. “They’re probably not going to replace existing traditional data centres, but can provide service to some niche segments.”

The tighter controls came about a year after Beijing imposed the national security law on Hong Kong following months of anti-extradition protests. This week, Ming Pao revealed that since the new censorship law took effect, 50 films have been required to undergo edits, and 13 were denied screening approval on national security grounds. The figures emerged only after the newspaper pressed the Office for Film, Newspaper and Article Administration (OFNAA), which said it had reviewed over 39,000 films since 2021. However, OFNAA refused to disclose which titles were affected, and the Communications Authority rejected the paper’s Access to Information request, citing risks to “public order,” “public safety,” and departmental operations. Citing unnamed sources, the column said the institute had no clear timeline for resuming the polls, and it was uncertain whether they would continue in the future. According to a screenshot shared by the user, YouTube said three videos received takedown requests from “Radio Television Hong Kong.” The clips included a Hong Kong Connection episode on the Yuen Long mob attacks, which occurred on July 21, 2019. The notice listed “rthkcdu@gmail.com” as the complainant’s contact. However, official RTHK staff emails end with “rthk.gov.hk.” Another channel previously claimed it received similar complaints from the same Gmail address, which YouTube upheld, leading to its suspension. Sharp Island overrun shows Hong Kong needs balanced approach to responsible eco-tourism

The first thing I want to say about the Sharp Island overtourism issue, which emerged during the National Day Golden Week, is: there’s a nasty undercurrent of racism in much of the commentary I have seen about it. It’s a shame that visitors acted boorishly at a site of ecological interest, which gained popularity thanks to Chinese social media app Xiaohongshu. However, boorish behaviour unfortunately happens everywhere. I myself, a happily self-confessed woke virtue signaler, have made howlers in the past. I once rode an elephant while on holiday, ignorant of the animal abuse that is now widely recognised to occur in the background of the attractions. I wouldn’t want all British people tarred with the same brush from a lapse in judgment in my past. If anything, it’s a good thing for the environment that visitors come from across the land border. If we want to encourage sustainable tourism, we should celebrate visitors using the lowest carbon forms of transport. I know there’s a lot of discussion about how much tourism Hong Kong can sustain. However, given that the recent Policy Address seems to lean into tourism as an industry, it’s probably here to stay. So I’m not going to litigate whether or not tourism is good for Hong Kong, but instead address how to improve the quality of that tourism. Sharp Island, a UNESCO Geopark in Sai Kung, was popularised on Xiaohongshu. I had a peep at the posts with Sharp Island tags; they show beautiful scenery, happy families making hand hearts in front of gorgeous landscapes, and comparisons with Okinawa. It all looks rather lovely – standard social media FOMO fuel. It would be nice to think that the social media companies could identify when a particular location is going viral and automatically append guidelines on how to enjoy it responsibly. Responsible travel guidelines are fairly straightforward. Hong Kong country parks have their own guidelines, Bali has a list of dos and don’ts, and Copenhagen goes a step further and rewards those tourists who leave the place better than they found it. But, realistically, it’s too much to hope that every travel influencer on every social media site would sign up to that kind of voluntary code of conduct. Besides, even if travel influencers did teach about good behaviour while pouting into the camera, it only takes a few poorly behaved tourists to cause irreparable damage. The trick is to incentivise good tourism and completely eliminate bad behaviour. Responsible tourism has some stakeholders: local tour operators who need sustainable income, tourists who want to maximise their visits, and nature that wants to maintain a liveable ecosystem. Coming up with a solution should optimise for all three parameters. Nature, being the most delicate and having the most to lose, has the least wiggle room for compromise. Optimising solely for entirely environmental protection, i.e., forbidding travel and letting the coral enjoy pristine isolation, would be great for nature but would discourage the kind of low-carbon tourism that we want more of. Not to mention it’s a shame to restrict the area for everyone just to filter out the boors. Only one stakeholder wins there: nature benefits, but tourists and tour operators lose. The other extreme is to go full hog on tourism: cram in as many tourists as possible, set up booths selling plastic merch, and make as much money from the coral in the short period it remains alive. In this case, after a short-term pop, all the stakeholders lose. No good. A compromise might involve researching just how many tourists an ecological site can accommodate, and how much interaction they can be afforded. A site might have a sustainable carrying capacity in the thousands for benign tourists who view it from a distance, but just dozens if those tourists want to get closer to the action. Tour providers already need to be licensed. The infrastructure is in place to add an extra eco-tourism credential for companies that want to call themselves “eco-tour providers.” Said providers, if well-trained on ecological behaviour, could safely introduce tourists to the wonders of Hong Kong’s biodiversity. Such a designation could also be used to authenticate the true eco-tourism providers – like the magnificent Saiyuen in Cheung Chau – as distinct from cowboy operators. Having a limited number of licensed eco-tour providers for particularly sensitive spots would automatically cap the number of visitors. It would ensure that tourists could still visit beauty spots under the supervision of qualified, ecologically aware local guides, and would also help local communities continue to make a living from tourism.
