High Stakes and Hopes as Leaders Gather Ahead of COP30

Ahead of the UN climate conference in Brazil, international leaders including Germany's Merz and Brazil's Lula are meeting to discuss climate action. Experts say they should reaffirm ambition to curb emissions.Heads of state are gathering on Thursday and Friday in the Brazilian city of Belem for a Global Leaders Summit ahead of the UN COP30 climate conference. Also Read | India News | “People of Bihar Are Very Intelligent:” BJP MP Anurag Thakur Expresses Confidence in Voters During First Phase of Bihar Elections. This year's summit is taking place in the heart of the Amazon — a vulnerable region critical to climate stability — as pressure mounts to curb rising emissions and global temperatures driving deadly extreme weather around the world. Also Read | World News | Balochistan Faces Fresh Attacks Amid Continued Neglect. Germany and the UK are among the fewer than 60 nations likely to send heads of state. European Commission President Ursula von der Leyen will also attend. Leadership more important than ever While the leaders meeting isn't generally expected to produce concrete climate solutions, Johan Rockström, director of the Potsdam Institute for Climate Impact Research in Germany, said it is crucial in setting the direction of COP negotiations. "There wouldn't have been a Paris Agreement without the heads of state leader summit first." He says the presence of leaders such as then German chancellor Angela Merkel and US President Barack Obama was crucial to facilitating the 2015 landmark treaty under which signatories agreed to try and limit temperatures to 1.5 degrees Celsius (2.7 degrees Fahrenheit) above pre-industrial levels. Negotiators will be looking at the leaders' summit to give a "north star" of where to aim in coming negotiations, says Rockström. Geopolitical tensions, multiple wars, economic uncertainty due to US tariffs as well as President Donald Trump's withdrawal from the Paris Agreement and rollback of clean energy policies have all created a challenging environment for this year's talks. The leaders' summit is more important than ever due to geopolitical fragility and market insecurity, said Marc Weissgerber, executive director of E3G in Germany, an independent climate think tank. "Countries, industry, investors and citizens are not so sure where the path is going." An opportunity to change emissions path "The tone that needs to be set is really one of course correcting," said Lien Vandamme, senior campaigner on human rights and climate change at the Center for International Environmental Law. Leaders, especially those from wealthy countries, need to signify a massive increase in ambition and accountability for lowering emissions in line with the Paris Agreement, she said. A week out from the start of COP30, only around a third of countries had submitted their national goals for reducing emissions. The targets that have been presented amount to a 10% cut in emissions by 2035, which is just a sixth of what scientists say is needed. Leaders at the summit need to send a political message that recognizes we are "following a path to disaster," said Rockström. According to the UN, current climate policies could lead the world on a trajectory to more than 3 degrees Celsius (5.4 degrees Fahrenehit) warming by the end of the century, which Rockström says would have an "unmanageable outcome for humanity on Earth." Reaffirm 1.5C Paris Agreement goal Last week UN secretary general António Guterres stated the world will "inevitably" overshoot the 1.5C goal of the Paris Agreement with "devastating" consequences for the world. Scientists consider the threshold as a critical line of defense against climate change's most severe and irreversible damage. Rockström says it is vital that leaders at the summit reaffirm their commitment to the temperature goal. "What I fear — which we cannot allow to happen — is if there are suggestions starting to emerge that we should abandon the 1.5 degrees Celsius limit," Rockström said. He added that just as exceeding a speed limit on the road doesn’t mean restrictions should be abolished, leaders need to use the summit to admit failure while promising they will do everything to minimize overshooting the target agreed in the Paris climate accord. "That will help the negotiations tremendously." Concrete commitments on climate finance Weissgerber stressed the need for more solid commitments on financing adaptation, which is currently "completely underfunded." He wants to see leaders send clear signals of how they plan to scale up the $300 billion by 2035 goal agreed at last year's climate conference in Baku. The target is aimed at supporting developing countries deal with climate disasters and transition to clean energy. He is also hoping to see greater ambition on the so-called 'Baku to Belem Roadmap', which aims to raise $1.3 trillion of public and private funds annually by 2035 — for developing countries to support adaptation plans and low-carbon development. Carsten Elsner, energy researcher at German environmental research organization, the Wuppertal Institute, said Brazil's flagship initiative the Tropical Forest Forever Facility (TFFF) would likely take prominence at the talks. The TFFF is a proposed $125 billion global conservation fund that would pay countries based on how well they protect their forests. He added the fund may be appealing for certain donor countries as it promises a return on investment, unlike other forms of climate finance such as grants. "I think that the countries will just go for it.... it's something that really can align certain countries in a coalition," said Elsner. Strengthening global cooperation Experts say one of the challenges at the leaders' summit will be overcoming deep political divisions and faltering international cooperation. Vandamme said the talks will be an opportunity for leaders to signal that there is still faith in the global system, despite the backdrop of a crisis in multilateralism. She said the global climate regime had to prove it could deliver the solutions needed to tackle the climate crisis. Ahead of the summit, a German environment ministry spokesperson said with the principle of international cooperation under pressure, the event would be an opportunity to show that the vast majority of the global community wants to continue working together to tackle climate change. With the US having dropped out of the Paris Agreement, the leaders' summit will also be one to watch "new alliances" emerging, said Weissgerber. He expects big emitters such as Brazil, the EU, UK and China to take on a bigger leadership role. Vandamme said she will also be looking to see whether leaders at the summit respond to the historic advisory opinion of the International Court of Justice on the legal obligations of states in respect of climate change. The ruling from July this year could see badly affected states seek reparations from big polluters. Edited by: Tamsin Walker

Business News | Semiconductor Ecosystem is Transforming Gujarat's Dholera as a Developed Township

Gandhinagar (Gujarat) [India], November 6 (ANI): With India's first commercial semiconductor fabrication plant coming up in Gujarat's Dholera, the city is fast emerging as a hub for new-age industries and planned urban development. Alongside the semiconductor project, several new townships, hotels, and residential complexes are being developed as investors show growing confidence in the region's potential. Also Read | Karnataka Shocker: Depressed Over Wife's Desertion, Man Dies by Suicide After Killing 5-Year-Old Daughter. Tata Electronics is setting up its semiconductor fabrication unit in Dholera Special Investment Region (SIR) with a total investment of over Rs 91,000 crore. Ambrish Parajiya, MD and Founder of GAP, told ANI: "To support the growing industrial base and the influx of professionals, new developments such as the Akhilam Township are underway. This township will feature hotels, modern housing, and all essential urban amenities." Also Read | India vs Australia Live Score Updates of 4th T20I 2025: Check Playing XIs. He added that "The Dholera SIR is being developed as a state-of-the-art "plug-and-play" smart industrial city, projected to generate around 8 lakh high-skill jobs and house 20 lakh global citizens by 2047. Spread across a total area of 929 square kilometres, of which 420 square kilometres will be developed for town planning, Dholera will consist of 12 zones, each dedicated to non-polluting industries. Over the next two years, around 200 industries from across the world are expected to set up their facilities in Dholera". He also shared that, for perspective, Dholera's planned area of 929 square kilometres is larger than Singapore, which covers around 700 square kilometres, and even the NCR region, which is about 600 square kilometres. The city will accommodate about 2 million (20 lakh) people and will be powered entirely by solar energy, making it a model for sustainable urban development. Aastha Goswami, CEO of AGO Company, said "Dholera, as a Special Investment Region (SIR), offers an exceptional level of ease of doing business, unmatched by any other city in India when it comes to the manufacturing sector. That is why, along with the AI revolution, the semiconductor revolution also needs equal attention, as both will complement each other in shaping India's industrial future." She stated, "When we look at India's development, we see that most of the existing infrastructure and cities like Mumbai, Delhi, and Kolkata have become overcrowded, as skilled employment is concentrated in these metro regions." Goswami added, "For India to truly become a manufacturing hub, it needs planned and smart cities. Manufacturing already makes up around 70 per cent of India's GDP, and among all the emerging industries, Artificial Intelligence (AI) is growing the fastest. The foundation of AI lies in semiconductor chips, which are now going to be manufactured in India for the first time". On March 13, 2024, Prime Minister Narendra Modi laid the foundation stone for three semiconductor plants in India; of these two are coming up in Gujarat. Dear Abby: I’m tired of pop-in visits from my in-laws

DEAR ABBY: My husband and I are celebrating our second anniversary. For the most part, we’re very happy. He’s the best friend I’ve ever had. The problem is his family. They’re wonderful people who have welcomed me with open arms. But they are also extremely clingy and lack common boundaries. We recently moved to a larger home that’s closer to them but farther from my family. Now that we live closer, they constantly pop in unannounced for visits at inconvenient times, such as while I’m getting dinner plated up. His mother has been told numerous times that we are private people and don’t like a lot of company, but she still keeps doing the same thing. She’s also trying to throw parties at our house and talking about putting in a pool, even though we have told her no repeatedly. And, Abby, when one family member shows up, you can almost guarantee that two or three more will show up soon after. When we moved in, my family came to see the house. They had been here no more than five minutes when his entire family — aunts, cousins, everyone — showed up and took over! Consequently, my family didn’t really get to visit or even see the house because things got too chaotic. Please help. — LOSING IT IN ALABAMA DEAR LOSING IT: When you married into your husband’s family, they welcomed you as one of their own. If I read your letter correctly, they view you as a family member, and your family as blended into their own. Because you need more privacy and boundaries than you have been able to establish, you may need your husband to help you get the message across in a way they can accept without becoming offended. DEAR ABBY: I have been with my girlfriend for 25 years. We have never married for various reasons. She is in her 60s, and I am 13 years younger. Our sex life isn’t so good anymore. As a matter of fact, it is gone. What can I do as a younger man to make her feel special again? How can I light her fire? We still sleep in the same room, but that’s about it. I am not ugly, overweight or unappealing. Is there any hope for at least a slight increase in sex? All of my parts are working, so that’s not the problem. I don’t want to cheat, and there are too many diseases I could catch out there. Please advise. — READY AND WILLING IN ARIZONA DEAR READY: It’s time for you and your lady friend to have a calm, honest conversation about your lack of a sex life. When you do, ask her if sex causes her pain, because that may be the reason for her lack of interest. If that’s the case, her gynecologist can suggest remedies for fixing the problem. If her reason is that she’s simply no longer interested, she should discuss it with her doctor and ask for a referral to an endocrinologist who may be able to help her rebalance her hormones. Alex Highsmith’s practice absence sparks concern for ascending defense

The Pittsburgh Steelers got back in the win column with a Week 9 victory over the Indianapolis Colts. Pittsburgh snapped a two-game skid on Sunday. But perhaps more importantly, the Steelers’ struggling defense stepped up. Pittsburgh put Daniel Jones’ redemption arc on hold, turning the Colts’ QB over five times in Week 9. It was a statement game for the Steelers, who remain atop the AFC North at 5-3 despite the team’s disappointing defensive performance over the first half of the season. Unfortunately, Pittsburgh is facing yet another injury concern after the strong showing. Alex Highsmith popped up on the team’s injury report on Wednesday, per The Athletic’s Mike DeFabo. The Steelers’ star linebacker missed practice with an ankle ailment. It’s too soon to tell if Wednesday’s DNP will impact the sixth-year veteran’s availability in Week 10. However, the injury is cause for some concern as Highsmith suffered a high-ankle sprain earlier this season that sidelined him for two games. Alex Highsmith added to injury report ahead of Week 10 Tommy Gilligan-Imagn Images Highsmith was forced to leave the Steelers’ Week 2 matchup against the Seattle Seahawks early due to the injury. While he avoided the IR, which would have cost him a minimum of four games, Highsmith did miss time with the sprain. In Week 9, the former third-round pick feasted on the Colts. Highsmith sacked Jones twice and forced a fumble while racking up four tackles. It was part of a defensive effort that Aaron Rodgers described as getting a “big elephant off” their back. The Steelers went all-in this offseason, adding Rodgers, DK Metcalf, Jalen Ramsey and Darius Slay, among others. The results through the first nine weeks have been mixed. But with the AFC North stumbling out of the gate, Pittsburgh has managed to control the division so far. Still, the Steelers expected to boast a difference-making defensive unit. Instead, the team ranks 30th in total defense and 32nd against the pass. The situation became even more dire when safety DeShon Elliott suffered a potentially season-ending knee injury in Week 8. Pittsburgh responded by adding Kyle Dugger in a trade with the New England Patriots. The veteran defensive back’s presence, along with Jalen Ramsey’s versatility in the secondary, helped stabilize the unit. Week 9’s effort was a step in the right direction for the Steelers. But Mike Tomlin and company can ill afford to lose Highsmith for Sunday night’s matchup against the Los Angeles Chargers.

World News | Balochistan Faces Fresh Attacks Amid Continued Neglect

Quetta [Pakistan], November 6 (ANI): In yet another alarming reminder of Balochistan's worsening security climate, unidentified armed men carried out two separate attacks on Tuesday evening, one in Kachhi district and the other in Quetta, raising fresh questions about the state's preparedness and ongoing neglect of the region's security needs, as reported by Dawn. In two separate incidents, unidentified armed groups attacked a police station in Kachhi district and targeted a security checkpoint on Quetta's Western Bypass with hand grenades. According to officials, around 20 heavily armed assailants stormed the Khattan Police Station in Kachhi district. The outpost, recently set up inside a repurposed Livestock Department building following the merger of levies personnel into the police force, proved highly vulnerable. According to the Dawn, the attackers forced their way into the modest two-room facility, set official records and furniture ablaze, and looted weapons. They fled with an SMG and a G-3 assault rifle, along with a mobile phone and a privately owned motorcycle. Also Read | Israeli Couple Engage in Sex at Wang Sai Thong Waterfall in Thailand, Arrested for 'Public Obscenity' After Video Goes Viral. A senior official told Dawn that former levies personnel stationed nearby were unable to mount an effective response given the overwhelming number of attackers. Fortunately, no casualties or injuries were reported. Police and security forces arrived shortly after the incident and began a joint search operation in an effort to track down the perpetrators. The Counter Terrorism Department (CTD), Sibi Range, has launched a deeper investigation into the attack. In the second incident the same evening, unidentified motorcyclists targeted a security forces checkpoint near Quetta's Western Bypass by lobbing two hand grenades. Although the explosives detonated near the post, no loss of life or damage was reported. Security personnel returned fire, but the assailants escaped under the cover of darkness. A search operation was later conducted to sweep the surrounding area, as highlighted by Dawn. The twin attacks add to a growing pattern of assaults across Balochistan, intensifying concerns over inadequate policing resources, weak security presence in remote districts, and the government's continued failure to address the province's long-standing grievances and instability. UP cops book 20 women over puja attempt at Fatehpur site

Fatehpur: A group of women carrying diyas and other material tried to perform puja at a disputed mausoleum site on Kartik Purnima, clambering over barricades and clashing with police when they were stopped, officials said Thursday. Police registered an FIR against 20 women after the clashes Wednesday evening, tension flaring up once again over the centuries-old Nawab Abu Samad mausoleum. August 11, members of Hindu rightwing outfits had allegedly created a ruckus while demanding permission to offer prayers there, claiming that the structure was a temple of ‘Thakurji’ with a ‘Shivling’. They alleged that the mausoleum was constructed after demolishing an ancient temple. Videos from that time purportedly showed vandalism and hoisting of a saffron flag at the site, triggering communal tension in the area. Following the agitation, the district administration sealed the premises, put up barricades and imposed restrictions. Wednesday, a few women allegedly tried to remove or climb over the barricades, prompting police to restrain them, officials said. An argument ensued between the women and Station House Officer (SHO) Tarkeshwar Rai, during which the women accused the police of misconduct and preventing them from offering their prayers. Unable to reach the disputed spot, the women eventually performed their prayers and aarti from a nearby lane, facing the structure. A case has been registered at the Kotwali police station under Sections 121(1) (obstructing or assaulting a public servant in discharge of duty), 351(2) (criminal intimidation), and 352 (use of criminal force otherwise than on grave provocation) of the Bharatiya Nyay Sanhita (BNS), the ASP said. The FIR, lodged on the complaint of Constable Manju Singh, named 20 unidentified women, including the wife of a local identified as Pappu Singh Chauhan. In her complaint, Constable Singh said she and other personnel were deployed near the disputed mausoleum when, around 6 pm, a group of women led by Chauhan’s wife allegedly tried to push through the barricades, used abusive language and threatened police with false accusations. Videos purportedly showing the women arguing with police and performing puja from a distance have surfaced on social media, though their authenticity has not been independently verified. So far, no arrests have been made in the matter, and extra vigilance is being maintained in the area, where a heavy police force has been deployed. Additional Superintendent of Police (ASP) Mahendra Pal Singh informed PTI that local intelligence units have been instructed to monitor the situation. He confirmed that the situation is currently peaceful, with no law and order issues reported. Earlier, BJP district president Mukhlal Pal had warned that he and members of Hindu organisations would perform prayers at the site, citing carvings of a trident and lotus inside the structure as evidence of its Hindu origins. Officials said the matter is sub judice and strict orders have been issued to prevent any activity that could disturb public order.

At least 12 dead after UPS plane crashes, engine falls off in Kentucky

Louisville (US): A UPS cargo plane’s left wing caught fire and an engine fell off just before it crashed and exploded after takeoff in Kentucky, a federal official has said, offering the first investigative details about a disaster that killed at least 12 people, including a child. Finding survivors seemed unlikely as first responders searched the charred area of the crash at UPS Worldport, the company’s global aviation hub in Louisville, Gov Andy Beshear said Wednesday. The inferno consumed the enormous aircraft and spread to nearby businesses. After being cleared for takeoff, a large fire developed in the left wing, said Todd Inman, a member of the National Transportation Safety Board, which is leading the investigation. The NTSB will now try to determine what caused the fire and why the engine fell off. It will likely take investigators more than a year to answer those questions. The plane gained enough altitude to clear the fence at the end of the runway before crashing just outside Louisville Muhammad Ali International Airport, Inman told reporters. Airport security video “shows the left engine detaching from the wing during the takeoff roll,” he said. The cockpit voice recorder and data recorder were recovered, and the engine was discovered on the airfield, Inman said. “There are a lot of different parts of this airplane in a lot of different places,” he said, describing a debris field that stretched for half a mile. The plane with three people aboard crashed about 5:15 pm Tuesday as it was departing for Honolulu from UPS Worldport at the Louisville airport. The crash had a devastating ripple effect, striking and causing smaller explosions at Kentucky Petroleum Recycling and hitting an auto salvage yard, Grade A Auto Parts. Beshear said the child who died was with a parent at the parts business. Beshear earlier said it was a “blessing” that the plane did not hit a nearby Ford Motor factory or the convention centre. Some people who heard the boom, saw the smoke and smelled burning fuel were still stunned a day later. “I didn’t know if we were getting attacked. I didn’t know what was going on,” said Summer Dickerson, who works nearby. Stooges Bar and Grill bartender Kyla Kenady said lights suddenly flickered as she took a beer to a customer on the patio. “I saw a plane in the sky coming down over top of our volleyball courts in flames,” she said. “In that moment, I panicked. I turned around, ran through the bar screaming, telling everyone that a plane was crashing.” Manager Lynn Cason said explosions, only about 90 metres away, shook the building three times — “like somebody was bombing us” — but no one there was injured. “God was definitely with us,” Cason said. Louisville Mayor Craig Greenberg announced on the social platform X on Wednesday evening that the death toll had risen to 12, saying, “Please take a moment to hug your loved ones and check on your neighbours.” The governor predicted that the death toll would rise, saying authorities were looking for a “handful of other people” but “we do not expect to find anyone else alive.” Mark Little, chief of the Okolona Fire District in Louisville, said debris would have to be moved and searched, adding: “It will take us quite a while.” University of Louisville Hospital said two people were in critical condition in the burn unit. Eighteen people were treated and discharged at that hospital or other health care centres. The airport is 11 km from downtown Louisville, close to the Indiana state line, residential areas, a water park and museums. The airport resumed operations on Wednesday, with at least one runway open. Beshear said he did not know the status of the three UPS crew members aboard the McDonnell Douglas MD-11 made in 1991. It was not clear if they were being counted among the dead. UPS said it was “terribly saddened.” The Louisville package handling facility is the company’s largest. The hub employs more than 20,000 people in the region, handles 300 flights daily and sorts more than 400,000 packages an hour. Jeff Guzzetti, a former federal crash investigator, said a number of things could have caused the fire as the UPS plane was rolling down the runway. “It could have been the engine partially coming off and ripping out fuel lines. Or it could have been a fuel leak igniting and then burning the engine off. It’s just too soon to tell,” Guzzetti said. He said the crash bears a lot of similarities to one in 1979 when the left engine fell off an American Airlines jet as it was departing Chicago’s O’Hare International Airport, killing 273 people. Guzzetti said this UPS plane and the American plane were equipped with the same General Electric engines and both planes underwent heavy maintenance in the month before they crashed. The NTSB blamed the Chicago crash on improper maintenance. The 1979 crash involved a DC-10, but the MD-11 UPS plane is based on the DC-10. Flight records show the UPS plane was on the ground in San Antonio from Sept 3 to Oct 18, but it was unclear what maintenance was performed and if it had any impact on the crash.
