Indonesia Delays Plans for Diaper, Wet Wipe Taxes Until Economy Stabilizes

TEMPO.CO, Jakarta - Indonesia’s Finance Minister Purbaya Yudhi Sadewa has assured that no new taxes or taxable items will be introduced until the country’s economy stabilizes. This includes previously discussed proposals to impose taxes on disposable diapers and wet wipes.“Taxes on diapers and wet wipes will not be implemented in the near future. My stance remains the same: we will not introduce additional taxes until the economy stabilizes,” Purbaya said during a briefing at his office on Friday, November 14, 2025.The former chair of Indonesia’s Deposit Insurance Corporation (LPS) added that new taxes would only be considered if the national economy grows by 6 percent or more.The proposal to expand taxation is outlined in the Ministry of Finance Regulation Number 70 of 2025, which details the ministry’s Strategic Plan for 2025–2029 and was officially enacted on November 3, 2025. According to the regulation, the plan is part of broader efforts to optimize state revenue.“We are exploring revenue potential by expanding the tax base, improving customs and excise collections, and mapping potential non-tax state revenue. This includes studies on taxable goods such as diapers, disposable food and beverage utensils, and wet wipes,” the regulation states.The ministry is also considering raising the upper limit of export duties on palm oil as part of its strategy to broaden the revenue base.Discussions on diaper taxes date back to a 2021 document by the Ministry of Finance’s Financial Education and Training Agency (BPPK), which highlighted the environmental impact of plastic-based products.The move was prompted after the House of Representatives Commission XI approved the government’s plan to expand the tax base to include certain plastic products.Disposable diapers were identified as a major environmental concern due to materials such as synthetic pulp, polychlorine dibenzodioxins, super-absorbing polyacrylic acid, and plastics used in production.Taxes are typically levied on products that require consumption control, circulation monitoring, or mitigation of negative social and environmental impacts. It’s embarrassing not having a toilet

A Merseyside dad living with dementia said he was left unable to sleep after being told he could not go to the toilet. Housing firm Onward Homes has apologised to Noel Coroner for the situation. Noel, 77, moved to Moreton from Northern Ireland in March this year so he could be supported by family members in Merseyside. However his Annette Steenson said she noticed a patch on the bathroom ceiling of his Onward Homes property in August and was told by the housing firm it had been an issue for two years. On November 1, the smoke alarms in the property then went off after water started raining down on the toilet in the bathroom. Noel is an amputee, and has bowel issues as well as dementia, but he was told he could not use the bathroom any more. Annette said work was done but the place “absolutely stunk” and “they left it disgusting.” Despite this the same issue occurred over the weekend on November 8 and 9 and Annette said she was disgusted by the response from Onward. While she praised those working at the assisted living facility as wonderful, she said Onward “are just passing the buck constantly” and the company had even suggested putting Noel in a hotel, adding: “It’s awful. They aren’t listening and they aren’t calling me back.” Annette said she was worried there was a risk to life because of the fire alarms issue, adding: “The rent is £320 a week and he has no bathroom. It’s just horrific and it’s awful they leave vulnerable people like this. “I brought him to a worse situation. His life in Northern Ireland was fine but I couldn’t cope on my own and now he is in a horrific position. “There’s no bathroom and there was ivy growing in the kitchen window so it didn’t close. I had to get scissors and cut it off.” Noel, who takes pride in his independence, told the LDRS he could not sleep as the issue “plays on my mind” and he did not know what could happen next due to the leak. He said: “It’s frightening. It’s embarrassing not having a toilet,” adding: “I just find it ridiculous in this day and age that this could happen. It’s just ridiculous.” A spokesperson for Onward said: “We are extremely sorry for the inconvenience and disruption caused to Mr Coroner by the issues in his home. We are determined to put things right as soon as possible. “Although we completed roof repairs in the summer, the issue has clearly not been fully resolved and additional repairs are now required. At Mr Coroner’s request, these repairs will be completed while he remains in his home. “We visited Mr Coroner yesterday [November 11] and carried out initial works to protect against further leaks. We have agreed a date to complete all repairs and will ensure that Mr Coroner is satisfied with these. “In the meantime, our teams are in contact with Mr Coroner to check if he needs any additional support until the works are completed.” Despite the initial works, Annette said she was “in panic mode” due to rain being forecasted and became concerned after water could be seen collecting on film placed directly above the toilet. A spokesperson for Onward Homes said an operative was on the way on November 12 “to inspect the waterproofing measures and we will remain in contact with Mr Coroner.”

Mum, 52, died suddenly while getting ready for night out

A mum-of-three died suddenly while getting ready for a night out with her friends. Karen Andrews was just 52 years old when she died from a brain aneurysm on Remembrance Sunday in 2018. Her son, Jake Keogh, said his mum had been in "high spirits" when he last saw her that afternoon - just hours before her sudden death. Jake, from Woodchurch , has since completed a gruelling 52-hour walk in memory of his mum to raise money for men's mental health. Jake, 29, told the ECHO : "The last time I saw her was around 2pm that Sunday afternoon. She was going out to Liverpool with some friends that evening. "I had gone out for a walk and came back around two hours later. I found her lying on her bed in her room. The post mortem came back saying she'd had a bleed on the brain. "In a strange way, it comforts me to know that's how she would have wanted to go. She was in high spirits the last time I saw her. For her to have gone quick and without suffering is the silver lining for us. At least she never really had to know she was suffering." Karen worked as a nurse for around 20 years and was a sister on the M1 ward at Clatterbridge Hospital at the time of her death. Her colleagues have since created a memorial in her honour, including a plaque and photograph displayed on the ward. Jake said: "All the nurses stood in a huge guard of honour for her in the rain at her funeral, it was a really sad day but it just showed how much she meant to everyone. "She was special. She was funny, she had a real dry sense of humour. She was caring in a tough love way. If I was wrong I knew I was wrong, she'd tell me straight away. If she could do something for you, she would. "She'd give you the last penny in her purse if she thought you needed it." In memory of his mum, Jake planned a walk lasting 52 hours - one hour for each year of his mum's life. The walk began at 12.15pm on Friday, November 7, and finished at 5.15pm on Sunday, November 11 - the exact time he found his mum seven years earlier. He described the route as "deliberately and meaningfully planned" to feel like a full-circle moment. He said: "This weekend was about turning something so awful into something more powerful and prove you can come full circle on these things. "Losing my mum was hard and it still is of course. But enough time has passed and enough weakness and sadness that I wanted to do something positive." Jake walked through the day and night, only stopping briefly to rest, eat or use the toilet. He said: "After around 13 hours I got a real pain in my right knee, and it just spread. For the last 39 hours I was limping. People were dropping off knee braces for me because I’d lost so much movement." When asked if he ever thought of giving up, Jake said: "I knew I wasn't going to give up. I always thought if I got to midnight on Sunday it would give me a boost. "That night it was freezing. My ankles and my right knee were killing me and so was the tiredness because I hadn't slept. At that point I was really digging deep. I was starting to question if I could do it. "When I saw the sunrise, that was the moment that spurred me on and I knew I was nearly done." When Jake reached the finish line, he was overwhelmed by the support waiting for him. "Losing my mum was, and possibly always will be, the worst day of my life. But when I got to the finish line, I was gobsmacked by the amount of people who had showed up to support me. "I was expecting around a table or two of people. But there was around 50, 60 people, all stood there with a massive banner cheering me on. That's the best moment of my life." Jake, who is the youngest of three brothers - Karl, Zacc and stepsister Hayley - said the walk was also about breaking the stigma around men's mental health: "After I lost my mum, I was in a really bad place for a long time. I wanted to be open and vulnerable about it. "The amount of donations and messages I've had from people I haven't spoke to for years shows there's people who care about you and your story more than you could ever even imagine." It has been 37 years since a man linked to a £500,000 bank robbery was shot dead in a "gangster-style execution" as he walked home. Peter James Gibson, 23, was blasted once with a shotgun by an assassin as he walked on Alderville Road, Walton , at around 8pm on November 15, 1988. Harrowing reports in the ECHO at the time described how "stunned" residents found the young man "slumped on the pavement, hands still in his pockets". The residents said Mr Gibson, who had been walking in the direction of his home on nearby Baythorne Road, would have never known what hit him. Investigations to track down the gunman led to nothing. But, the probe took a new twist the following year when a trial at Preston Crown Court heard that Mr Gibson, who was known by his middle name, James, was allegedly involved in a £500,000 raid along with an armed robber and kidnapper . The ECHO reported at the time that a gang of six was pulling the strings behind the bank job. Leonard Newsham, who was jailed for 13 years for his part in the robbery at the National Westminster Bank, refused to name the orchestrators for fear of reprisals. Thirty seven years ago this week Mr Gibson's murder was front page news on The ECHO with the headline 'Murdered by the mob'. Initial reports in the ECHO the day after the murder revealed how horrified residents rushed out of their homes and discovered the 23-year-old in a pool of blood. Stunned families told of how the peace of the quiet, residential street was shattered by the single shotgun blast . One of the first on the scene was Caroline Grace, who told a reporter: "It sounded more like a small explosion - you know, a gas blast or something like that. I ran towards where the sound came from and saw this lad lying in the street." The police were called by neighbour Dot Cunningham, who answered a frantic knocking at her door. Ms Cunningham told an ECHO reporter : "A girl from across the road shouted 'there's a man been shot. Call the police.' I got on the phone to them and then went outside to help. When we got to him it was the worst thing I've seen in my life." Mary Bushell, who was 76 at the time of the incident, added: "I heard the shot but thought it must have been kids with a firework left over from bonfire night." A screech of tyres was heard before and after the shooting by neighbours. Mr Gibson lived with his dad just 100 yards away from where he was shot. They had lived together for 12 years at the time of his death after his mum died. His next door neighbour, Chris Tant, told the ECHO : "It is a terrible tragedy. Especially when you consider his father is so ill. James was a quietish [sic] fellow, always well mannered. He was neat, clean in appearance. He and my son were around the same age as each other and while you couldn't call them close friends they had grown up together." Interviews initially given by Detective Superintendent Tony Bailey said a drug-dealing theory was being considered. However, in the following months the police investigation hit a wall and it was not until a sensational twist at Preston Crown Court that the police finally had a break. The court heard how Mr Gibson had reportedly been with Newsham during the robbery which was "planned with military precision and ruthlessly executed". Sixty-two members of the bank in the town centre were herded at gunpoint into a vault. A court heard how Mr Gibson and Newsham were the "minnows," in the operation. Mr Gibson was shot two months after the robbery and Newsham was caught soon after when he was seen digging up £11,900 buried in the grounds of what was then Fazakerley Hospital. Merseyside Police is continuing to investigate the murder of Mr Gibson. Howard Rubbery, Head of Merseyside Police Serious Case Review Unit, said: “Mr Gibson was murdered 37 years ago and, like all unsolved murder cases, we will continue to review the investigation on a regular basis. “There is no time limit on providing information, and Mr Gibson’s loved ones are yet to have the answers they deserve. We know that the location, personal circumstances and loyalties of people change over time. The ingredients required for this pasta dish are: 300g tagliatelle A quarter of a leek Two garlic cloves Three tablespoons of peas A handful of broad beans (fava beans) A handful of green beans A handful of baby plum tomatoes Pecorino cheese Basil Mint Lemon zest Olive oil Salt Pepper To start, Francesco prepped all his vegetables. He began by finely dicing two cloves of garlic. Next, he removed the bottom section of the leek - describing this as the "sweetest" part - and sliced it thinly. He trimmed the tips from the green beans and chopped them in half. Francesco then opened the broad bean pods and extracted the contents. He placed a frying pan over medium-high heat and added a "good drizzle" of olive oil. The leeks, green beans, and broad beans were added to the pan and mixed together before cooking for several minutes. The following step involved adding the peas, tomatoes, and garlic before combining and seasoning with black pepper and salt. He then poured in some water, covered with a lid and allowed it to steam for five minutes. Whilst that was steaming, he prepared the tagliatelle in another pan. Once the pasta was ready, he transferred it to the vegetable pan along with some pasta water. For the final flourishes, he incorporated fresh basil, a touch of fresh mint, some lemon zest, and grated pecorino cheese. He then combined everything together and added another splash of olive oil and pasta water before plating up. The chef remarked: "Oh, this is so good. I hope you're going to make this one because it's too good to miss." The five initial Blue Zones are Okinawa in Japan, Sardinia in Italy; Nicoya Peninsula in Costa Rica, Ikaria in Greece, and Loma Linda in California. According to BlueZones.com, the traditional Sardinian diet is made up of "whole-grain bread, beans, garden vegetables, fruits, and, in some parts of the island, mastic oil". Two Baltic cities have been named the cheapest places to visit for Christmas market breaks on a budget this year. The Post Office's annual “Christmas Market Barometer” has revealed that British holidaymakers seeking an affordable Christmas market break this year should look no further than the cities of Vilnius and Riga. Both cities are cheaper for a two-night weekend break than last year’s most budget-friendly destination, Slovakia’s capital Bratislava, which has seen prices rise by over 11 per cent in 2025. The league table was calculated by combining the costs of return flights, two nights in three or four-star accommodation, airport transfers, two evening meals with wine, coffee, festive drinks and most importantly, Christmas market snacks. A break in the Lithuanian capital Vilnius costs a total of £509, which is marginally lower (-0.4 per cent) than last year. Vilnius’s Christmas market will open on 29 November and will run until 28 December. Alongside its usual traditional Christmas market, the “Design Square” will open in Vinco Kudirkos Square, showcasing over 40 local designers to promote original art and sustainable shopping. The city’s festivities also extend to an ice rink set up in the Town Hall Square. Vilnius is also famous for its Cathedral Square Christmas tree, known for its creative design. Last year, it was transformed into a glittering bauble, surrounded by dazzling, golden arcs. A break to Vilnius is also more than eight per cent cheaper than runner-up Riga, the capital of Latvia, which will set you back £555 for a two-day stint. However, prices for meals, drinks and airport transfers are lower in Riga (£178) than in Vilnius (£182). Riga’s Christmas market starts on 28 November, running until 4 January 2026. Festive holidaymakers will find a traditional market accompanied by live music, including choirs on Saturdays and folk music on Sundays. Visitors can sample traditional Latvian cuisine at the many food stalls, while unique gifts and handcrafted goods can be purchased from local artisans. Other cities mentioned in the ranking include Polish cities such as Gdansk and Warsaw. At the other end of the spectrum, the most expensive Christmas market destination was found to be Copenhagen, with an estimated two-night break of £1,056. Meals and drinks in the Scandinavian city average £385 – double the price of the four cheapest cities. Vienna, Prague, Tallinn and Lille were also among the most expensive. The Post Office said Prague had fallen victim to its lack of three-star hotel accommodation and less flight capacity, meaning it is now in 13th place compared to fifth last year. Laura Plunkett, head of Travel Money at the Post Office, said it is important for those considering booking a Christmas market break to consider sterling’s dip in value. “The pound’s fall against the euro is smaller than against other European currencies – five per cent compared with 10.6 per cent against the Hungarian forint and 10.9 per cent against the Swedish kronor.” “The cost of flights and accommodation will also have a significant impact on overall costs so it is doubly important for holidaymakers planning a trip to do their homework to factor in how sterling’s value, flight and hotel capacity, and meal costs will affect overall costs. Opinion: How to save Wikipedia from AI

Artificial intelligence is killing Wikipedia. The volunteer-run online encyclopaedia just issued a stark warning: AI is exploiting the site’s data, siphoning off its traffic, and threatening its future. Contrary to what you were taught in middle school, Wikipedia is remarkably accurate. It’s used by doctors and professional fact-checkers. Even large language models (LLMs) and the AI products they power, such as Elon Musk’s new Wikipedia competitor “Grokipedia,” rely on the site for training data. That means all of us, including AI companies, would be worse off in a world without Wikipedia. The good news is that we have an educational playbook to fight back. Wikipedia’s warning includes a plea for Internet users to look for citations and click through to original sources. Our research group has shown that after a few hours of instruction, people can learn to do just that: trace information to its source and make more accurate judgments about online content. A viral ad from the AI company Perplexity shows why sites such as Wikipedia are in trouble: laying out AI’s biggest selling point and highlighting its greatest danger. The ad stars Lee Jung-jae, from the hit show Squid Game. Trapped in an ominous hallway, taunted by a malevolent computer, Lee must answer a series of questions. “How do you remove coffee stains from a white shirt?” His hands tremble as he opens a mock-up of Google’s results page. Overwhelmed by a patchwork of confusing websites, Lee can see no clear answer. He pivots to Perplexity, which answers his query in a single sentence, uncluttered by links. Zero friction. Zero ambiguity. Ultra-convenient. And that’s exactly the problem. Too often, AI amputates information from its source, promising it can preserve the integrity of the dismembered limb even when blood ceases to flow. More worrying is that users appear content with these excised outputs. Even when AI answers include links, people often fail to click through to the original sources. Wikipedia isn’t the only one in trouble. AI is also chomping away at news outlets’ traffic: One study found that AI-generated overviews reduce clicks to outside sources by nearly 35%. Users now appear to be satiated by algorithm-generated responses, making AI look like a time machine that catapults us back to the worst days of the Internet. Early search engines such as AltaVista profited the longer you stayed on their portal, flashing annoying banners and pop-ups that prioritised ad revenue over search quality. Google rendered its competitors extinct by helping you find what you wanted, fast, even if it meant less time on its site. The company’s mission to “organise the world’s information” aligned with the interests of content producers, who benefited from the traffic Google directed their way. Today, publishers are racing to prepare for “Google Zero”: the day when they will no longer get traffic from the tech behemoth. OpenAI just released ChatGPT Atlas: a web browser designed to keep users away from websites, caging them within its interface. AI is trying to fuse the failed business model of early search engines with the revolution Google brought about: improved technology that keeps you immured inside a product ecosystem, supposedly without compromising the quality of the results. That’s a big problem – and not just because of AI’s tendency to hallucinate or blend credible outlets with Reddit threads, YouTube videos, and random blogs. A self-contained AI ecosystem reduces the motivation to create and publish high-quality, free content. AI appears to be returning us to a narrower web, where information producers and those who organise that information have radically different incentives. AI may be driving new threats to collective knowledge. But individuals aren’t blameless. Well before AI, studies on search behaviour showed that many users ceded credibility judgments to Google, clicking on higher-ranked results even when those further down were more relevant. One of our studies showed college students taking answers at face value without questioning the source behind them – akin to blindly trusting an AI summary or what a chatbot has to say. Behaviour like this is not set in stone. A body of research from Canada, Germany, India, the United States, and elsewhere shows that we can teach students to investigate who’s behind theu information and to trace answers back to their original source. Our own studies everywhere from Nebraska and Texas to Illinois and Georgia show that even a few hours of instruction substantially boost students’ ability to make wise choices about what to believe online. Education is at its best – more magical than an LLM ever will be – when it moves us from being passive recipients of knowledge to active explorers who reason about what we see. The challenge we face is to move from being passive users of AI to engaged citizens who can verify AI responses that, as a common expression goes, are “frequently wrong but never in doubt.” AI companies appear willing to trade the long-term integrity of information ecosystems such as Wikipedia for short-term gain. But education can disrupt this corrupt bargain, a perilous pact in which we elect the easy route, relinquish our thinking, and blithely fork over our trust to a machine. – Chicago Tribune/Tribune News Service

Malaysian beer, Thai food: Paperkite and Err by Bo.Lan team up for a beer pairing menu

Have you ever paired Thai food with Malaysian craft beer before? Well, now you can, at the Thai Dining Takeover event by Grand Hyatt KL, which is currently hosting Bangkok’s Err by Bo.Lan until the end of November. Err by Bo.lan is a casual dining restaurant that serves up "bold Thai street flavours with playful twists", and is founded by the acclaimed husband and wife chef duo behind the One Michelin-starred restaurant Bo.lan – Bo Songvisava and Dylan Jones (Bo and Dylan, geddit?). The takeover takes place at the hotel’s Pool House, and along with the regular menu by Err, there is also an exclusive tasting menu with Malaysian craft beer brewer PaperKite for that pairs their most iconic dishes with four of its beers. The menu kicks off with the Chicken Mousse-stuffed Crispy Chicken Cakes, and Citrus Salad with Green Mango. It is a light, snack-ish start to the meal that was suitably paired with the easy and refreshing Hoppy Lager. Next, the more citrusy Pale Ale went perfectly with a duo of fried dishes - Deep fried squid and Fried beef short ribs – cutting right through and balancing out the richer fried elements of the dishes. The citrusy Pale Ale went perfectly with the Deep fried squid and Fried beef short ribs. Things started getting interesting when the Copper Ale was poured out, and paired deliciously with Grilled Lamb Chops and a sumptious bowl of Sitr-Fried cabbage with Bo.Lan fish sauce. The Copper Ale recently won a Gold Medal at the 2025 World Beer Awards, and the pairing of its rich malty notes with the lamb chops was an inspired one, while the lighter fruitier finish of the beer somehow elevated the fish sauce in the vegetable dish. Then came the highlight of the night - a frankly jaw-dropping serving of Mountain Jungle Curry topped with wonderfully juicy and tender pieces of braised & grilled beef, that served as a brilliant contrast to the hoppy, sharp citrusy notes of the PaperKite IPA. This Mountain Jungle Curry is one of the best dishes on the Err takeover menu. The tangy quality of the IPA also complemented the other two dishes in the final course as well – Stir-Fried River Prawn with salt & chili, and Deep Fried Egg Salad. Personally, I thought the beer pairings were pretty spot on for the most part, but I would gladly go back again just for another helping of this Mountain Jungle Curry, and maybe to try more of Err’s dishes as well. The Beer Pairing menu with PaperKite will be available alongside the regular Err menu until the takeover ends at the end of November. Even if you don’t drink beer, the food itself is definitely worth checking out!

Adelaide ended up with a massive advantage in inside 50s (46-31), but their forward efficiency was poor. That was best summed up by the fact that, after scores were level at three-quarter time, they had seven of the first 10 forward entries of the final term, but while they failed to split the big sticks, the Demons kicked three goals from their first three entries. Eliza McNamara was also pivotal for the winners with 25 touches (13 contested) and five marks, while Shelley Heath was influential, too, with 24 disposals (11), eight tackles, six clearances and five grabs. Ebony Marinoff was once again Adelaide’s best with 27 possessions (15), nine tackles and a major. GILLARD THE GLOVE With a few seconds remaining in the third quarter, Niamh Kelly took a bounce and tried to get past Tahlia Gillard on the 50m line with designs on running towards goal, but the Demon was up to the task, reining in the speedy Crow, earning a holding-the-ball free kick and preventing a scoring opportunity for Adelaide. And with 20 seconds to go and the result in hand, Gillard (16 disposals) repeated the dose when she ran down Chelsea Randall who also attempted to run towards goal after taking a bounce. JOB AHEAD OF DEES But the celebrations for Melbourne will be tempered by the fact that they must now face all-conquering North Melbourne in a grand final qualifier next weekend. Sabah polls: Traditional attire brings festival feel to nomination day

KOTA KINABALU: Nomination day for the 17th Sabah State Election took on a vibrant feel today when several candidates and supporters arrived in traditional attire, representing Sabah’s diverse ethnic communities. The colourful scene enlivened all 25 nomination centres, which were open for an hour from 9am. Among the standouts was Warisan candidate for the Tulid state seat Lucia Kihing, 49, who arrived at the Nabawan District Council Multipurpose Hall, Pensiangan in traditional Dusun Lobu dress. Similarly eye-catching was STAR candidate for the Tungku seat, Suling Isib, 43, who turned up at Dewan Perdana, Lahad Datu wearing the traditional attire of the Dusun Begak community. In Tawau, the atmosphere was equally lively as several Pakatan Harapan supporters at the SRJK (C) Yuk Cin nomination centre donned various Sabah ethnic costumes, highlighting the state’s rich cultural tapestry. In Papar, several supporters and proposers accompanying their candidates to the Membakut Islamic Arts Hall also captured attention with their Kadazan-Dusun traditional attire. Among them were supporters of Barisan Nasional candidates for the Bongawan and Membakut state seats, Joseph Mojumi and Hableen @ Marciana Lawrence. Meanwhile, in Tuaran, Barisan supporters outside the Dewan Seri Sulaman nomination centre added to the spectacle by parading two blue lion dance costumes, drawing the attention of those present. Dewan Seri Sulaman served as the nomination centre for the Sulaman, Pantai Dalit, Tamparuli and Kiulu state seats. With the close of the nomination process at 10am, the 14-day campaign period officially begins and will run until 11.59pm on Nov 28. The Election Commission has set polling day for the Sabah election, which will involve 73 state seats, on Nov 29, with early voting on Nov 25. - Bernama

ICC ousts 2nd neuropsychologist in Duterte case

MANILA: A pre-trial chamber of the International Criminal Court (ICC) has revoked the appointment of a second neuropsychologist after finding him “unsuitable” to be a part of the panel of medical experts tasked to examine the mental ability of former President Rodrigo Duterte (pic) to participate in his murder case. The Pre-Trial I, in a Nov. 3 decision released on Friday, agreed with the camp of Duterte that the social media posts of the unidentified male neuropsychologist made him “objectively incompatible with the independence, professionalism and impartiality necessary to perform duties before the court.” The doctor was supposed to serve as a replacement for one of the original members of the three-member team of medical specialists named by the chamber to look into the condition of Duterte. The original neuropsychologist, a woman, was ousted as well because she is still under suspension from medical practice slapped on her by an unidentified professional regulatory body. But the defence also flagged the replacement neuropsychologist and asked the court to have him removed as well, citing his “sickeningly offensive” reposts and replies on X (formerly Twitter) last year. His social media behaviour, the defence said, would make him “incapable” of providing an impartial expert opinion on Duterte’s case. In ousting the neuropsychologist, the PTC I directed the ICC Registry to “revoke his access to any documents he was already provided with, if any, ensuring that no relevant information remains in his possession and reminding him that any information to which he has already had access is and remains confidential.” The chamber also suggested another specialist to take over the vacancy and instructed the ICC Registry to admit the new doctor to the court’s list of accredited experts. It also slammed the Registry, which oversees the administrative affairs of the Hague-based tribunal, and urged it to “revise its working methods” because it failed to identify relevant information on the doctors that could affect the case. Duterte is detained in the Scheveningen prison at The Hague, the Netherlands, for three counts of murder as a crime against humanity over at least 49 killing incidents in his so-called war on drugs. He has asked for pre-trial proceedings to be indefinitely suspended, but the PTC I would have to consider the findings from the medical team before ruling on this request. - Philippine Daily Inquirer/ANN

DWP says millions of people to be £150 better off this winter - are you eligible

The Department for Work and Pensions (DWP) is reminding millions of people that they could be entitled to £150 in support this winter through the Warm Home Discount. This one-off discount of £150 is directly applied to the energy bills of those who meet certain criteria. The scheme aims to assist vulnerable people or those who may struggle to pay their energy bills during the winter months, when these costs typically peak. The government has confirmed that an additional 2.7 million people will be offered the Warm Home Discount this year, as eligibility rules have been relaxed. Previously, the Warm Home Discount for England and Wales was only available to those receiving the Guarantee Credit of Pension Credit. According to DWP guidelines, you qualify for the Warm Home Discount Scheme if you live in England and Wales and either receive the Guarantee Credit element of Pension Credit or are on a low income. If you live in Scotland, you'll be eligible if you receive the Guarantee Credit element of Pension Credit, or are on a low income in Scotland and meet your energy supplier's criteria for the scheme. In a recent alert on X, formerly Twitter , the DWP reminded people about the scheme. DWP said: "Have you heard about the Warm Home Discount Scheme? If you're eligible, the £150 credit will be automatically applied to your electricity account.", reports the Manchester Evening News . However, the department also issued a warning: "If you get a call asking you to apply for the discount, it's a scam". In a video accompanying the guidance, the DWP confirmed that 28 energy suppliers are participating in the scheme. The participating suppliers are as follows:.
