Pay Rate: $52.97/hour, depending on experienceContract Length: 4 Months Location: Sherwood Park, AlbertaRaise is currently hiring a BI Specialist (Power BI & Analytics) Services on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client, is a specialized municipality located in the Heart of Alberta.Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.DescriptionOur Client is seeking an enterprise level BI Specialist (Power BI & Analytics) to provide additional support and potentially vacation/leave coverage for the EDGI branch within ITS department. The successful candidate will support new semantic models and Power BI visualizations and provide full operational support for service requests related to reporting maintained by the Enterprise Data Management (EDM) team. This includes being primarily responsible for the development and maintenance of semantic models and build meaningful and insightful visualizations in power BI and participating in all phases of the development lifecycle, including solution design, code development, unit testing, and deployment. The Enterprise Data Management (EDM) team within the Enterprise Data, GIS, and Information (EDGI) branch of the Information Technology Services (ITS) department is responsible for enterprise reporting and analytics. The position will report to Enterprise Data Management Lead in the EDGI branch.The Objectives Of This Engagement Are ToReduce the Power BI reporting backlog through prioritized deliveryImprove report, model, and dataset quality and performanceEnsure compliance with enterprise BI governance and standardsSupport self-service analytics through certified, reusable assets and support Power BI developers within the business with questions, incident management and Power BI trainingDocumentation Progress UpdatesThe Activities Will Include But Are Not Limited ToDeliverables & Activities List1. Power BI Report Development & EnhancementDesign and Build: Create visually compelling, user-focused dashboards that prioritize clarity and insight discovery.Optimization: Redesign existing reports to improve visual hierarchy, performance, accessibility compliance, and UX.Standardization: Implement standardized KPIs and DAX measures to ensure metric consistency across the environment.2. Enterprise Semantic ModelingModel Development: Build models using best practices like star schemas, role-playing dimensions, and reusable measures.Abstraction: Design semantic layers that simplify complex ETL/ELT for self-service analytics.Performance Tuning: Optimize storage modes and refresh strategies in alignment with data pipelines.Dataset Support: Maintain certified, reusable datasets for both enterprise and departmental use.3. Analytics, ETL & OptimizationPipeline Management: Design, build, and maintain ETL/ELT pipelines to ingest and curate data.Architectural Standards: Apply medallion architecture principles (Bronze/Silver/Gold) and data integration standards.Troubleshooting: Resolve data quality, refresh, and performance issues across the entire stack.Efficiency: Optimize platform capacity usage, refresh speeds, and overall cost efficiency.4. Governance, Documentation & QualityCompliance: Ensure all assets meet enterprise BI, data governance, privacy, and security standards.Technical Documentation: Record data pipelines, transformations, datasets, and business logic using approved templates.Quality Assurance: Implement data quality checks and validate report outputs against upstream data to ensure accuracy.Peer Review: Participate in design and governance reviews, incorporating feedback into final assets.5. Business Analysis & CollaborationRequirement Gathering: Partner with stakeholders to document and prioritize analytics and integration needs.Solution Design: Translate business requirements into scalable ETL designs and reporting solutions.Process Support: Manage intake, incidents, and change management related to BI and data pipelines.6. Knowledge SharingMentorship: Support and mentor internal developers on enterprise standards, data modeling, and ETL approaches.7. Technical Documentation MaintenanceLifecycle Documentation: Maintain clear, reusable documentation for all new or changed logic to support operations and onboarding.8. Progress UpdatesReporting: Provide regular weekly progress updates to the Lead, Enterprise Data (or designate).Qualifications5 to 8 years of advanced experience in BI data architecture, enterprise data modelling, semantic layer design and performance tuning, integrations, cloud analytics development, and analytics and data optimization.Advanced knowledge of data modelling (conceptual, logical, physical), including star schema, role-playing dimensions, semantic model design, and best practices for enterprise analytics.Advanced Power BI solution delivery capabilities, including enterprise-scale reporting, reusable design systems, scalable architecture design, accessibility and usability standards, and consistent user experience.Proficiency in ETL/ELT development, integration patterns, APIs, and orchestration tools.Proven hands-on experience with Microsoft Fabric’s Medallion Architecture (Bronze/Silver/Gold) and modern data platform design principles.Understanding of data governance, privacy, compliance, metadata standards, and enterprise data quality practices.Working knowledge of cloud development practices (CI/CD, DevOps/DataOps concepts).Skilled in translating complex business needs into scalable technical data solutions.Strong written and verbal communication skills, with the ability to engage stakeholders from non-technical to expert levels.Demonstrated ability to build relationships, communicate risks and progress, facilitate collaboration, and support teams in evolving environments.Strong ability to apply systems thinking, assess impacts across data domains, and proactively identify architectural and operational improvements.Experience working within ITIL-based change management, incident management, and service management processes.Experience with service and incident management tools (e.g., ServiceNow, Jira).Education and CertificationsBachelor’s Degree in Computer Science, Information Systems, or Data Science.Additional InformationWork will be conducted at full-time hours of 35 hrs a week (7.0 hours per day)Activities (work), including meetings, will be delivered using a hybrid working model, with mandatory onsite attendance one (1) day per week, either on Wednesdays or Thursdays to align with the EDM teams in-office schedule of every Wednesday and Thursday.Core business hours are 8:30am to 4:30pm MST Monday to Friday, all other hours are off-business hours.The Consultant will provide their own computer with core software (Microsoft Office 365). Any extra required software will be provisioned by our client for the term of this Statement of Work. No data will be stored on personal drives.Looking for meaningful work?
