Job BriefLocation: RemoteProgram BackgroundThe SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The Consultant will assist SKALA to support MoHA Pusdatin to design capacity-building on the use of SIPD, develop curriculum and training modules, and conduct training-for-trainers for related stakeholders at SKALA supported provinces.The consultant will provide technical advice and skills to conduct a capacity-building needs assessment, facilitate capacity-building design and development of curricula and training modules, and train the SKALA supported provinces’ trainers. The Consultant will work with other technical Data and Analytics teams to ensure coherence, provide support, and provide input to ministries' counterparts.Click on the link or copy paste it to access the full Terms of Reference for this position:https://tinyurl.com/5n8mb3mvAbout YouSpecific Responsibilities Assessment of the capacity of local/sub-national government in the implementation of One Data, use of the SIPD system and its connection to the data and analysis system, i.e. SEPAKAT, SIKD. Development of capacity building design in consultation with MoHA and SKALA supported province governments. Develop training curricula and modules for Regional One Data implementation and use of SIPD Support the development of e-tutorial for SIPD utilization. Facilitate training of trainers (ToT) for One Data Implementation in SKALA-supported provinces. Supporting SKALA’s sub-national team assisting local governments (provinces and oversight to districts/cities) on SIPD and one data implementation. Supporting the sub-national team to assist provincial governments in Tanah Papua on the enhancement of One Data implementation, including in the development and or review of local regulations, action plan, priority data, etc. Facilitating MoHA-Pusdatin collaboration with other ministries related to development of executive dashboard for 12 Presidential Priority programs monitoring. Support the knowledge sharing on one data implementation. Perform other tasks required in coordination with supervisor.Other Duties Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.Job Requirements Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. Work may require long, and flexible hours as needed. Travel is based on need.Deliverables Initial Report on assessment of sub-national government capacity on Regional One Data implementation. Finalized design on Regional One Data implementation capacity building designed, consulted with MOHA and SKALA. Training curriculum and modules for Regional One Data implementation and use of SIPD Documented technical input on development of e-tutorial of SIPD utilization Documented facilitation of training of trainers Documented technical support for Regional One Data implementation at SKALA supported provinces, including in Tanah Papua Documented technical consultation, workshop/meetings, and discussions with Pusdatin and other relevant stakeholders (other Ministries/Institutions/Sub-national stakeholders). Documented support in facilitating knowledge buildingRelationship ManagementThe role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. Selection CriteriaEssential Master’s degree in development studies or other related studies with a minimum 15 years of relevant experience in certified capacity building, facilitation, government engagement, and Regional One Data implementation. Experienced in facilitating the development of capacity building design, curriculum and modules development, facilitating training for trainers. Experienced in facilitating multi-stakeholders’ collaboration including between national and sub-national governments, on one data implementation. Strong knowledge of recent national and local policies on One Data (SDI and SDPDN). Has knowledge and experience on sub-national data governance, especially in Tanah Papua Strong reporting/writing skills. Excellent interpersonal skills and written and verbal communication skills. Ability to work both independently and as part of a team to achieve goals. Understanding of gender equality and social inclusion issues.Preferred Experienced working on data governance and or development projects involving government and development partners, and familiarity on gender, disability, and social inclusion issues (GEDSI).
