Job Summary:The Capture Manager will lead the strategic pursuit and capture of government sector contracts, licenses, and deals. This role requires extensive research and analysis of government contracts and procurement opportunities, competitive landscape assessment, licensing deal evaluation, and crafting winning capture plans. The candidate will drive the sales process from opportunity identification to contract closure while building and maintaining strong client relationships. They will oversee a small team focused on proposal and capture management, ensuring persuasive and professional proposal development.Key Responsibilities:Proactively identify and research government contract opportunities, licensing deals, tenders, and procurement pipelines relevant to the company's capabilities.Develop comprehensive capture strategies tailored to specific government contracts, with detailed analysis of customer requirements, competition, pricing, and risk mitigation.Drive the sales process from opportunity identification through proposal development, negotiation, and contract closure.Build and maintain strong client relationships to foster long-term business opportunities.Analyze market trends and competitor activities to identify new business opportunities and adapt capture strategies.Lead and manage a team comprising proposal writers, document specialists, and technical subject matter experts in business development, procurements, solicitations, and RFPs/RFIs.Oversee clear and persuasive proposal writing ensuring consistent messaging and compliance with procurement requirements.Conduct research and due diligence on government contracts, regulations, licensing requirements, and procurement policies to ensure compliance and opportunity alignment.Collaborate with business development teams to qualify opportunities and develop win strategies.Manage capture activities and timelines from opportunity identification through contract award.Maintain accurate tracking and documentation of capture status, research findings, and government licensing details.Represent BuzzClan in industry and government engagements to gather actionable intelligence.Support post-award transition to program managers and assist with contract execution compliance as needed.Professional & Technical Skills:Proven experience (5+ years) in capture management, business development, or pursuit leadership in the government contracting sector.Expertise in driving the end-to-end sales process including contract negotiation and closure.Strong knowledge of government procurement processes and licensing requirements.Exceptional research, analytical, and market intelligence skills.Experience overseeing proposal development teams in the preparation of complex government bids including RFPs and RFIs.Clear, persuasive proposal writing ability with attention to detail and compliance.Ability to lead cross-functional teams and manage multiple capture efforts simultaneously.Excellent communication, interpersonal, and negotiation skills.Proficiency using CRM and business development tracking tools.Bachelor’s degree in Business, Public Administration, or related field preferred; advanced qualifications a plus.
