Chief Specialist – Planning and development Section- Asset Management

Job Description

We are seeking a highly skilled and experienced Chief Specialist in Asset Management (Development and planning section) to join our team and lead the strategic direction of our asset management department. The ideal candidate will be responsible for overseeing the development and implementation of asset management strategies, Asset management system, Circular economy system, value management system and maintaining the sustainability and efficiency of assets, and driving the maturity of the asset system in the organization.Key Responsibilities:1. Preparing and developing the Authority's asset management system, following up on its implementation, and conducting audits to ensure the sustainability of assets, raise their efficiency and extend their lifespan in a way that raises the level of maturity of the asset system in the Authority.2. Preparing and developing the circular economy system in the Authority, developing, studying and analyzing the needs and requirements of the implementation of the circular economy system and raising the awareness of the organizational units about it.3. Provide technical advice upon request by the Authority's institutions and sectors regarding the technical specifications and optimal operating levels of assets according to the scope of work of the Asset and Property Department.4. Studying and analyzing the outputs of asset control and governance reports and developing corrective measures in coordination with the concerned departments to ensure the sustainability and optimal utilization of assets.5. Inventory and review all value studies, ensure their compliance with the approved standards, follow up on their performance, measure their impact, submit reports and recommendations to the concerned organizational units in the Authority, and ensure improvement.6. Continuous monitoring of the value management system, awareness of organizational units and dissemination of best practices. Documenting lessons learned.7. Prepare and develop the value management system at the Authority, review and update the contractual terms and conditions to ensure the application of value studies to all projects in the Authority, and define and review the standards and controls for the implementation of value studies during all stages of the life cycle of assets/projects (design, implementation, operation and maintenance) in coordination with the concerned organizational units in the Authority.8. Follow up the implementation of circular economy practices in the Authority and submit reports and recommendations to the concerned regulatory units to ensure continuous improvement of the circular economy system with the aim of developing it.9. Prepare and develop the system for the application of 3D printing for buildings and projects of the Authority, determine and review the standards and controls thereof, supervise their implementation in coordination with the concerned organizational units in the Authority, and submit periodic reports.10. Prepare and develop the Authority's asset strategy in line with the Authority's strategy and international and pioneering best practices, supervise its implementation and sustainability, follow up on the related indicators, develop the necessary corrective plans, and submit periodic reports thereon.11. Review and analyze the risks related to the assets, properties and assets of the Authority contained in the concession agreements and response plans proposed by the regulatory units concerned with those assets and documented in the Enterprise Risk Management System, and propose appropriate adjustments to ensure the readiness and sustainability of assets and assets.12. Manage the acquisition, use and disposal of assets owned by the Authority and the franchise rights of which have been granted to the companies emanating from the Authority in accordance with the concluded agreements.13. Review and analyze the performance results related to the Authority's asset management system, identify areas of improvement, and make appropriate recommendations.14. Develop and update systems, processes, institutional documents and indicators related to value management on Authority level.15. Review feasibility studies for projects that result in assets and make appropriate recommendations thereon.16. Studying the operating levels of the actual assets and the extent of their impact on the life span and the optimal utilization of them.17. Coordinating the verification of AMD policies compliance with the stakeholders within the AMD department21. Coordinating the review, update of AMD processes with the concerns stakeholder within the AMD department and following up with the stakeholder with the AUTHORITY for the system approvals22. Identify and follow up on new initiatives and projects related to the authority’s assets and sectors to prepare the calculate asset maturity level24. Preparing and developing the AUTHORITY’s asset strategy in line with the AUTHORITY’s strategy and best global and pioneering practices, supervising its implementation and sustainability, and submitting its periodic reports.25. Reviewing the KPIs related to the asset management system at the AUTHORITY level, analyzing their results, identifying areas for improvement, and submitting appropriate recommendations.26. Preparing and developing the circular economy system in the AUTHORITY according to global best practices and international standards, supervising its implementation and submitting its periodic reports.27. Coordinate and monitor value management with relevant departments, ensuring effective communication, collaboration, and adherence to the Value Management Standard - BS EN 12973, and provide regular progress reports.28. Conduct reviews and identify areas needing improvement, and implement strategies to enhance value management definition.29. Review the ISO55001 external annual audit process, ensuring compliance with the requirements of the international standard for asset management, and provide regular progress reports.30. Coordinate the internal asset management audit process, ensuring compliance with established internal auditing standards and procedures, including quality standards, and provide regular progress reports.31. Collaborate with audit teams and stakeholders to address any identified non-conformities or areas for improvement, and develop/evaluate action plans to rectify deficiencies and enhance asset management practices.32. Develop and update asset management policies, procedures, and guidelines, and conduct necessary awareness workshops.
