The City of San Marino is seeking a passionate, seasoned or up-and-coming library professional who will embrace the opportunity to lead and develop an innovative and committed team of librarians and support staff and has a proven track record of fostering effective working relationships with local partners, stakeholders and volunteer groups. Reporting directly to the Community Services Director, the Library Manager plays a key role in preparing and managing the library's budget, strategic planning and policy development, technology integration, collection development, representing the library in the community and with stakeholders, and ensuring compliance with legal, regulatory, and funding requirements.
The Library Manager assigns and supervises employees and volunteers engaged in library operations. In total, the Library Division has 5 full-time and 30 part-time employees, for a total of 16. 25 Full-Time Equivalent staff members that collaborate with the Community Services Director to support the Crowell Library's daily operations. General DescriptionThe Library Manager is a member of the City's management team and participates with other managers and department heads to meet the goals and objectives of the city.
The incumbent is responsible to direct, manage, supervise, and coordinate the activities and operations of the Crowell Public Library within the Community Services Department including public and support services and provide highly responsible and complex administrative support to the Community Services Director. DISTINGUISHING CHARACTERISTICSThe Library Manager functions under the administrative direction of the Community Services Director; and is responsible to assign and supervise employees and volunteers engaged in library activities.
This position has management responsibility and collaborates with the Community Services Director to manage, direct, and administer library services to include the direct and indirect supervision of professional, technical, and support personnel, including volunteers. DutiesAssume management responsibility for assigned services and activities of the Crowell Public Library, including public and support services; manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs, and recommend and administer policies and procedures. Research and analyze the library and information needs of residents, now and in the future; develop and direct convenient, accessible, and cost-effective library services, programs, resources, and library facilities to meet the changing needs of the community.
Analyze, assess, and address community needs related to the library and recommend plans for modifying or extending library services, programs, and activities to meet community needs and lead the Library in adapting to new and emerging technologies. Research, analyze, and make recommendations for capital projects and facility operating needs that will meet residents’ expectations today, as well as anticipated future needs. Work with staff, the public, and the Library Board of Trustees to promote the mission, values, and vision of the library and to meet quality of life standards.
monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within department policy, appropriate service and staffing levels. Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work product, methods, and procedures; meet with staff to identify and resolve problems. Through managers, select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; and implement discipline and termination procedures.
Support the development and administration of the Crowell Public Library's annual budget; participate in the forecasting of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; and implement adjustments. Oversee and participate in the full range of public relations and communication activities; determine need for informational and promotional materials and how best to disseminate information to target audiences; approve design and content of materials; communicate library services and materials with users, library staff, Library Board of Trustees, support groups, community groups and organizations, City staff, and community members.
Identify and develop collaborative relationships with strategic community groups and City partners to complement the organization and to support the achievement of mutual goals; set and maintain customer service standards, solicit and respond to customer concerns, respond to and resolves difficult and sensitive citizen inquiries and complaints; follow-up with Library staff to ensure prompt resolution. Oversee collection development, to include the evaluation and selection of print and digital books media resources, Provide evaluation and recommendations related to technology infrastructure that supports daily operations, such as integrated library systems, applications, devices, and kiosks.
Provide responsible staff assistance to the Director of Community Services; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Library programs, policies, and procedures as appropriate; prepare and present staff reports and other necessary correspondence to the City Manager, City Council, and others. Serve as the liaison for the Crowell Public Library to other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
Represent the Community Services Director in City and professional meetings and work closely with resident boards and commissions and public and private officials to provide technical assistance, directly or through team members; serve as staff liaison to San Marino Recreation Commission. Report to, serve as staff to, advise, and/or assist with the operation of a variety of boards, commissions, and committees including the Library Board of Trustees, the Friends of the Library groups, and the Library Foundation.
Attend and participate in professional group meetings; represent the library in professional organizations and regional networks; participate in activities that promote libraries and librarianship. Stay abreast of new trends and innovations in the field of library science; monitor developments related to library operations and technology; evaluate the impact of new developments and recommend improvements to existing programs and procedures. Participate in the planning, development, and oversight of library facilities; establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
Assist with contract development and administration to include professional service agreements, agreements for the purchase of goods and memoranda of understanding. Create, train, and implement the Library Division’s safety, risk management and emergency plan. Attend City Council and other Board and Commission meetings. Education And ExperienceEducationA master's degree in library science from an American Library Association accredited college or university. ExperienceThree years of increasingly responsible professional librarian experience in a public library including three years of administrative and supervisory responsibility.
Licenses/CertificatesPossession of a valid California Class C driver's license with a satisfactory driving record, or the ability to get from point to point for training and meetings. 5 to 17 hours per month depending on years of service. Sick leave accrual up to 10 hours per month and employees may cash out balances in excess of 160 hours at the rate of . 50 on the dollar based on their hourly rate of pay. ADMINISTRATIVE LEAVEEmployees may accrue up to 80 hours of administrate leave annually. LIFE, SHORT-TERM AND LONG-TERM DISABILITY INSURANCEThe City provides a $50,000 basic life insurance plan and short-term and long-term disability coverage. 457b TAX-DEFERRED COMPENSATIONEligible for a dollar-for-dollar matching contribution to the City-sponsored deferred compensation program, up to a maximum City contribution of two hundred dollars ($200. 00) per month. SUPPLEMENTAL INSURANCE PROGRAMSThe City provides access to supplemental insurance programs currently administered through American Fidelity. EMPLOYEE ASSISTANCE PROGRAMEAP services designed to help manage life's challenges are available through Holman Professionally Group. HOLIDAYS 12 holidays per calendar year plus 1 floating holiday per calendar year. BEREAVEMENT LEAVE Up to 5 days for qualifying family members.
TUITION REIMBURSEMENT Maximum annual reimbursement is $2,500 per employee subject to available funds and the number of employees submitting for reimbursement. LONGEVITY PAYAfter 10 Yrs of Service, receives an additional 2% base salary. After 15 Yrs of Service, receives an additional 4% base salary. After 20 Yrs of Service, receives an additional 6% base salary. BILINGUAL PAYAdditional $100 per month for conversational verbal fluency in Cantonese, Taiwanese, Mandarin, and/or Spanish, subject to City Manager approval.
EDUCATION INCENTIVE PAYAdditional $200 per month for a bachelor's degree or $400 per month for a master's degree (or CPA license) from an accredited university in a related field that is not required by the classification. EDUCATION INCENTIVE PAYEligible after a minimum of 5 years of full-time employment with the City, shall be provided the following retiree medical contributions based on years of service with the City: 5-10 Yrs- $400 per month 11-20 Yrs- $600 per month 21 + Yrs- $800 per month.
