The Ministry is committed to building a workforce that reflects its core values of integrity, transparency, and service.Role DescriptionThe position will achieve its purpose through the following key duties:1. Provide strategic communications and media advice to the Minister for Civil Service (as required), Permanent Secretary and senior management to support informed decision making, protect Government and Ministry reputation, and ensure alignment with national priorities.2. Lead and coordinate the Ministry’s communications function, including the planning and implementation of integrated communication strategies across mainstream media, digital platforms and public engagement activities in support of policy implementation and organisational objectives.3. Draft high-level speeches, statements, briefing notes and key messages for the Minister, and Permanent Secretary ensuring accuracy, policy alignment, political sensitivity and consistency with Government communications standards.4. Manage and oversee media engagement and public relations activities, including responding to breaking news, coordinating media interviews, handling high-profile journalist enquiries, and organising press conferences and public events as well as contribute to Ministry level submissions to Parliament and Cabinet.5. Manage and maintain the Ministry’s digital platforms, including the official website and social media channels (Facebook,LinkedIn,Instagram,X,Tiktok & Youtube) ensuring timely, accurate and compliant dissemination of public information and effective engagement with stakeholders.6. Monitor, analyse and report on media coverage and public sentiment, identifying emerging issues and recommending proactive communication responses to mitigate risk and enhance public understanding.7. Plan, coordinate and deliver stakeholder and community engagement activities, including Ministry events, regional or community visits and outreach programmes, to strengthen relationships and public awareness of civil service initiatives.8. Ensure compliance with Government communication policies, protocols and ethical standards, including Ministerial media protocols, confidentiality requirements and public accountability obligations. Contribute to corporate planning, reporting and budgeting processes, including communications planning and alignment with broader Ministry activities and priorities. Knowledge & ExperienceAt least 3-5 years of experience in practical experience in a similar role; communications and /or Public Relations roleDemonstrated experience advising senior leaders on media strategy, reputational risk and high-profile/sensitive issues; proven record handling breaking news and journalist enquiries.Proven experience drafting and quality-assuring speeches, media releases, briefing notes, key messages and public statements for diverse audiences and channels.Proven experience drafting and quality-assuring speeches, media releases, briefing notes, key messages and public statements for diverse audiences and channels.Experience planning and delivering press conferences, public events, community outreach and regional visits, including messaging, logistics and on-the-day media handling.Good understanding of Constitution and applicable laws in FijiSkills & AbilitiesAble to quickly assess issues, anticipate risks, and provide clear, options-based advice to the Minister/PS/senior leadership—tailored to policy, political and operational realities.Ability to draft, edit and tailor high-level speeches, media releases, briefing notes, key messages and public information with accuracy, clarity and policy alignment.Skilled in managing media engagement, responding to breaking news, coordinating interviews, handling high-profile enquiries, and preparing spokespeople for public communication.Strong ability to monitor media and public sentiment, interpret trends, identify emerging issues early and recommend proactive or corrective communication actions.Effective at planning and delivering public events, stakeholder activities and community outreach, with strong interpersonal skills and adherence to government protocols, confidentiality and ethical standards.Service oriented approach, with a commitment to supporting the operational/corporate environment of the organization.
