Job SummaryPosition Title: Human Resources SpecialistProgram: Administration/Human Resources DepartmentClassification: Non-Exempt/Full-TimeWill work with the Chief Personnel Officer (CPO) to assist and direct the activities related to the organizations benefits and policies and practices including, but not limited to, employee leave, compensation, volunteer & internship ventures, and other HR related functions. Duties/ResponsibilitiesFMLA/Absence Policies Responsible for administrating FMLA, LOA and other agency policy regulated Leave of Absences. Understanding and complying with FMLA, related state laws, and CAP leave policies. Utilize the ADP/Total absence Management System to track and manage all Leave requests, both intermittent and continual.
Entering continuous Leave and report-out to managers and Finance/Payroll. Processing staff short-term and long-term disability claims. Employee Benefits Solid understanding of full cycle recruiting and solid knowledge of PA benefit regulations. Maintain all benefit related information in ADP and other related portals.
Support employees with Annual Open Enrollment; conduct presentations and for benefits Assisting employees with enrollment in benefits programs, such as health insurance, Life Insurance and 403b retirement fund Informing employees of any changes to their benefits/termination health coverage / COBRA options Liaison between 403b broker and employees for monthly one-on-one meetings Reconcile monthly employee benefit statements Coordinate Wellness Program for staff; including raffles and prizes. Unemployment Compensation Manage Unemployment claims through the Department of Labor portal. Represent CAP at Unemployment Compensation Hearings, when needed.
Give updates to the CPO and Finance Director on Unemployment Claims and related issues, as needed. Workers’ Compensation Process workers’ comp claims. Support employees with medical claims and billing, if needed. Assist with return-to-work plan between employee and supervisor. Lead monthly Safety Committee Meetings and support in maintaining compliance. Separation and Offboarding Conduct separation documentation for employees exiting the organization, ensuring all forms and requirements are completed accurately and timely. Facilitate exit interviews to gather feedback, identify trends, and support organizational improvement efforts. Coordinate offboarding processes, including final pay, benefits information, and return of company property.
Serve as a stand-in for conducting termination meetings in the absence of the Chief Personnel Officer (CPO), maintaining confidentiality, professionalism, and compliance with company policies. Performance Review and Evaluation Coordinate and monitor the 3-month performance review process for new hires, ensuring timely completion and documentation across departments. Oversee the annual performance evaluation process, including scheduling, communication, form distribution, and deadline tracking. Provide guidance to managers and staff on completing evaluations, offering support to ensure consistency and fairness.
Assist in the analysis and reporting of evaluation outcomes to support talent development and organizational planning Miscellaneous Duties Support the CPO with special projects Performs other related duties as assigned. Leads small group and committee assignments. Performs other related duties as assigned.
