UkraineConsultancy for Strengthening Climate Change Capacity in Ukrainian Red Cross SocietyOrganizationDanish Red CrossPosted 3 Nov 2025 Closing date 14 Nov 2025Consultancy in December 2025 Background.The Ukrainian Red Cross Society (URCS) is committed to strengthening its disaster response capacities at both the national and branch levels. “Strengthening Organizational Capacity of URCS to support Communities affected by Conflict and Disaster in Ukraine” Project funded by DRC prioritizes Disaster Management, National Society Development, promotion and Dissemination of International Humanitarian Law, accountability and sustainability as a core pillar. The Project aims to further enhance URCSs’ Disaster Management team capacity through comprehensive training in Climate Change and Disaster Management.URCS recognizes that Climate Change is an increasing driver of/or has an impact on humanitarian need and vulnerability in Ukraine due to increased risks in natural hazards exacerbated by the Conflict in Ukraine including Energy insecurity impact. Strengthening URCS’s institutional and branch-level capacity to integrate Climate Change adaptation and Disaster Risk Management into its core operations is therefore a priority. Within this effort, and supported by the DRC-funded project, a consultancy is being launched to design and deliver targeted training as a means of embedding knowledge and skills within URCS structures. ObjectivesThe consultancy’s overall objective is to strengthen URCS’s institutional and branch-level capacity to integrate climate change adaptation into Disaster Management and resilience programming. Scope of Work3.1 Training PreparationThe consultant will undertake for the following tasks:Curriculum Development: Develop a comprehensive training curriculum covering all aspects of Climate Change and Disaster Management, involving URCS staff, with a particular focus on adaptation of methodology to Ukraine context as well as providing action plan to develop possible modalities of activities for communities that could be adopted by URCS and implemented in future DM project activities.Resource Compilation: Compile and prepare all necessary training materials, including manuals, presentations, and case studies ensuring they are relevant to the Ukrainian context. Ensure all training materials are handed over in a format that can be updated and reused by URCS as well as support further adaptation of community DM activities, trainings, sessions etc.Preparation meetings: The Climate Change training is scheduled to take place from December 15th – December 19th in Kyiv, Ukraine. In-person/online preparation meetings with URCS participants are planned from December 8th to December 12th, in Kyiv.3.2 Training DeliveryFacilitation: Lead and facilitate the Climate Change training sessions scheduled for December 15th–19th in Kyiv, Ukraine. Ensure active participation and engagement from all attendees.Practical Exercises: Design and implement practical exercises and simulations to provide hands-on experience in Climate Changes and Disaster Management considering the protracted Conflict in Ukraine.Feedback Mechanism: Establish a structured feedback mechanism to gather participants input and make necessary adjustments to the training as needed.Outcome: First 4 days of the training should be focused on theoretical part for Climate changes, including practical exercises and experience sharing of best practices in this area. 5th day should be focused on practical sessions about adaptation of Climate changes methodology in URCS DM activities and programming.3.3 Post-Training ActivitiesEvaluation: Conduct comprehensive post-training evaluation to assess the effectiveness of the training and identify areas for improvement.Reporting: Prepare a detailed report summarizing the training activities, outcomes, and recommendations for future training sessions and activities.Conducting coaching sessions for URCS staff to help integrate Climate Change considerations into ongoing DM activities. DeliverablesThe Consultant Is Expected To Deliver The FollowingTraining Curriculum: A well-structured curriculum covering all relevant topics in Climate Changes and Disaster Management.Training Materials: All necessary training materials, including manuals, presentations, and case studies.Training Sessions: Successful facilitation of training sessions, including practical exercises and simulations.Post-Training Report: main focus for this document should be providing of recommendations for future steps on proper adaptation and integration of Climate changes into URCS DM activities and programming.Coaching sessions plan. DurationThe consultancy is expected to last for a period of one month, starting from December 1st 2025 to December 30th. QualificationsThe Consultant Should Possess The Following QualificationsEducational Background: Advanced degree in Disaster Management, Emergency Planning, or a related field.Experience: Demonstrated experience in conducting Climate Change training and capacity-building activities in different countries for Red Cross Societies.Skills: Strong facilitation, communication, and organizational skills.Knowledge: In-depth knowledge of Disaster Management, Climate Change including CVA. Familiarity with IFRC Strategy 2030, Climate and Environment Charter, anticipatory action, and community-based adaptation. Familiarity with Ukrainian context is an advantage.Language: English required; Ukrainian/Russian an advantage.
