OrganizationOxfam IrelandPosted 11 Nov 2025 Closing date 23 Nov 2025Oxfam Ireland is seeking consultancy support for the development of a 4 year 'Digital in Programmes' Strategy that will focus on 2 main areas; Promoting and Protecting Human Rights in the Digital Age, and Harnessing Digital Technology for Development and Humanitarian ImpactAt the same time, The consultant is expected to develop a strategy that incorporates Oxfam Values and Oxfam Feminist Principles, as well as adhere to these values and principles during the development of the products of the consultancy.The Oxfam Ireland Digital in Programmes and Rights Strategy produced by the consultant should be aligned and fit within Oxfam Ireland’s Strategic Plan (2020-2030) and Oxfam International’s digital priorities as expressed in the Rights in a Digital Age (RIADA) policy compendium and Oxfam International’s digital priorities as expressed in the Rights in a Digital Age (RIADA) policy compendium.The overall objective is to develop a Strategy that will:Map internal digital practices, capacities, and priorities within Oxfam Ireland and relevant confederation counterparts.Analyse external trends, risks, and opportunities, in Ireland, Europe and in global contexts related to ReCIPE - a) to identify focus areas and approaches for contributing to the creation and enforcement of rights respecting digital ecosystem and, b) better support deployment of digital tools and solutions in key nexus contexts. This includes analysis should also consider donor expectations and funding trends related to digital rights and innovation.Facilitate participatory consultations with staff, partners, and stakeholders. Develop a comprehensive strategy structured around the two pillars and that aligns with the Rights in a Digital Age (RIADA) policy compendium and Oxfam Ireland’s Strategic Plan (2020-2030).Produce a practical implementation plan with recommendations for capacity building, partnerships, and resources. This plan should include 3 years for implementation and 1 year for review and evaluation.Identify potential risks and mitigation strategies required for implementation.
