This position is subject to a range of vetting checks, including a criminal records check and/or disclosure to ensure program participants are safeguarded.About This RoleChildFund Sierra Leone is implementing a school and community health project funded by Proctor and Gamble (P&G) in Bo, Bombali, Kailahun, Koinadugu, Tonkolili, Moyamba and Kono districts. The overall goal of this project is to improve the health situation of rural communities in the above districts by reducing the incidences of waterborne diseases through the increased use of safe drinking water in 8,400 households, especially among children, and therefore improve the quality of life.Required Experience And Education A bachelor’s degree in social work, public Health or any relevant field . An equivalent combination of education and experience is considered 5 to 7 years of experience in implementing large-scale projects, particularly community-based ones At least 3 of years’ experience in project management/coordination particularly community interventions. S/he must have experience of working with a non-governmental organization (NGO) or preferably an international organization. Knowledge of the Sierra Leonean health system and policies/strategies related to Water Sanitation and Hygiene (WASH) and treatment is an asset. Experience in community health, WASH and waterborne disease prevention, treatment and management Strong monitoring and quality report writing skills and ability to absorb and process information across a wide range of issues. Experience in implementing grants or similar funding mechanisms is required. Primary ResponsibilitiesRemain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.Efficient And Effective Project Management Ensure compliance with ChildFund International’s policies and procedures. As the lead for the Children’s Safe Drinking Water project, coordinate, plan, implement, monitor, evaluate, and report on impact of the project in line with donor and Plan Requirements (PR) As a Project Coordinator for the Children’s Safe Drinking Water Project, coordinate, plan, implement, monitor, evaluate, and report on impact of the project in line with donor and Plan Requirements (PR) Provide field supervision of the project in collaboration with the Local Partners, Ministry Department and Agencies (MDAs) and District Councils Ensure timely implementation and reporting of project activities. Ensure project cycle management and implementation align with operational objectives (both quantitative and qualitative). Develop a strategic vision for the project and propose adjustments as needed. Serve as the focal point for technical and administrative aspects of the project with the Local Partners. Ensure functional links between the project’s activities and other ChildFund Sierra Leone projects, including other grants, NSPs and Sponsorship. Organize regular team meetings to ensure smooth operations. Plan team activities, validate team organization, and approve field mission schedules. Facilitate the review and adjustment of annual implementation plans for the objectives of project interventions to ensure that annual performance indicators and program quality standards are met. Provide technical assistance to ensure proper implementation of project staff and partners Establish good communications with all partners Provide technical support necessary to determine the strategic direction of the project. Participate in country review committee for the periodic review of the project and action plans Monitoring & Evaluation/ Knowledge Management Provide technical support necessary to determine the strategic direction of the project. Participate in country quarterly or periodic review meetings of the project and action plans Perform any other duties aligned with their skills. Facilitate the review and adjustment of annual implementation plans for the objectives of project interventions to ensure that annual performance indicators and program quality standards are met. Provide technical assistance to ensure proper implementation of project staff and partners Ensure project reports are completed on a time with quality Review the action plan and project activities to ensure interventions carried out as specified in the project document Initiate action on issues in reports raised by project staff and partners in consultation with program Director and other relevant parties Monitor the project internally, participate in internal evaluations, and attend regular M&E meetings with ChildFund & its Local Partners Coordinate the production of quality and authentic narrative and financial reports. Document project results through a final report on impact and debriefing workshops with Local Partners. Ensure project reports are completed on a time with quality Review the action plan and project activities to ensure interventions are carried out as specified in the project document Initiate action on issues in reports raised by project staff and partners in consultation with program Director and other relevant parties Risk Management: Complete risk assessment to identify risks for the project Develop a risk Matrix and Risk Mitigation plan for the project Execute Risk mitigation plan Logistics Establish a system for managing project equipment and mobile assets, including target tracking. Oversee project stock management especially on the Procter & Gamble (P&G) sachets Finance Monitor the project budget and alert the Program and Sponsorship Director of any deviations in line with donor requirements. Ensure all advances to partners and project staff are justified on time. Conduct monthly and quarterly budget vs. expenditure reviews. Ensure audit recommendations are followed by a corrective action plan and monitor its implementation. Project Visibility Contribute to identifying communication strategies for project activities. Ensure that the Children’s Safe Drinking Water Project implementation strategies and Water Management strategies are developed and integrated into the Project deliverables in ChildFund intervention areas. Coordinate project activities in synergy with other partners involved. Representing ChildFund with local authorities and project partners Represent ChildFund in meetings and networks assigned by the Program Director or Country Director. Demonstrated experience in serving as a technical specialist in multi-cultural work environments focusing on program development and management Excellent administrative, communications, negotiation and decision-making skills. Demonstrated ability to represent and interact with donors, government officials, international organizations and NGO representatives Strong organizational, inter-personal, communication and report writing skills
