Department Manager

Location: Singapore (with travel to China)Contract Type: PermanentAbout the RoleOur client is seeking an experienced Department Manager / Crew Supervisor to lead international crew operations, ensuring efficient recruitment, deployment, training, and compliance for global maritime personnel. This role requires strong leadership, hands-on management experience, and a deep understanding of international crewing standards and regulations.Key ResponsibilitiesDevelop and implement effective ship crew recruitment strategies to ensure quality and compliance.Manage crew deployment schedules, shift rotations, and workforce planning to ensure smooth operations.Oversee crew payroll and welfare programs, ensuring timely and accurate processing.Design and execute comprehensive international crew training frameworks (including pre-employment, safety, and certification renewals).Maintain a digital certificate management system for tracking credentials such as competency, professional, and medical certifications.Collaborate closely with headquarters on HR, financial, and administrative coordination.Conduct regular audits and ensure adherence to international maritime labor regulations.Job RequirementsBachelor’s degree or higher in Navigation, Maritime Management, or related field.Minimum 3 years of experience in international crew management, including at least 2 years in a leadership role.Preferably holds senior seafarer certifications (e.g., Master Mariner or Chief Engineer).Strong knowledge of international crewing processes, cost control, and compliance standards.Experience in oil or chemical tanker crew operations is highly advantageous.Fluent in spoken and written English; able to communicate across cultures.Willingness to travel internationally as required.Demonstrated organizational and problem-solving skills with a collaborative and safety-driven mindset.Work LocationsPrimary: SingaporeSecondary: China
