JOB RESPONSIBILITIESLeadership and Team Management for the section of Intergrated risk, credit risk, climate risk, country risk, sovereign risk, product risk management.Oversee the daily activities and performance of team members, ensuring all assigned tasks are completed in compliance with internal policies, regulatory requirements and directives or standards set by the parent bank.Offer constructive feedback, technical guidance and professional support to team members in their respective areas of risk management, define clear roles and responsibilities, and foster accountability to achieve departmental objectives.Mentor and coach staff to enhance their expertise, address skill gaps, and promote proactive problem-solving and collaboration within the team.Prepare and present regular risk reports and updates to senior management and the board of directors, highlighting key risk exposures, trends, and recommended actions.Review and enhance Weekly Financial Bulletin, oversee the preparation of the Weekly Financial Bulletin, including reviewing and revising content to ensure accuracy, quality, and alignment with the Parent Bank’s standards, contributing substantial updates or improvements as required.Produce Web-Based News of the risk management department, summarizing the Bank’s risk management experiences and achievements in operatings, management, and innovation, while sharing outstanding practices, success stories, and innovative approaches through the ICBC Group’s intranet.Compile a Comprehensive Risk Identification Report biannually, identifying potential risk exposures and proposing mitigation measures.Prepare a Risk Management Evaluation Summary Report biannually, evaluating the effectiveness of risk management frameworks and providing recommendations for improvement.Prepare Internal Rating Inspection Reports and monitor the implementation of rectification plan after the rating inspection on a timely basis.Submit Ad Hoc Updates on Global Market Dynamics to the parent bank, providing insights into significant developments and emerging risks.Prepare Thematic Reports as assigned by senior management, delivering actionable insights or strategic issues.Oversee the preparation of the biannual Geopolitical Landscape Research Report by reviewing, proofreading, and refining the content to ensure clarity, accuracy, and alignment with the Bank’s strategic objectives, while providing substantial feedback and necessary revisions.Revise and update the Bank’s internal policies in accordance with Malaysian regulatory requirements and Parent Bank’s guidelines, internalizing and refining these standards to ensure compliance and effective risk management within the scope of my responsibilities.Assist in developing and implementing the Bank’s overall risk management framework, covering “9+X” risks in line with Parent Bank’s guidelines.Implement the work requirements related to the KPIs under the “One Policy for One Bank” framework assigned to the Risk Management Department.Act and carry out the duties of the secretariat for Management Risk Management Committee (MRMC). To play active roles In various management committees (such as Credit Committee etc) according to the terms of reference set.To act as a key liaison person to communicate and coordinate with Parent Bank and other institutions of ICBC Group on risk management related operations/controls.To serve as a key liaison person for internal audits within assigned areas, facilitating communication, providing necessary documentation, addressing findings, and ensuring timely implementation of recommendations.Promoting periodic /adhoc training related to risk management to the Bank' s staffs. To ensure the department's staffs are equipped with necessary knowledge and skills in handling the tasks assigned and to facilitate their career advancement.To perform and undertake ad-hoc tasks assigned by Senior Management from time to time.Assist the Head in Risk Management Activities.Assist Head to promote a prudent risk management culture and practice, to safeguard the Bank' s interest through facilitating the establishment of governance infrastructure, and to ensure compliance with the applicable laws, regulations, internal guidelines, manuals and policies.Collaborate with the Head to facilitate the development of integrated risk appetite and management framework of the Bank, which covers “9+X” risks. Such framework is intended to provide guidance of risk management functions ranging from risk identification, risk measurement, risk control, risk monitoring and risk reporting.Collaborate with the Head, internal departments, and external stakeholders to address risk-related issues, ensuring alignment with regulatory requirements and organizational objectives.JOB REQUIREMENTSAt least a Bachelor Degree in finance, banking, accounting or equivalent from a reputable university. Preferably with AICB’s recognised professional certificate on risk management.At least 10 years’ experience in risk management function. Minimum 5 years of experience in leading a team in the area of risk management function. Strong analytical skills and resourceful of business/ industry development.Business acumen.Good interpersonal and communication skills, with the ability to interact with all level of management.Conversant in English and Chinese (spoken/written).PC literate preferably in Windows Microsoft Office (e.g. Words, Excel, etc).
