Cardiff, Glasgow, LondonJob SummaryWe are seeking a Director for Business Change, a role which will be accountable for defining the vision, objectives, and strategic direction of the Ofgem change programme, ensuring it collectively delivers the intended organisational outcomes and benefits. This programme will align Ofgem with the findings of the DESNZ Review of Ofgem, that is currently underway, and results are expected to be announced in late Autumn 2025. The programme is expected to deliver new ways of working, digital transformation, and cultural change to ensure we are fit for the future.Job DescriptionReporting directly to the Chief Operating Officer and serving as an active member of the Senior Leadership Team, you will: Act as the visible sponsor for organisational change, providing leadership and direction to senior stakeholders and supporting strategic decisions. Own the strategic outcomes of the change programme, ensuring alignment with organisational objectives and approving prioritisation and investment decisions. Chair the Steering Committee, address escalated issues, and ensure risks and benefits are reviewed and managed at programme level. Drive cultural change and engagement at a strategic level while championing change capability across the organisation. This role requires a strategic thinker who can drive change, cultivate trusted relationships, and galvanise teams to deliver results in a politically sensitive context. Brings a directive and outcomes-focused leadership style, capable of setting a clear vision, making tough decisions, and driving delivery in low change maturity environments. Change management credentials – proven track record of designing and executing large-scale projects and change programmes, driving tangible improvements and operational efficiencies, particularly within a digital context. Demonstrates the ability to lead through change, fostering a culture of innovation, accountability and continuous improvement. A senior advisor - brings the credibility and resilience to influence at Board level, engage senior stakeholders across government and industry, and inspire confidence across all levels of the organisation, adopting an open approach and unafraid to make decisions when necessary. A strong communicator - highly credible communication skills, with experience of building strong stakeholder relationships, high emotional intelligence and engendering trusted relationships that achieve buy-in and commitment.Desirable criteria Energy sector experience – knowledge and experience that allows you to actively contribute across the board on a range of issues. Knowledge and understanding of the impact the change programme will bring to government, Ofgem, consumers, and the energy industry. Public sector experience – an understanding of change in a public sector context, ideally complemented by direct private sector exposure or a demonstrable commercial mindset.
