This role requires high-level technical expertise, leadership, and governance to ensure the successful execution of BDC’s strategic real estate developments, while maintaining the integrity of heritage sites and complying with all regulations.Role and Responsibly Leadership and Strategic Direction:Provide strategic oversight of all construction-related activities, ensuring alignment with BDC's strategic objectives, goals, and governance frameworks.Lead and mentor construction teams, contractors, and consultants, guiding them toward achieving project objectives while maintaining the highest standards of quality and compliance.Make timely decisions to resolve challenges related to site logistics, compliance, and stakeholder concerns, ensuring project goals are met.Project Oversight and Execution:Oversee the planning, design, and construction phases of all projects, ensuring that each project is delivered on time, within budget, and meets quality standards.Manage day-to-day operations, including site management, safety, quality control, and contractor performance.Provide input during the planning and budgeting phases to assess constructability, cost implications, and project-specific challenges (e.g., logistics, soil conditions, heritage compliance).Ensure that technical solutions are practical, compliant with JHD regulations, and aligned with organizational goals.Technical Competency and Construction Governance:Ensure adherence to JHD’s construction-related requirements, including the protection of UNESCO buildings, vibration control, dust mitigation, and structural protection.Provide expertise in addressing challenges such as weak soil conditions, high underground water tables, and narrow, restricted-access heritage sites.Oversee construction schedules, costs, quality, and risks using robust governance frameworks.Utilize project management software (e.g., Primavera P6, MS Project) and construction monitoring tools to track project progress and ensure compliance.Regulatory Compliance and Risk Management:Ensure all construction projects comply with local, state, and national regulations, including health, safety, environmental requirements, and JHD heritage preservation standards.Collaborate with regulatory bodies and permitting agencies to secure necessary approvals and certifications.Proactively identify and mitigate risks associated with construction activities, including regulatory delays, contractor issues, and site challenges.Ensure a safe working environment on all job sites, adhering to safety protocols and construction standards.Financial and Budget Management:Oversee construction project budgets, ensuring cost control, financial transparency, and alignment with ROI goals.Work with finance, procurement, and project management teams to ensure that construction execution aligns with the project budget and financial objectives.Monitor expenditures and provide regular financial updates to senior management, highlighting any variances or potential cost-saving opportunities.Stakeholder Management and Cross-Functional Collaboration:Collaborate with key stakeholders, including JHD regulators, procurement, asset management, design, project management, and contractors to ensure smooth project execution.Serve as the primary point of contact for senior leadership, the CEO, and the Board of Directors regarding construction progress, risks, and financial performance.Ensure alignment between construction teams, clients, contractors, and regulatory bodies, managing any disputes or conflicts effectively.Quality Assurance and Control:Implement and enforce strict quality control measures to ensure construction work meets or exceeds established standards.Conduct regular site inspections to monitor progress, quality, and compliance with project specifications.Address and resolve quality issues promptly, ensuring corrective actions are taken to maintain high standards.QualificationsBachelor’s or Master’s degree in Construction Management, Civil Engineering, or a related field.10–12 years of total experience in construction management, including 5–7 years in a senior leadership role overseeing multiple construction projects.Experience in managing large-scale construction projects across various sectors, including commercial, residential, and industrial projects.
