Job Description Commencement: January 2026 Contract duration up to 31 December 2026 Based in either Port Moresby, Central or Sandaun Province, or the Autonomous Region of Bougainville Open to PNG citizens only About The ProgramThe Partnerships for Improving Education (PIE) Program is a 5-year, Government of Australia investment to support the Government of Papua New Guinea and the Autonomous Region of Bougainville (ARoB) improve delivery of access to quality education in the early grades. The program supports national and sub-national levels in four locations. Through facilitating, testing and monitoring innovative ways to address priority challenges related to access and retention, and the upgrading of skills of early grade teachers, PIE seeks to influence policy and systems-based change to improve learning outcomes for girls, boys, and children with disabilities.The end-of-investment outcomes (EOIO) for the PIE investment are:Targeted Outcome 1: More children (girls, boys, and children with disabilities) in the early grades enrol and stay in school in selected provinces using replicable and sustainable approachesTargeted Outcome 2: Targeted provinces are using sustainable and replicable approaches to support improvements in the quality of teaching and learning in the early gradesEnabling Outcome 3: Evidence of systemic change within the education sector that improves the delivery of early grades educationAbout The OpportunityThe Disability Inclusion Adviser will provide strategic and technical guidance with targeted and mainstream inclusion practices, oversee training and resource development, and promote the full and meaningful participation of persons with disabilities in PIE supported education initiatives in target locations.More broadly, the Adviser will bring lived experience and expert knowledge to champion disability equity and rights and promote the visibility, participation and leadership of Papua New Guinea Assembly of Disabled Persons (PNGADP), organisations of people with disability (OPDs) and people with disability within the education sector at national and subnational levels.Key ResponsibilitiesThe Adviser will be responsible for but not limited to the following:Strategic advice and capacity strengthening Provide strategic guidance and input to PIE team and partners to ensure disability equity is integrated across program activities. Support capacity building of education officials, teacher trainers and school stakeholders on disability rights and inclusive education principles. Advise on the effective engagement and meaningful participation of OPDs and people with disability in program implementation and monitoring. Lead and provide input on rollout of inclusive education in-service training and support delivered through Inclusive Education Resource Centres (IERCs) and education partners Review and contribute to the development of accessible teaching and learning materials, ensuring alignment with universal design and inclusive education principles Support the creation of tools, guidelines, and training materials for inclusive education practices in accessible formats. Advocacy and awareness raising Lead and support advocacy initiatives to raise the profile of PNGADP, OPDs and people with disability as experts and leaders in the disability and education sectors. Collaborate with PNGADP, OPDs and strengthen engagement with people with disability in the education sector to ensure they have a leading role in shaping, implementing, and driving work in disability equity and rights. Represent the PIE Program in relevant governance and technical working groups, forums and coordination meetings focused on inclusive education. Champion disability-inclusive education through advocacy with government and education sector stakeholders. Develop and lead school community awareness campaigns and outreach activities to reduce stigma, shift attitudes and beliefs, and promote the rights of teachers and learners with disabilities. Contribute to reporting and knowledge-sharing products to document inclusive education progress and to promote learning across partners. Guide discussions and actions on how disability disaggregated data is shared and used. Key deliverables Co-development and review of inclusive education tools, resources and advocacy materials. Support for the rollout of the Inclusive Education Policy in schools. Advocacy strategies co-developed with PNGADP, OPDs and people with disability to strengthen their role and visibility in the education sector. Provision of guidance tools, and/or approaches to support increased understanding of the application of reasonable accommodation and application of disability disaggregated data. Demonstrated knowledge of disability equity and rights, and inclusive education principles and practices, including familiarity with universal design for learning (UDL) and reasonable accommodation. Proven experience integrating disability-inclusive approaches into education or health programs, activities or policies at national, regional or provincial levels. Experience leading or contributing to advocacy campaigns, community awareness or behaviour-change initiatives aimed at reducing stigma and shifting social beliefs and attitudes toward disability, and promoting the visibility, rights, and expertise of people with disabilities within education or health sectors. Proven ability to coordinate activities across relevant agencies and organisations and develop and maintain strong and active working partnerships with government counterparts, civil society organisations, school leaders and/or community stakeholders.
