According to the United Nations, more than 11.7 million people have been displaced, including 4.2 million who have fled to neighboring countries. The takeover by the Rapid Support Forces of El Fasher, North Darfur, toward the end of October 2025, has brought another turning point to the biggest humanitarian crisis in the world. The city remains closed, with food, medicine, and relief supplies blocked despite urgent appeals for access.The takeover has worsened conditions in an area already devastated by sustained conflict. Fighting in and around the city resulted in the displacement of more than 450,000 people, driving most of those who are able to seek refuge in Al Tawila locality. Due to its proximity to the frontlines, services in Al Tawila are quite limited, and operational partners are unable to cope with the magnitude of the need, given the influx of displaced families and individuals. The movement of populations from El Fasher has also spilled over to other areas, such as in the east and central Jebel Mara region. Central Jebel Mara, where International Medical Corps is supporting Golo hospital and eight other primary healthcare facilities, has seen an increase in the utilization of health services by newly arrived internally displaced persons (IDPs).General purpose of the positionThe Emergency Coordinator is responsible for the implementation of humanitarian response from the onset of an emergency in strict coordination with the team in Darfur and with the Regional Office Emergencies (RoE).Revise ongoing programmes and strategies in case of rapid scale-up or deterioration of humanitarian crises in countries and areas where INTERSOS is already present, to respond to the most urgent needs.Conduct a humanitarian analysis and inform the team at HQ and the field level about INTERSOS policies.The Emergency Coordinator is hierarchically supervising the Emergency Team in the geographic area of competence upon request and proxy from the RoE Regional Director.The Emergency Coordinator is functionally supervising the Programme Team (where present) in the geographic area of competence.Main Responsibilities And TasksConduct assessments in areas targeted by the first response and in new areas of intervention.Make contextual crisis analysis and provide inputs to facilitate a strategic decision-making process related to emergency response and to support the design of a mid-term strategy mission in the area.Identify intervention opportunities and support Regional Directors to develop project proposals and concept notes in line with the findings of assessments and RoE strategic priorities for the submission to international donors and private foundations.Give inputs on the economic sustainability of the mission.Is responsible for the specific program implementation, in coordination with the emergency team deployed on the field.Identify areas of need of additional resources and collaborate with RoE Regional Director Head to re-allocate funds within the budget and identify possible funding sources.Guarantee the respect of values, Code of Ethics and INTERSOS Organization Management and Control Model.Overview the respect and adherence to donors’ procedures.Guarantee constant presence and active participation in the coordination fora with local and international stakeholders, enhancing visibility of INTERSOS’s intervention.Establish, guarantee, and periodically monitor the government’s recognition, accreditation procedures, and other formalities required in the country.Is responsible for notifying different embassies of expatriates and, where relevant, to international organizations, of the presence of international personnel in the mission.Work with emergency finance and administration teams to plan and monitor the budget and set monthly forecasts, ensuring that resources are appropriately spent.Contribute to the recruitment of local personnel with the support of the Human Resources department.Provide support and induction to staff engaged in the emergency response programme.Is responsible for security and, with the support of the Security Referent, defines specific procedures and rules.
