We are searching for an experienced Energy Policy & International Cooperation Advisor at our Mexico City facility.Primary Duties And ResponsibilitiesThe UK PACT (Partnering for Accelerated Climate Transitions) programme aims to provide technical assistance and capacity-building support to partner countries to reduce greenhouse gas emissions and achieve climate goals while supporting poverty alleviation.UK PACT Mexico is seeking a qualified Energy Policy & International Cooperation Advisor with senior-level experience to support in strengthening the Mexican Ministry of Energy’s (SENER) capacity to coordinate international energy cooperation and maximise the impact of projects, while avoiding duplication. The intervention directly supports SENER’s priorities by enhancing policy instruments and reinforcing long-term energy planning tools critical to Mexico’s energy transition.This assignment will be full-time, based in Mexico City for a fixed term of 12-months from commencement, likely from February 2026 through February 2027 (with the potential to start sooner pending contracting and availability).The Energy Policy & International Cooperation Advisor’s Responsivities Will Center Around The Development Of 1) a Strategic Report On International Collaboration For Climate-aligned Energy Planning And Nationally Determined Contributions (NDC), And 2) a Report With Activities And Recommendations To Enhance International Cooperation On Long-term Energy Planning And NDC Implementation. The Advisor Will Work Directly With SENER’s International Affairs And Energy Planning Units ToCoordinate bilateral and multilateral cooperation initiatives. Provide technical and strategic inputs for energy policies. Facilitate inter-institutional dialogues with SENER, the Ministry of Environment and Natural Resources (SEMARNAT), and other Ministries. Align international technical assistance with national priorities. Serve as a liaison between SENER, SEMARNAT, and international partners.The main activities to be carried out by the Energy Policy & International Cooperation Advisor include the following: Conducting an analysis of current projects and strategic coordination to support energy policies, planning, and NDC 3.0 inputs;Identifying policy priorities, gaps, and opportunities for partnership mechanisms;Providing technical inputs to inform energy policies and planning tools for the energy transition; Contributing to long-term energy transition scenarios, coordinating modelling efforts, and integrating international best practices into national policy planning; Facilitating inter-institutional coordination processes to strengthen climate-aligned policies and their implementation;Developing and presenting recommendations for effective coordination between SENER and other federal and subnational institutions to achieve decarbonisation targets, including NDC 3.0;Documenting insights and lessons learned from international cooperation through systematic records of meetings, work plans, and outcomes to reinforce SENER’s partnerships;Preparing and sharing policy briefs with evidence-based recommendations to inform enhanced energy transition policies and instruments;Compiling and disseminating communication materials (briefing notes, summaries, and tools) to spread strategic insights and international best practices on energy planning and NDC commitments; Reports on progress and participating in executive meetings with designated SENER officials and with UK PACT as needed to discuss progress, key issues, and opportunities (frequency to be defined in coordination with the counterpart), to include a final close-out meeting.Required QualificationsA relevant Master’s degree or higher in energy policy, environmental engineering, sustainable development, international relations, or related field; or comparable senior-level experience in similar fields and projects;Professional track record in energy sector coordination, policy development, or related areas, with proven results in multi-stakeholder environments.Technical expertise in energy transition frameworks, long-term planning tools, and decarbonisation pathways; proficiency with regulatory frameworks, project management, and analytical tools (e.g., energy modelling, GIS, data analysis).Knowledge of Mexico’s NDC commitments, climate governance, and international climate agreements.Experience managing bilateral/multilateral energy and climate cooperation projects.Strong skills in policy analysis, results-based management, and inter-institutional dialogue.Demonstrated leadership in coordinating teams and engaging with government, private sector, and community stakeholders.Excellent communication, reporting, and diplomacy skills; fluency in Spanish and English required (other languages an asset).Understanding of Mexico/Latin America’s socio-economic and political context, with commitment to inclusive and sustainable practices.Applications will be reviewed on a rolling basis, interested candidates are encouraged to submit their CVs via the portal as early as possible.
