Working in close collaboration with the Ministry of Education and other national and local stakeholders, World Education has implemented large-scale education initiatives across northern Mozambique, including in Nampula, Zambézia, Cabo Delgado and Niassa provinces.These programs have focused on strengthening teacher professional development, improving instructional quality, promoting inclusive and gender-responsive pedagogy, supporting bilingual and multilingual education approaches, and reinforcing education system management and accountability at provincial, district, and school levels.World Education’s work in Mozambique emphasizes strong government partnership, evidence-based approaches, and sustainable systems strengthening to improve learning outcomes for all children.ResponsibilitiesThe Finance and Operations Manager is responsible for leading and coordinating all finance, operational, and HR functions in support of a new World Education–led education program in Niassa Province. The position ensures sound financial management, compliance with donor and organizational policies, and efficient operational systems to enable high-quality program implementation. The role works closely with program leadership, technical teams, and partners to ensure that financial and operational systems support the timely delivery of activities and the effective use of resources. This position will report to the Program Director with a dotted line to the Director of Finance and Operations. This position will be located in Niassa.ResponsibilitiesFinanceEnsure adherence to the program’s internal financial control systems in accordance with donor requirements, organizational policies, and Mozambican regulations.Manage and monitor program budgets and funding projections, in coordination with the Program Director, to support effective planning and decision-making.Ensure timely payment of all statutory taxes and financial obligations in accordance with national legislation and donor requirements.Oversee cash management, including monitoring cash balances and ensuring timely and accurate bank and cash reconciliations.Supervise and support the finance team in day-to-day financial operations and compliance with established controls.Establish, monitor, and maintain accounting and financial documentation systems to ensure transparency and accountability.Ensure timely and accurate submission of financial reports, forecasts, and expense documentation to senior management and donors, as required.Oversee financial data entry and integrity in the program’s accounting system.Manage systems for travel advances, expense reporting, and follow-up on outstanding advances.Review and approve financial documentation and supporting documents prior to payments and periodic financial closures.Proactively communicate financial risks, challenges, and mitigation measures to program leadership.Operations and AdministrationOversee procurement processes, ensuring transparency, competitiveness, and compliance with organizational and donor policies.Lead preparation and monitoring of annual procurement and operational plans.Ensure effective filing, archiving, and documentation systems for operational and administrative processes.Oversee asset management, including inventories, tracking, and periodic verification of program equipment and supplies.Coordinate logistics, facilities, and administrative support functions required for program implementation.Monitor operational expenditures and support budget reviews and realignments in coordination with program leadership.Supervise operational staff and manage service providers as relevant.Perform other duties as assigned by the Program Director.Human Resources and Legal AdministrationProvide oversight and support to human resources functions for the program, ensuring compliance with organizational policies, donor requirements, and Mozambican labor law.Coordinate with external legal counsel on labor, contractual, and regulatory matters related to staff and program operations.Support organizational registration, licensing, and statutory compliance processes at national and provincial levels, including liaison with relevant government authorities as required.Oversee and support recruitment processes in coordination with program leadership, including contracting, onboarding, and induction of staff and consultants.Ensure proper maintenance and confidentiality of personnel files and HR documentation.Support the administration of employment contracts, benefits, and insurance coverage in line with organizational policies and national legislation.Coordinate processes related to work permits, visas, and residency documentation for international staff and consultants, in collaboration with legal counsel and HR focal points.Ensure timely completion of probationary and annual performance review processes in coordination with supervisors.Advise program leadership on HR-related risks, compliance issues, and mitigation measures.Ensure adherence and compliance with all organizational policies including safeguarding, child protection, gender equity, and ethical conduct.QualificationsMaster’s degree in Accounting, Finance, Business Administration, or a related field; equivalent professional qualifications with relevant experience may be considered.At least 8–10 years of progressively responsible professional experience in finance and operations, including a minimum of 5 years in a management role.Demonstrated experience managing finance and operations for large, donor-funded programs in the education sector.Strong knowledge of budgeting, financial reporting, internal controls, and compliance.Proficiency in Microsoft Office, particularly Excel; proficient in Quickbooks database.Strong organizational, analytical, and problem-solving skills.Ability to work under pressure, manage multiple priorities, and meet deadlines.Language: Fluency in Portuguese required; working proficiency in English strongly preferred.Travel Expectations: Willingness and ability to travel domestically as required.Work Authorization/Visa Requirements/Sponsorship: Must be eligible to work in Mozambique without visa sponsorship now or in the future.Interested candidates should submit their resumes and cover letters online by 03/09/2026.No phone calls please.Principals only please.
