General Manager - Design D Engineering Consultancy

Position Overview:The General Manager will lead and oversee the end-to-end operations of Design D Engineering Consultancy, ensuring excellence in design review, site supervision and specialist technical services. The role requires strong leadership, commercial acumen and technical depth to manage multidisciplinary teams, ensure compliance with regulatory standards and align service delivery with PCFC-I’s strategic objectives and development vision.Key Responsibilities:1. Strategic Leadership & OperationsLead the overall operations of Design D, ensuring alignment with PCFC-I’s investment and development goals.Develop and implement strategic plans for design review, supervision and specialist service operations.Identify, pursue and secure new business opportunities in the areas of design review, site supervision and specialist consultancy services across PCFC and external clients.Establish business development targets, KPIs and operational frameworks to achieve financial and performance objectives.Manage relationships with clients, government entities, consultants and contractors to ensure project success and compliance.2. Design Review & Technical OversightOversee multidisciplinary design review teams covering architecture, structural, MEP, infrastructure and sustainability aspects.Ensure team submissions comply with relevant standards and authority regulations.Drive value engineering initiatives and ensure design quality, constructability and cost-efficiency.Coordinate with internal and external design teams to resolve technical issues and expedite approvals.3. Site Supervision & Project DeliveryDirect site supervision teams to ensure adherence to approved drawings, specifications and HSE standards.Monitor progress, quality and compliance through structured reporting and review mechanisms.Oversee resource deployment and performance management of supervision staff across projects.Liaise with contractors and clients for timely resolution of technical and contractual matters.4. Specialist & Outsourced ServicesManage and coordinate specialist service partners.Evaluate and onboard qualified service providers to support complex project requirements.Ensure that outsourced services are efficiently integrated within project delivery frameworks.5. Financial & Commercial ManagementDevelop annual budgets and business plans; oversee revenue targets and cost optimization.Ensure profitability of ongoing and future projects through efficient resource planning and financial discipline.Review and approve proposals, fee structures and contractual terms for consultancy and supervision projects.Monitor project cash flow, invoicing and financial performance in coordination with PCFC Finance.6. People Leadership & Organizational DevelopmentBuild and lead a high-performing multidisciplinary team.Identify recruitment needs and support HR in hiring, training and talent development.Foster a culture of accountability, collaboration and continuous improvement.Mentor project managers and engineers, ensuring adherence to best practices and corporate standards.7. Governance & ComplianceEnsure compliance with PCFC, Trakhees and Dubai Government regulations.Ensure contracts, designs and supervision activities align with corporate governance and risk policies.Qualifications & Experience:Bachelor’s degree in Architecture / Civil / Structural / MEP Engineering (Master’s degree preferred).Minimum 15 years of experience in design review, supervision and consultancy management.Proven track record in leading large-scale real estate, infrastructure or mixed-use developments.Strong understanding of UAE regulatory processes, design codes and authority liaison.Experience in business strategy, P&L management and stakeholder engagement.Key Skills & Competencies:Leadership and organizational managementDesign and technical review expertise (multi-disciplinary)Contractual and commercial acumenStakeholder communication and presentation skillsStrategic planning and business developmentQuality assurance and regulatory complianceDecision-making under pressureFluency in English (Arabic is an advantage)Reporting Line:Reports to: Executive Director – PCFC InvestmentDirect Reports: Department Heads (Design, Supervision and Specialist Services)Only matching candidates are encouraged to apply and will be contacted by member from our talent team.
