My client is seeking a highly credible and experienced Head of Custody Oversight (PCF-36) to lead their Custody Oversight function in Dublin. This is a Pre-Approved Control Function role under the Central Bank of Ireland’s Fitness & Probity regime and carries significant regulatory accountability.This appointment requires a senior custody, depositary or asset-safekeeping professional with the authority, judgement and leadership capability to oversee a global sub-custodian network, ensure compliance with regulatory expectations, and confidently represent the firm to the Central Bank of Ireland.The OpportunityThe Head of Custody Oversight will lead a specialist team of five (including an AVP and VP), with responsibility for the full custody oversight programme—covering governance, due diligence, monitoring, market risk assessments and delegate oversight.This is a critical leadership role that follows a period of heightened CBI scrutiny after historical oversight gaps (now closed). As such, the incoming leader must demonstrate credibility, resilience and regulatory confidence, with the ability to maintain and further strengthen the control environment.Key ResponsibilitiesAct as PCF-36 and lead the Custody Oversight function, with full accountability for asset safekeeping oversight across delegated custody arrangements.Own the annual custody oversight programme, including governance, due diligence, ongoing monitoring, risk assessment and escalation.Lead engagement with the Central Bank of Ireland, including regulatory inspections, thematic reviews and supervisory meetings.Ensure strong compliance with UCITS, AIFMD and CBI regulations relating to custody, delegation and safekeeping.Conduct and oversee market risk reviews, horizon scanning and crisis impact assessments relating to safekeeping (e.g., sanctions, geopolitical events).Provide senior stakeholder reporting, MI, risk commentary and Board-level insight.Strengthen oversight frameworks and controls; drive continuous improvement and embed best practice standards.Lead, mentor and develop a high-performing team, ensuring clarity of responsibilities, succession planning and engagement during organisational change.Build strong internal and external relationships, commanding respect and influence across senior levels.Ideal ProfileThe successful candidate will demonstrate:Background & ExperienceStrong senior-level experience in Depositary, Global Custody Oversight or Sub-Custodian/Network Management.Prior PCF-36 experience is a significant advantage, but strong candidates without PCF status may be considered if they can clearly demonstrate credibility for Fitness & Probity approval.Proven, confident regulatory engagement experience (Central Bank of Ireland or equivalent), with the gravitas to represent the organisation effectively.In-depth understanding of UCITS and AIFMD safekeeping obligations and oversight standards.Leadership & Personal AttributesHighly credible senior presence with the ability to inspire confidence at Board, regulator and executive level.Strong people leadership capability—able to lead, retain, develop and motivate a team through change.Excellent judgement, stakeholder management and communication skills.Able to work under pressure and maintain high standards in a regulated environment under scrutiny.Integrity, resilience and a proactive, solutions-focused approach.What’s on OfferStrategic, high-profile leadership role with direct regulatory accountability.Significant senior stakeholder visibility and opportunity to shape the future of the function.Competitive compensation and benefits package.Hybrid working environment with a strong culture of collaboration and professionalism.Interested?If you are interested in being considered for this opportunity, please contact Louise Delaney on 01 726 7194 in strict confidence or click Apply below.Voted ‘Best in Practice – Accounting & Finance’ in 2022, 2017, 2015, 2013 and 2012, Quest is a team of highly experienced Financial Recruiters specialising in the recruitment of Financial Services professionals.
