As the pioneer and leader in global employer of record (EOR) solutions, they empower organizations to recruit, hire, pay, and manage teams across 187+ countries — without the need to establish legal entities.They are looking for an experienced HR Services Manager to oversee and deliver exceptional HR Services, managing and coordinating daily activities between their EOR business and Partners, Clients, and Workers to effectively and compliantly manage workers’ employment.As the HR Services Manager, you’ll manage the HR processes for their client workers while ensuring full compliance with Japan employment laws. You’ll also be the key contact for their clients and global teams, providing expert HR guidance and ensuring an outstanding employee experience.The HR Services Manager provides a professional, legally compliant Human Resource Business Partnering service to a wide range of global clients for Japan, adhering to set procedures, guidelines and objectives. Supporting Management to ensure Japan entity is fully compliant to provide employment outsourcing services to our clients.Key Responsibilities:Act as the main point of contact for all HR related issues.Manage all aspects of required licenses, including renewals.Proactively support the delivery of all the HR processes encompassing handbooks, policies, practices and procedures, ensuring legal compliance.Provide general HR support in areas such as onboarding, off-boarding, and employee relations.Prepare HR letters such as employment contracts, confirmations, salary and title changes, probation and contract extensions/renewals.Execute all work passes and related matters (i.e. new application, renewals, cancellations, transfer of sponsorship etc) including communicating with new and existing employees, following up with Immigration on outstanding cases and questions.Prepare monthly, internal and external reporting and ad hoc reports requested by stakeholders.Manage the monthly payroll life cycle including social security submission with our local partner ensuring legal compliance.Proactively support the organisation with regular updates on employment law.Requirements:Bachelor’s degree in human resources management, or a related field.Three to five years of experience as a generalist in a Human Resources role, preferably in a company of international scope.The person should be based in or close to Tokyo, able to go back to office as required.The candidate should hold a valid Dispatch Manager license or have successfully passed the Dispatch Manager exam (or able to take and pass the exam). This role will require the individual to be registered as the Dispatch Manager under our existing license.In-depth understanding of Japan labor and employment laws.Strong communication skills in both Japanese and English (written and verbal).Experience in mobility, client-facing HR roles, or international HR preferred.Proactive, organized, and able to make decisions independently while working as part of a global team.
