OFFICE OF INFORMATION TECHNOLOGYInformation Technology Manager (Project Management Office) (25260468)Considering the number and breadth of new IT initiatives along the digital transformation journey, HKBU Office of Information Technology (ITO) has recently established a Project Management Office (PMO) to provide governance on a wide spectrum of projects being managed or implemented by ITO. The mission of the function is to comprehensively track progress and provide support to key stakeholders across ITO’s portfolio of strategic projects.Position Highlights:The position will play a key role in operating, and enhancing ITO’s PMO function, and will: Play a key role in establishing ITO’s PMO function; manage, operate, and continuously improve the function on a go-forward basis; Lead or oversight the entire life cycle of software development projects, infrastructure projects, including project management, customer analysis, business requirements collection, functional requirements specification, system design review, test approach & planning review, deployment preparation, rollout execution, and post implementation review and contract management; and Report to ITO colleagues and senior management on project progress, risks, issues, and provide resolution to anything that requires management attention. Responsibilities: Track progress across the full portfolio of ITO strategic initiatives and projects; Lead the recovery of projects that are behind schedule, over budget, or at risk of failing to meet objectives; Develop and execute comprehensive recovery plans in collaboration with PMs and TSLs (Technical Support Leads), ensuring timely interventions and effective course corrections; Establish and maintain a centralised framework for ongoing risk identification, assessment, and reporting across all IT projects managed by PMs and TSLs; Develop, refine, and disseminate best practice methodologies for project management and technical oversight within IT; Conduct regular workshops, training sessions, and knowledge-sharing meetings to upskill PMs and TSLs in risk management and project recovery techniques; Author policies, procedures, templates, and toolkits to standardise risk and recovery processes across the IT organisation; and Work closely with PMs and TSLs from infrastructure, security, applications, and strategic planning sections to ensure holistic risk coverage and recovery alignment. Requirements: A bachelor’s degree or above in Information Technology, Computer Science, Project Management, or a related discipline; Minimum 8 years of professional IT experience, with at least 4 years in a project/program management, risk management, or PMO leadership role; Demonstrated track record of successful project recovery, risk mitigation, and process improvement in complex and multifaceted environments; In-depth technical understanding of IT infrastructure, cybersecurity, application development, and strategic IT planning; Advanced knowledge of project management methodologies (Agile, Waterfall, Hybrid) and risk management frameworks; Excellent analytical, organisational, and problem-solving skills; Professional certifications strongly preferred: PMP, PRINCE2, or equivalent; Experience conducting training and mentoring for project teams and technical staff; Strong documentation skills and proficiency with project management and risk tracking tools (e.g., MS Project, JIRA); and Good command of written and spoken English and Chinese, proficiency in Putonghua is an advantage. The initial appointment will be made on a fixed-term contract of two years.  Re-appointment thereafter is subject to performance review, mutual agreement and availability of funding. Shortlisted candidates will be invited to sit for a written test. Salary will be commensurate with qualifications and experience. Application Procedure: Applicants are invited to submit their applications at the HKBU e-Recruitment System.
